Carroll County Republican Central Committee letter retrieved March 5, 2015

Carroll County Republican Central Committee letter retrieved March 5, 2015

http://kevindayhoffwestgov-net.blogspot.com/2015/03/carroll-county-republican-central.html

This was an updated letter sent today to all applicants for the D5 Delegate Seat:

Dear Applicant:

Wednesday you may have received an email from Matt Helminiak, Secretary for the Republican Central Committee. If so, it has several factual errors and misrepresentations. We four members of the committee are and have been committed to a fair and open process but it continues to elude us. Therefore, we strongly encourage you to contact the Governor’s office on your own behalf to ensure that your application for the D5 seat now receives full consideration since our committee chose not to meet and make its own recommendation to fill the vacant seat.

The legal case Matt referred to in no way prevented the Central Committee from meeting and fulfilling its duty to recommend a name or names to the Governor. We also have no way of knowing whether it was a unanimous decision at this point. The injunction in place, lifted Monday, simply prevented the committee from recommending multiple names to the Governor. We were always willing to meet to make our decision regardless of the decision of the court. As we awaited the hearing, we urged our chairman on numerous occasions to conduct the interviews and we would hold our final vote after Monday (taking just a few minutes.) We followed an identical process in filling the D4 seat. Chairman Jones refused to call that meeting and now the Governor will decide, within 15 days, who is best to represent us in the legislature.

We will not dismiss the case despite pressure from the majority. Not only is it disrespectful to the court, but it would also prevent the court from issuing a full written opinion on the Constitutional issues at stake – our real purpose.

The Governor has 15 days from today to make his appointment. Here is the contact information you need to advocate for your appointment.

Good luck and thank you for your time and effort in this process.

Kathy Fuller, Melissa Caudill, Amy Gilford and Jim Reter, Carroll County Central Committee Members

Carroll County Md Commissioners vote for legislative initiative to fill vacancies with special election

Carroll County Md Commissioners vote for legislative initiative to fill vacancies with special election

Carroll County Times article by Wiley Hayes: Late legislative initiative to limit central committee's responsibilities

The Carroll County Board of Commissioners will be submitting a late addition to their legislative package to take away the power of the Carroll County Republican Central Committee to select the replacement of a county commissioner in the event of an opening.

This legislation is in part due to the controversial decision by the committee to only recommend former Commissioner Robin Bartlett Frazier to replace Sen. Joe Getty. The Republican Central Committee has since reversed course and recommended three names to Gov. Larry Hogan for the seat.

The commissioners voted 3-2 on Thursday to send this legislation to the Carroll County delegation. Commissioners Stephen Wantz, R-District 1, and Richard Rothschild R-District 4, were the opposing votes.

Len Lazarick MarylandReporter.com: Delegates want voters to
fill vacancies in legislature, but GOP wants to keep party role

By Len Lazarick Len@MarylandReporter.com

Two freshman delegates from each party are working on
legislation to give voters a greater role in filling legislative seats that
become vacant.

At the same time, Republican Party officials are working on
ways to establish statewide party rules that will maintain the strong role of
party central committees in the process and avoid the special elections the
delegates are proposing.

The issue is a hot one in Annapolis as three counties must
fill seats held by senators and a delegate who have now become part of the
Hogan administration.

The Maryland Constitution gives the local party committees a
key role in selecting a replacement for senators and delegates from their own
party. But it does not specify a process for how they select a name to send to
the governor, who makes the final appointment.

The Republican Central Committees in Carroll, Frederick and
Washington counties all used different methods to select replacements for Sen.
Joe Getty, Del. Kelly Schulz and Sen. Chris Shank. Carroll had the most
secretive process, voting in closed meetings on names of applicants the
committee would not reveal.

The Sun might have it close to correct.... Hogan's fringe flank

The Sun might have it close to correct.... Hogan's fringe flank

Go to the website for the complete editorial… http://www.baltimoresun.com/news/opinion/editorial/bs-ed-gop-extreme-20150112-story.html

January 12, 2015 Monday - - This week the New York Times held up Gov.-elect Larry Hogan as an exemplar of Republicans turning away from the ideologically-driven tea party politics of 2010 and toward pragmatism. The Times identified a new breed of governors in that mold, not just in blue states like Maryland and Illinois but in solidly red ones like Tennessee as well. Mr. Hogan is quoted in the article saying his victory "had nothing to do with partisan politics" and that he did not plan "to push [Maryland] in a conservative direction." At least initially, it seemed like he would have some room to maneuver in a state Republican Party that also saw victories by a trio of socially moderate, fiscally conservative county executives in Anne Arundel, Harford and Howard counties.

But the divisive wing of the state GOP is, apparently, not quite ready to hold its tongue.

[…]

[…]

And finally, we have the case of Robin Frazier, the former Carroll County commissioner. She lost her re-election bid last year but saw her political career resurrected when the county's Republican Central Committee picked her for the state Senate seat being vacated by Joe Getty, who is taking a post in the Hogan administration. Should Mr. Hogan confirm the committee's choice, as governors almost always do, he will see an even-keeled and articulate spokesman for his agenda in the Senate replaced by someone whose claim to fame is her pledge to go to jail rather than omit the word "Jesus" from a prayer at the start of a commission meeting. What makes the choice all the more inexplicable is that the committee members passed over the well qualified and eminently reasonable Del. Justin Ready. It's almost as if they don't want the governor to succeed.

[…]

Mr. Hogan won election by avoiding divisive social issues and focusing on a centrist agenda of fiscal conservatism and economic growth. But apparently that memo hasn't trickled down to all corners of the state GOP just yet. The governor-elect has a golden opportunity to build a competitive Maryland Republican Party, so long as his fellow Republicans don't get in the way.

Carroll County Republican Central Committee Selects Robin Bartlett Frazier to Fill Opening District 5 Senate Seat

This is quite a surprise…

I had only thought that the obvious choice was to promote Md. Delegate Justin Ready R-Carroll County. I mean that is the natural progression according to history and tradition. The past representation by Del Ready has been deliberated among the voters and decided upon by the electorate in the 2014 elections – when he was re-elected …

However, according to a release put out by the Carroll County Republican Central Committee at 11:18 a.m. this morning:

Carroll County Republican Central Committee Selects Robin Bartlett Frazier to Fill Opening District 5 Senate Seat http://kevindayhoffwestgov-net.blogspot.com/2015/01/carroll-county-republican-central.html

Carroll County Republican Central Committee Selects Robin Bartlett Frazier to Fill Opening District 5 Senate Seat

The Carroll County Republican Central Committee has chosen former county commissioner Robin Frazier as its recommendation to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty.

Saturday, January 10, 2015 Westminster – The Carroll County Republican Central Committee Friday selected Taneytown resident and two-term Carroll County Commissioner Robin Bartlett Frazier as its recommendation to replace outgoing Senator Joe Getty. Sen. Getty was selected by Governor-elect Larry Hogan to serve as his Policy and Legislative Director.

The Central Committee had a difficult choice to make as there was a strong field of well-qualified applicants who sought the position. The process was confidential to protect the applicants and to keep the process free from outside interference. The Committee looks forward to Hogan appointing Robin Bartlett Frazier as Carroll County’s new Senator and working with her as a valued member of the Delegation.

Robin has a long and distinguished career in both elected office and private business. She served in the Ehrlich Administration for four years as the Intergovernmental Affairs Coordinator for the Governor’s Office on Service and Volunteerism and Community Initiatives. In this position she was the Governor’s liaison between local, state and federal governments and community organizations. She also advised these entities on the impact of proposed legislation.

As a Commissioner Robin’s role was both legislative and executive. During her second term she served as a Board member of the Maryland Association of Counties. In this position she worked closely with legislators and other county leadership to improve, modify or eliminate legislation of concern to the counties and consistently lobbied for smaller government.

Since 2007 Robin has been the Vice-President of Instant Access Networks, a technology company which develops solutions for homeland security issues in communications and data protection. She and her husband, Donald, owned the Frazier Machine Company, and she was involved in the local banking industry for many years.

Robin is currently the President of the Taneytown Republican Women’s Club and the Treasurer of the Tri-District Republican Club. She is also a Board Member of AGORA Ministries and Women for Democracy.

Robin and Don have three grown daughters.

Carroll County Republican Party: The complete Thanksgiving story, election results, more

Carroll County Republican Party: The complete Thanksgiving story, election results, more

Lady Liberty

Upholding the traditions and values of Constitutional Conservatism through the Republican Party in Carroll County, Maryland

The Carroll County Republican Central Committee wishes everyone a very blessed Thanksgiving holiday.  The meaning of Thanksgiving that is taught in the public education system today is often an incomplete account.  Click here to read the rest of the true meaning of Thanksgiving that your children, and maybe even you, have not heard before.
Republicans had a great night this past General Election. Republicans took control of the U.S. Senate, increased their numbers in the U.S. House, and locally, Larry Hogan will be our new governor and Republicans added seats in the Maryland House of Delegates and the Maryland Senate.

Message from the
Carroll County Republican
Central Committee Chairman

Fellow Carroll County Republicans,

To all those who helped in the campaign, the entire Central Committee says, "THANK YOU and CONGRATULATIONS!  You did the impossible."

There were those in the state and across the country who said, "It could never be done.  A Republican? In Maryland? With 2 to 1 Democrat registration? Never."
Not only did we elect a Republican Governor; but we added 2 Republican State Senators and 7 House Delegates.

Carroll County had a temporary headquarters on Main Street in Westminster. Every day volunteers came in to spend their time phoning voters and asking them to vote for Hogan and other Republicans. It is normal for many people to vote in Presidential elections; but to skip mid-term elections. Those voters received a phone call telling them how important this election was. It seems that it worked.

To those who came to headquarters to make calls, we say, "Thank you." To those who handed out literature or held signs at the polls, we say, "Thank you." To those who sign waved or knocked on doors, we say, "Thank You." To those who put bumper stickers on your car, we say, "Thank you." To those who voted when they normally may not have voted, we say, "Thank you." It would not have been possible without all of you.
Maryland showed the country on November 4th that IT COULD BE DONE. We made national news and it felt good.

It was a privilege working with you, but it's not over. Now we must focus our efforts on 2016. If this felt good, just imagine how good it will feel when Maryland provides enough electoral votes to put a Republican back in the White House in 2016.
 Warm regards,
Larry Helminiak
Carroll County Republican
Central Committee Chairman
