Westminster police chief, mayor attack union chief over allegations of misspent money

Westminster police chief, mayor attack union chief over allegations of misspent money

Westminster's mayor and police chief denied accusations leveled by a union chief that they misspent money at the expense of public safety, saying the labor representative is trying to drive a wedge through the city's small police force.
Joined by two City Council members and the town manager, the officials went through an hourlong, point-by-point rebuttal of allegations raised by Gary McLhinney, who was hired by the Carroll County Fraternal Order of Police to push for collective bargaining rights for Westminster officers.
"This is nothing more than the Fraternal Order of Police trying to pressure the city, the Police Department and the chief," said Mayor Kevin R. Utz, a retired 28-year veteran of the Maryland State Police. Added Councilman Tony Chiavacci: "It's a game they're playing, and we're not playing the game."

247WallSt.com: Cities That Have Fired Their Police Forces

Cities That Have Fired Their Police Forces

On December 1, Youngtown, Ariz., joined the ranks of the many U.S. cities and towns that have fired their local police forces. In recent years, it has become somewhat of a trend across the country for municipalities to disband police departments, most often due to financial restrictions. 24/7 Wall St. has identified six cities and towns that have completely dissolved their local law enforcement groups.
Using information from the National Fraternal Order of Police and conversations with a number of police departments, 24/7 found nearly 50 cities and towns that either considered dismantling or have already dismantled their police forces in the past four years. 24/7 also received help from Oakland County Sheriff Mike Bouchard and the Oakland County Sheriff’s Office — a department that has taken over law enforcement responsibilities for 16 police forces in the country. The initial list was cut down to include only the largest municipalities and the most recent cases of police force termination... http://247wallst.com/2011/12/13/cities-that-have-fired-their-police-forces/?utm_source=247WallStDailyNewsletter&utm_medium=email&utm_content=DEC132011A&utm_campaign=DailyNewsletter

Union says Westminster police misspending money

Union says Westminster police misspending money

Funds used for iPads, iPhones for commanders, union alleges

http://www.baltimoresun.com/news/breaking/bs-md-ca-westminster-police-funds-20111212,0,7044577.story

By Peter Hermann, The Baltimore Sun

8:00 p.m. EST, December 12, 2011

Rank-and-file police officers are accusing the small department in Westminster of misspending money seized from drug suspects by buying iPads and iPhones for top commanders.

The Carroll County Fraternal Order of Police, through a Baltimore law firm it hired, also alleges in a news release that department leaders have pressured officers to work extra-duty shifts at Walmart, sometimes at the expense of patrolling city streets.

"We're looking for answers," said Gary McLhinney, a labor negotiator for Schlachman, Belsky and Weiner, a firm that represents police labor unions around the state. "Morale has clearly suffered because of the impression that the bosses are getting all the perks while the rank and file are left cleaning up the mess."

Westminster's mayor and police chief denied some of the allegations, such as requiring officers to work overtime at Walmart, and declined to comment on others, saying they wanted to confer with the city attorney before commenting publicly.

Mayor Kevin R. Utz, a retired 28-year veteran of the Maryland State Police, questioned the motive of the union's law firm, calling it "one of their steps to get the city to agree to collective bargaining," which the city of Westminster has refused to do. The Carroll County FOP represents the Westminster force on legal and civil matters.

"Clearly, someone disagrees with the manner in which some of the forfeiture funds have been spent," said Westminster Police Chief Jeffrey Spaulding, declining to confirm, as the law firm alleges, that he and his top commanders — a major and three captains — have iPhones or iPads purchased with funds collected as part of criminal forfeitures… http://www.baltimoresun.com/news/breaking/bs-md-ca-westminster-police-funds-20111212,0,7044577.story

Virginia state trooper killed in crash in King George County

Virginia state trooper killed in crash in King George County
 June 25, 2011

KING GEORGE, VA
A Virginia state trooper died in a car accident that injured two other people Friday night.

Investigators say the crash happened about 6:45 p.m. in the James Madison section of King George County, about 60 miles northeast of Richmond.

Police say the trooper was responding to a call for assistance, when his patrol car collided with another car at the intersection of Route 3 and Madison Drive. Investigators say the impact forced the trooper's car off the road and into a light pole, splitting the cruiser in half.

Investigators say the front end of the squad car then continued into a nearby parking lot, where it struck three parked cars before coming to a stop.

The trooper died on the scene. Police have not yet released his name. The driver and passenger in the other car were taken to Mary Washington Hospital with minor injuries.

The Virginia State Police Accident Reconstruction Team is assisting with the investigation of the crash.~~~

Marry an ag engineer for best chance of avoiding divorce

Marry an ag engineer for best chance of avoiding divorce

Those who are wishing to read the tea-leaves and gain some analysis as to whom to marry for the best chances of matrimonial bliss.

An article in the Telegraph, 'Marry an agricultural engineer for best chance of avoiding the divorce courts,' highlights the results of a study which indicates “Vets, agricultural engineers and teachers are all less likely to divorce than dancers, bartenders and nurses, according to research which claims your job is key to a happy marriage.”

The study does not mention the chances of breaking-up with an artist or a writer. Of course, I am sure that is probably because we are such stable folks.

According to the article: “Those who work in the caring professions or who have jobs that are extrovert and stressful are more likely to split from their partner.

“Dancers, choreographers, massage therapists and bartenders have around a 40 per cent chance of experiencing a relationship breakdown. But also at high risk are nurses, psychiatrists and those who help the elderly and disabled.

“However, optometrists, dentists, clergymen and podiatrists are all in occupations which carry a 2 to 7 per cent chance of family breakdown.

“Agricultural engineers were the most faithful of all, with their relationships suffering a breakdown rate of less than 2 per cent.

“The trend has been highlighted in a paper that correlates occupations with divorce and separation rates, to be published in the Journal of Police and Criminal Psychology.”
