The recent tragic crash of the Maryland State Police aviation command Medevac helicopter has unfortunately developed a subplot for those who wish to further a debate about the future of the vital air rescue service.

The debate began before grieving co-workers, friends, and family hardly had a chance to say goodbye to the three rescue workers and one patient who died.

Much can be said about the inhumanity of state elected leaders who would use such a tragedy for political expediency; however, for those who have observed Maryland politics for many decades, there is very little that can surprise any longer.

We live in a state with a national reputation for politicizing everything from algae to windmills – with all the accompanying mediocrity that is associated with the enormous egos of politicians who are rarely held accountable for their mendacious, meddlesome behavior.

Ever since Maryland modeled its Medevac rescue system from the lessons learned on the battlefields of the Vietnam War, it has been copied all over the world with varying success, although arguably, the Maryland system remains the premier service.

Since the Medevac rescue missions began in Maryland in 1970, 120,000 trauma patients have received the benefits of getting the best chance of survival in what is termed the “golden hour.”

September 25, 2008

The National Weather Service has issued a rain advisory for this evening. Rain will begin late afternoon and through the evening with accumulations from 1" to 3" possible in certain areas before ending.

Winds will range from 15-25 with gusts upwards to 45 MPH. Higher winds will be prevalent in the western counties while a coastal flood watch will be on the Eastern Shore counties. Light showers will continue through Friday evening.

This has been a message from Carroll County Emergency Management Division of the Office of Public Safety Support Services.

Carroll County Times Editor:

Disaster can strike at any time. It can come in the form of a house fire in the middle of the night, a loved one who suffers a heart attack or a power outage that leaves a family in the cold. In just the past two months, Carroll County Red Cross volunteers have responded to seven fires, bringing aid to those who were put out of their homes. While we can't control what happens, we can control how we prepare for and respond to emergencies.

September is National Preparedness Month, and the American Red Cross of Central Maryland wants Carroll County residents to take steps to be Red Cross Ready. The best part is it's easy to do.

Make a disaster preparedness kit with a few basic supplies in case you have to evacuate your home for up to three days. Next, make a plan about where to meet your family in the event that phone and other communication lines are down. Also, be informed about the types of disasters that can strike where you live, including home fires, terrorism and severe weather. Finally, get trained in First Aid and CPR.

If you've been putting off getting prepared, now is the time to do something about it. We've even created a free online education module at the Get Prepared section of our Web site www.red
cross-cmd.org, to help you out. Together, we can make Carroll County a safer place to live, work and play.

Westminster Battles Dwelling Fire With 1 Civilian Trapped

February 09, 2008-On the early morning of February 9, 2008 at 4:15 a.m., the Westminster Fire Department was alerted for an apartment fire at 352 Colonial Ave with possibly 1 civilian trapped. Upon arrival, Firefighters found a 2 story duplex with heavy smoke showing. As the crew from Engine 32 began to setup their attack line, members of the crew could hear the victim screaming inside. The crew quickly went to work and encountered heavy fire and smoke conditions in the basement of the dwelling. The pipeman of 32's crew found the victim lying next to a dryer in the basement, unconscious. Reese's engine crew quicky came to assist with removing the victim and quickly transferred him over to the medic crew that was standing by. Tower 3's crew quickly laddered the building and Truck 2's crew performed vertical ventilation by cutting a hole in the roof. As more units arrived from Pleasent Valley and New Windsor, they extended more hoselines into the building, knocking fire on the first and second floors.

Approximately 30 minutes into the incident a second alarm was requested by the Incident Commander. After about 1 hour, the fire was deemed under control. The fire was contained to the intial dwelling with smoke and water damage to the adjoining structure. The Red Cross also responded out to assist the 2 families who were displaced. At this time it is estimated that approximately 150,000 dollars in damage was done.

2 Civilians were treated at scene. One was transported for unknown injuries to Carroll Hospital Center and the gentleman who was rescued from the basement apartment was flown to the Burn Center at Bayview Hospital in Baltimore, Md. The patient was in critical condition but did regain consciousness before being loaded into the helicopter. Also one Westminster Firefighter did suffer minor burns to his wrist.

The Westminster Fire Department would like to thank all companies who assisted on the fire. They were Reese, Pleasent Valley, New Windsor, Union Bridge, Hampstead, Manchester, Gamber, Lineboro, Sykesville, Taneytown, and Winfield. We would also like to thank Lineboro and Sykesville for filling in our station. We apologize if we missed any stations.

We would also like to recognize the Westminster crews for their valiant effort on the 2 alarm fire. Engine 32's crew was Engineer Kevin Shiloh, Firefighter/Officer Bryan Van Fossen, Firefighter Todd Whitson, Firefighter Brendan Stevens, and Firefighter Ryan Groft. Tower 3's crew was Engineer Mike Glass, Lieutenant Kevin Utz (Incident Commander), and Firefighter Jeff Ausherman. Chief Jeff Alexander and PIO's Bob Cumberland and Robin Stansbury were also on scene. Also, a great job done by Paramedics Sarah Webster, Patricia Neal, Scott Clendaniel, and EMT Megan Riecke.

The web sites of Carroll County Government, Carroll County Public Library, and Carroll County Public Schools are currently unavailable because of a power outage. Some email service to employees also is affected. In addition, the library headquarters and its branches in Taneytown, Mount Airy and North Carroll are without telephone service.

It is uncertain when service will be restored.

County to form police force

Carroll County will form a countywide police force in the coming years, unifying law enforcement efforts outside of the county’s eight towns.

The Board of County Commissioners voted Oct. 4 to move away from the Maryland State Police Resident Trooper program and replace it with a county police force, headed by an appointed chief of police.

The Carroll County Sheriff’s Office eventually would revert to serving summons, transporting prisoners and providing courthouse security, which are constitutionally required duties of an elected sheriff.

A transition team will look at how to shift the 67 certified officers from the Sheriff’s Office to a new police force. Chief of Staff Steven Powell will lead the team.

Through the Resident Trooper Program, Carroll County pays for troopers to be assigned local patrols throughout the county. In the most recent budget year, the County paid $4.9 million for 36 troopers and nine investigators. The cost includes a non-negotiable 22 percent administrative fee.

The Westminster Barrack of the Maryland State Police would remain staffed with general troopers, as all 23 barracks across the state are staffed.

While professionalism is high among both the troopers and deputies, a single police agency would be more efficient than the current system.

The cost to operate a county police force is expected to be comparable to current costs after startup expenses.

Carroll County emergency response

The Carroll County Emergency Operations Center (EOC) opened for a couple of hours last Monday evening, April 16th, 2007 to swing-in and help the residents at the adaptively re-used former Hampstead High School.

Even though – by the time the operations center began to evacuate the senior residents, who had been without power since the wee hours of the moring, BGE got the power back on. So, as it worked out, the shelter was not needed but in the long run, it was a good drill and once again the EOC essentially operated flawlessly. (See pasted at the bottom of his post – links to one of the last times the EOC was activated and once again, performed flawlessly… The December 15th, 2007 train derailment in South Carroll.)

All of which should be comforting to Carroll County residents to know that once again, if emergency services had been needed – it runs well, by folks who really know what they are doing and are dedicated to protecting the public.

Emergency Operations Center activates to assist seniors who lose electricity

April 16, 2007, 11:45 p.m. Carroll County emergency managers activated the Emergency Operations Center this evening to assist residents of an 84-unit senior housing center in Hampstead in anticipation of a night without heat or electricity.

Residents of the Villages of Hampstead, known as the old Hampstead School, first reported being without power to BG&E at 4 a.m. Power was restored by 11:15 p.m., before anyone had to be relocated to a shelter.

Hampstead Mayor Haven Shoemaker requested the assistance of county officials as night approached. The facility is heated by electric heat pumps.

Agencies responded by arranging for cots to be set up in the North Carroll Senior and Community Center for as many as 70 of the approximately 100 residents.

The Departments of General Services and Citizen Services worked with the American Red Cross to establish the shelter. Carroll Area Transit Service provided two vehicles to transport residents. The Health Department agreed to send nurses to the shelter. Officers from the Hampstead Police Department and the Carroll County Sheriff’s Office assisted. Once power was restored, the Emergency Operations Center shut down.

February 14, 2007

The National Weather Service Winter Storm Warning remains in effect for today until 10 AM.

Freezing rain and a wintry mix will end mid morning with little or no additional accumulation. Scattered snow showers may occur throughout the day as the cold front moves out of the area.

This afternoon winds will be out of the northwest and become strong with gusts from 25 to 30 MPH this afternoon and increasing gusts tonight up to 40 MPH.

Temperatures and wind chill will begin to fall this morning and drop into the single digits by this evening.

SPECIAL WEATHER STATEMENT #2

February 13, 2007

The National Weather Service has issued a winter storm warning statement for today through February 14, 2007 for the Maryland area.

Snow fall will continue through out Carroll County this afternoon accumulating 1” to 3” before changing over late afternoon to a sleet and freezing rain mix. Up to a ½” of ice may accumulate this evening with heaviest precipitation occurring after 10 p.m.

Freezing rain and sleet will continue overnight changing back to snow mid-morning with an additional 1” to 2” accumulation and ending by noon.

This afternoon winds out of the northeast will pick up 20-30 mph changing to northwest by tomorrow. Gusts tomorrow will be up to 35 mph.

The accumulating ice may cause downed power lines and power outages.

The Office of Public Safety Support Services is monitoring the situation and will attend a weather conference call tomorrow, February 14, at 8 AM with the Maryland Emergency Management Agency and the National Weather Service. Further updates will be issued as necessary.

February 12, 2007

The National Weather Service has issued a winter storm watch statement for today through February 14, 2007 for the Maryland area.

Snow will enter Carroll County this evening after midnight with 1” or less accumulation. Winds will be between 3 to 10 miles per hour. Warmer temperatures Tuesday will change snow over to sleet and freezing rain. Ice may accumulate from ¼ “to less than 1 “before ending. New snow accumulation may be 1”. Tuesday evening will produce periods of freezing rain with a low temperature of 20.

Snow and sleet will be ending Wednesday around noon. Blustery conditions will move in with winds from 15-25 MPH and higher gusts.

The accumulating ice may cause downed power lines and power outages.

The Office of Public Safety Support Services is monitoring the situation and will attend a weather conference call tomorrow, February 13, at 11 AM with the Maryland Emergency Management Agency and the National Weather Service. Further updates will be issued as necessary.

Carroll County Government calling for a voluntary precautionary evacuation for train derailment.

Carroll County government has sent out an e-mail calling to the public’s attention that emergency rehabilitation crews are calling for a voluntary precautionary evacuation for train derailment.

Emergency crews are going door to door within a one-mile radius of the CSX train derailment asking residents to evacuate their homes, while the tanker containing anhydrous ammonia is righted and put back on the rail.

This is a voluntary, precautionary evacuation.

A shelter has been established at the Sykesville fire hall on Route 32 for those residents. About 100 homes are affected.

Both Carroll and Howard Counties' school systems have been notified and asked that students who live in the immediate area stay at their schools.

Residents who live between one and three miles of the incident are asked to stay inside, close all windows and doors, and shut off any outside ventilation such as heat pumps and air conditioning.

Those homes will be alerted through an automated telephone message from both Howard and Carroll emergency managers. A second message will be issued when the hazard has been removed.

To reiterate earlier messages, the tanker is not leaking. The evacuations are a precautionary measure.

Train derails along Patapsco River on Howard and Carroll County line.

At 2:15 AM, Carroll County, Howard County, Maryland Department of the Environment, and CSX Railroad Hazmat personnel responded to the scene of a CSX freight train derailment.

The voice traffic on the emergency response radio indicated that the train which was comprised of three locomotives and 91 cars was traveling from Cumberland to Philadelphia.

At last report 21 train cars jumped the tracks in a remote area along the Patapsco River in the Patapsco Valley State Park between Sykesville and Marriottsville in the vicinity of Henryton Road the old Henryton hospital.

Communications were difficult as it was in an area where there is no Nextel service, the communications carrier used by many local public safety agencies. Radio and cell phone reception with other carriers was also difficult.

Access to the remote area was difficult and getting to the site of the derailment was delayed until all-terrain “gators,” were brought to the site.

Hazmat personnel finally reached the scene of the derailment at approximately 5:55 AM to find that train cars #27, #28 and #29 were of the most concern and that train car #29 had tipped over. One or several of the train cars are transporting anhydrous (without water) ammonia.

The train cars were not leaking and causing “no issues,” and there is no “immediate concern at this time;” however it would appear that it will be an extended rehabilitation of the train cars involved.

According to Carroll County public information officer, Vivian Laxton, who arrived at the scene 6 PM, there are no reported injuries.

The hazmat response went like clockwork. However the news crews that responded did not have as much luck as mobile news units from ABC2, WBAL and WJZ all got stuck in the mud.
