Burglar killed by homeowner

Baltimore County police have identified Marvin Cook Jr., 29, with an unknown address, as the burglar who was fatally shot while attempting to rob a homeowner at 6:30 in the morning in the 4200-block of Chapel Road near White Marsh late last week.

According to a Baltimore County police report, the cops arrived at the home of William Bozman Sr., 68, after they had received a call for “a person shot at the home.”

When police arrived on the scene, Cook was found to be suffering from multiple gunshot wounds.

Detectives report that the homeowner was awakened by the suspect who had entered his bedroom and was pointing a gun at Bozman and demanding money.

Instead of handing over money, Bozman got out a nearby handgun and ordered the suspect to drop his weapon.

However, Cook advanced towards the homeowner who thereupon fired several shots. The suspect “landed on top of Bozman who was able to free himself and called police,” according to officials.

Cook was transported to Franklin Square Hospital where he was pronounced dead.

At this time, police say no charges have been filed against Bozman at this time.

Baltimore County police have identified that a Taneytown man was the victim of a vehicle fire last week. Officials say the man is John David Metcalf, 48, of the 4600-block of Buffington Lane.

The autopsy revealed no evidence that John David Metcalf had been the victim of a crime, say Baltimore County police.

The incident occurred last Friday about 1:42 a.m., as firefighters and police responded to a vehicle on fire in the 4600 block of Black Rock Road of Upperco in the northern Baltimore County, just across the county line from Hampstead, Carroll County.

At the time, a man found inside the burning car was pronounced dead at the scene.

According to police, the victim was identified from dental records. The police investigation revealed that “Metcalf had been ill just prior to leaving work. It appears that while driving home, he stopped on the parking lot of Grace United Methodist Church. While parked at the location, a fire started in the engine of the vehicle. The victim’s death was caused by the car fire.”

The car fire last Friday is one of a rash of similar incidents in recent memory.

The Eagle reported yesterday that it was “Arson (that) caused $26,000 in total damage to two cars and a school bus in Mount Airy on Twin Arch Road.

Various media reports indicate similar car fire incidents in the southern York County, Pa., the Parkton area in northern Baltimore County and just last spring there was another death as the result of a car fire in a church parking in Hampstead

Delegation sets leadership

The county’s House and Senate delegations wasted no time setting its respective leadership for the rest of the 90-day General Assembly session.

Senators from the county’s eight districts met the first day of session Wednesday and elected Sens. Norman Stone and Kathy Klausmeier chairman and vice chairwoman.

Bromwell

DeBoy

The House delegation met Thursday morning and elected Dels. Eric Bromwell and Steve DeBoy chairman and vice chairman. Del. Jon Cardin was named secretary for the delegation.

Holt considers county executive race

Holt

After years of having his name bandied about as a potential candidate for all sorts of races, Republican former Del. Ken Holt says this time he’s really considering a return to politics and a run for Baltimore County Executive.

Holt served in the House of Delegates from 1995 to 1999. Since leaving the House Republicans break his name out of their hermetically sealed container of potential candidates every few years and whisper that Holt is running for (insert office here).

Burns to offer bill prohibiting recognition of same-sex marriage

Del. Emmett Burns said he plans to file a bill Thursday or Friday that will prohibit the state from recognizing same-sex marriages performed in other states.

The Democrat and Baptist minister represents the 10th district, including Randallstown and Woodlawn, and has been a staunch opponent of same sex-marriage. Burns has sponsored several bills related to the issue over the last few years.

“I’ve fought this fight over the last 12 years,” Burns said. “Now with Washington D.C. approving (same-sex marriage), it’s needed more than ever.”

Burns said his bill will ban so-called foriegn marriages — unions performed out of state if the couples are of the same sex.

A salary advisory board violated the state Open Meetings Act, a senior county official said today.

The Baltimore County Personnel and Salary Advisory Board met Nov. 18 to recommend pay increases for the county executive and members of the County Council but did not open to the public an earlier unannounced meeting during which the particulars of their recommendations were discussed.

County Administrative Officer Fred Homan acknowledged in a brief phone call made to a reporter late Friday afternoon that the board violated the act by not opening the unannounced meeting.

“We do believe that, in fact, they did (violate the law) and we’re going to institute some training,” Homan said.

The county Office of Law began a review of the lawfulness of not making public the unannounced meeting after Patuxent Publishing Co., publisher of this Web site, raised questions with a county attorney.

Jones stays home, but state attorney follows case to Pennsylvania

Former Ehrlich appointee ordered to testify for legislative committee

Baltimore County Del. Adrienne Jones was called to testify this morning in a York County, Pa., court by lawyers for a former political appointee of Republican former Gov. Robert Ehrlich.

But Dan Friedman, an assistant attorney general and counsel to the Maryland state legislature, said he advised Jones not to attend the hearing.

Instead, Friedman himself went to the York County courtroom, and was present when a Pennsylvania judge ordered Craig Chesek, a former state appointee under Ehrlich, to submit to be interviewed under oath by representatives of a Maryland Legislative Committee.

Meanwhile, Jones was at Chesapeake High School Thursday morning for a presentation of citations to county education leaders.

Friedman said Thursday afternoon “to say Del. Jones thumbed her nose at a subpoena is not fair to Del. Jones.”

Jones, a Democrat and co-chairwoman of the Special Committee on Employee Rights and Protections, was subpoenaed by a lawyer representing Chesek, a former state Public Service Commission employee. The committee formed in 2005 to look into alleged political firings after Ehrlich took office.

The subpoena came after Jones’ committee filed suit earlier this year in Pennsylvania in an attempt to force Chesek to return to Maryland to answer questions about alleged political firings of state employees after Ehrlich took office.

Authored law repealing swimming pool covers as the sole means of protecting children from pools (i.e., fences required)

Co-sponsored Owner Livability Code requiring owner-occupied residences to maintain acceptable exterior appearance

Co-sponsored law banning back-to-back townhouses

Lead sponsor of law prohibiting parking of non-motorized vehicles on County roads

Co-sponsored the refinement of "home occupation" law

Authored zoning regulation creating transition area between Resource Conservation and Business Zones and establishing height and area limitations

Lead sponsor of law prohibiting parking "for sale" vehicles on public streets except in front of owners’ homes

Authored clarification of panhandle lot law so as to prohibit exclusion of lots of three or more acres from that law

Co-sponsored bill to restrict zones in which new and used cars are permitted

Sponsored a bill to restrict the locations in which a fuel service station is permitted

If the County Council had a protocol expert or an official historian, either job would no doubt fall to Councilman Bryan McIntire.

McIntire, the council’s lone Republican, has fashioned himself a reputation on the council in both these areas.

Want to know the origin of the flag that looks like a Maryland flag with a Union Jack inset in the upper left-hand corner? McIntire is your man. Want to know the proper placement of the U.S. flag? Again, ask the councilman.,

And while it was surprising to hear that the state and county seals in the council’s chambers contain mistakes, it was not a shock that McIntire knew it.

McIntire explained the errors to a group of Boy Scouts who attended a recent council voting session and opened the proceedings up by leading the Pledge of Allegiance.
