Senate President Thomas V. Mike Miller said last week that he favors a super-majority vote in the legislature to transfer transportation money to other uses rather than a constitutional amendment that would keep the money off limits for other purposes.

The issue surfaced recently with talk of a possible gas tax increase to fund transportation projects, which the General Assembly could address in its upcoming session.

There had been discussion about reviving Maryland's millionaire tax, which would have raised the state's rates and hurt its rankings on lists compiled by the Tax Foundation, corporate site-location consultants and others. By proposing to eliminate income-tax deductions and exemptions for households over a certain threshold, however, the governor is proposing a tax hike withiout hurting Maryland's tax-rate rankings. Instead of a rate increase it'll be an effective tax increase on a fifth of Maryland households, many of which aren't close to the millionaire category.

It is fairly well accepted among keen observers of national politics that the Iowa caucuses of Tuesday a week ago are much more about political and media-theater than a prognosticator of who will vie for the Oval Office this fall.

As one political pundit put it, you pick corn in Iowa; you pick the next president in New Hampshire. Maybe so – maybe not. I’d rather look at Iowa as a political combine – a soulless machine that separates the wheat from the chaff.

Above and beyond the not-too-small matter that the January 3rd caucus is a win-win moneymaking machine for Iowa, the political opera is otherwise literally, repristically, heuristically, and metaphorically a brutal threshing and winnowing process.

First the candidates are milled and pounded and then thrown in the air. The chaff – the lightweights and the also-rans – are then ground into dust and blown off to the side to be plowed back into the earth.

Nearly a half-dozen Maryland state lawmakers are hoping to exploit the nation's anti-incumbent mood with campaigns for Congress that focus heavily on Washington's dysfunction.

Two Republican state senators, David Brinkley of Frederick County and Nancy Jacobs of Harford County, announced plans this week to run for the House of Representatives. A third, Democrat C.
