December 1, 2010 Press release: Outgoing Commissioner Mike Zimmer is outraged by the decision to terminate the employees. 


“In an e-mail Commissioner Mike Zimmer’s office sent to fellow County Commissioner Dean Minnick, the county attorney, Kimberly Millender, Chief of Staff Steve Powell and assistant chief of staff Cindy Parr on November 24, Zimmer said, ‘An exhaustive description of my negative opinion of the action by Commissioners Gouge and Minnich would require a novel length tome’…” 

Commissioner Mike Zimmer was responding to a December 1, 2010 press release, “County Terminates Four Appointees’ Contracts,” the county said the last day of employment for all four would be today — Wednesday, Dec. 1, and that, “In accordance with their employment contracts, leave payouts and severance will be honored.”

Outgoing Carroll County Commissioner Dean Minnich fired back:  “Sunday's Carroll County Times carried the editorial I expected; I could have written it in advance. Secret meetings, conference calls, reeks of payoffs, cronyism, all words used to express their editorial outrage at the departure of four county employees under the terms of contracts that allowed them to leave with severance pay and accrued benefits.

“Having worked for several newspapers, I can attest that the contracts were little different that many of those signed by newspaper executives and managers who have served at the pleasure of various publishers and group owners. I can attest that the newspapers also observed the appropriate rules and applicable laws for offering and accepting and announcing -- or not -- the changes in job status. A few reasons why you'd fire a good employee

 During the past week, the county has engaged in the process of letting a few good employees go, their contracts terminated with severance pay.

     The natural questions is, why would commissioners on their way out the door fire people?  Why not let the new commissioners assess the abilities of the employees, and decide whether to keep them or cut them loose? Is this a case of paying off political pals at taxpayer expense?

     I had to consider the substance and the appearance of the situation before I was able to take action. I am satisfied that the best interests of both the public and the employees were served with the termination of their contracts. Why?

     For starters, you can look up the county government web site and check out the video for Dec. 1 meeting. Close to the end, we discuss the merits of such an action, and bottom line is, it was why the contracts were offered in the first place, and it was time to wrap it up. (I was giving a fellow reporter a hand with some WTTR history the other day and found this in a Google-search… It was originally written by now-Carroll County Commissioner Dean Minnich. Commissioner Minnich really captured the essence of Westminster… Kevin Dayhoff March 20, 2009)

Ask a resident of Westminster to describe the town, and the answer you get will depend as much on where they grew up as on their current address.

Those who grew up riding their bikes on Main Street and through the alleys will know a different city than the parent who watches a child explore a tot lot in The Greens. Old-timers with memories of the City Restaurant and G. C. Murphy’s, the State Theater and shooting rats with .22’s at the city dump at the end of Monroe Street (site of the present St. John’s school and church) will know a different town than the 20-something young man walking dogs in Furnace Hills or the women enjoying Ladies’ Night at Tully’s.

The truth is, like most other Carroll County towns, Westminster’s story is a tale of two cities; one kept alive by traditions and old perspectives and another that is emerging with the changes of time and growth. It is a microcosm of the story of Carroll County at large; it is the story of every small town in the county, but on a larger scale.
