Len Lazarick - MarylandReporter.com: Congressional redistricting map targets Bartlett and reshapes 6th District

Len Lazarick - MarylandReporter.com:Congressional redistricting map targets Bartlett and reshapes 6th District

October 04, 2011

The congressional redistricting plan recommended to Gov. Martin O’Malley, as expected, targets Republican Rep. Roscoe Bartlett in the 6th Congressional District, taking Carroll County and much of Frederick County out of the district, according to a map given to MarylandReporter.com and others Monday night.

The Republican official who shared the map said, “It was presented tonight [Monday] by the governor to a small group of people.” The map and its accompanying commentary appear to be the official draft of the Governor’s Redistricting Advisory Committee.

The Associated Press and The Washington Post are reporting that the plan was approved Monday morning by the committee in 4-1, with only Republican former Del. James King dissenting.

The plan would make it more likely that Democrats could pick up another of Maryland’s eight districts in addition to the six they already hold.

The shapes of the 6th and 8th Congressional Districts are much like a map MarylandReporter.com published two weeks ago, with the 6th taking on half of Montgomery County. A large part of northern Frederick County is attached to the 8th Congressional District now represented by Rep. Chris Van Hollen, ranking Democrat on the House Budget Committee.

The presentation that explains the maps says: “Approximately 70% of Marylanders stay in their current Congressional District” and the “plan does not draw any incumbent member of Congress out of his district.”
The other six congressional districts look much like “option 1” leaked to the Post and Baltimore Sun on Friday.

As shown in those maps and the earlier one, the 1st Congressional District now represented by freshman Republican Andy Harris becomes an even more solidly Republican and rural district. It includes all of the Eastern Shore, most of Harford County, and runs across the top of Baltimore County to include half the land area of Carroll County...  http://marylandreporter.com/2011/10/04/congressional-redistricting-map-targets-bartlett-and-reshapes-6th-cd/

Program seeks to break isolation of poor, single mothers, and reduce infant deaths

Breaking the cycle of isolation for low-income, single mothers is just one benefit of an expanding social services program in Maryland, known as "Healthy Families America." The program dramatically changed the lives of two Baltimore City mothers, and has likely saved the lives of dozens of infants across the state.

Baltimore Sun to start charging for online content

The Baltimore Sun is putting up a paywall for its online content in two weeks, charging even print subscribers for stories and other features everyone has been getting for free for years. This raises some questions about what we should do about the Sun in our daily State Roundup.

Tax flight reality for Frederick business owner

Our story last week on a national study, "Tax flight is a myth," produced more reader comments than any we've posted this summer. Some supported the study's conclusion, but most scoffed. One of the comments came from Frederick County businessman Mark Gaver, for whom fleeing from Maryland taxes is now a personal reality.

Friday's redistricting hearing pushed up to accommodate Jewish Sabbath

The Governor's Redistricting Advisory Committee's plan to hold public hearings around the state ran into a hitch in the Baltimore metro area. Of the two hearings scheduled there, both conflicted with the Jewish Sabbath, an unexpected problem that has since been resolved by starting Friday's hearing earlier.

Maryland Reporter: State employee unions will start collecting fees from non-members

July 05, 2011

Starting this month, all of the state’s employees who are represented by two labor unions will be paying a service fee to the unions, even if they are not members.

The service fees authorized by a 2009 state law range from $161 to $388 a year. They were negotiated as part of the most recent contracts for the American Federation of State, County, and Municipal Employees and the State Law Enforcement Officers Labor Alliance. Both contracts went into effect July 1.

The fees are based on the theory that the unions furnish services that impact all employees. These services include negotiating health benefits and work conditions, or representing workers in disputes with managers. Those who don’t join the union and pay union dues have to pay a fee for that representation.

AFSCME

AFSCME represents 21,000 employees throughout state government, and about 8,500 of them are members of the union.

Sue Esty, associate director of AFSCME Maryland, said that the fee will start coming out of non-members’ paychecks during the first entire pay period in the new fiscal year, which began Friday. Members’ dues are $14.96 a pay period. Most non-members will also have to pay $14.96 a pay period, though non-members who object to the union’s political activities will be paying just $10.80 out of each paycheck. Additionally, non-members who object to paying the union on religious grounds will either have their money donated to a nonprofit, or not have to pay.

AFSCME representatives said that there are still ongoing negotiations that may lower fees for non-members. The new fees are expected to generate over $4 million for the union…  http://marylandreporter.com/2011/07/05/state-employee-unions-will-start-collecting-fees-from-non-members/
