Westminster police chief, mayor attack union chief over allegations of misspent money



Westminster's mayor and police chief denied accusations leveled by a union chief that they misspent money at the expense of public safety, saying the labor representative is trying to drive a wedge through the city's small police force.
Joined by two City Council members and the town manager, the officials went through an hourlong, point-by-point rebuttal of allegations raised by Gary McLhinney, who was hired by the Carroll County Fraternal Order of Police to push for collective bargaining rights for Westminster officers.
"This is nothing more than the Fraternal Order of Police trying to pressure the city, the Police Department and the chief," said Mayor Kevin R. Utz, a retired 28-year veteran of the Maryland State Police. Added Councilman Tony Chiavacci: "It's a game they're playing, and we're not playing the game."

Arnold is Westminster's Police Officer of the Year

At the Westminster Police Department's annual award ceremony, held March 16 at McDaniel College's Decker Center, Chief Jeff Spaulding said major crimes decreased by 9 percent in Westminster in 2008.

The department's 18 police officers, civilian employees and volunteers honored at the Monday afternoon ceremony were partly responsible for that decrease, he said.

"I really can't explain (the decrease) except that there's been a lot of good work done by the people in this department," Spaulding said.

The highest award, for 2008 Police Officer of the Year, went to South Carroll High School graduate, Private First Class Steve Arnold.

Spaulding detailed the eight-year department veteran's accomplishments last year. As a patrol officer, he responded to 600 calls and provided backup on more than 300 additional calls.

Arnold also took part in 116 criminal investigations, resulting in 133 arrests.

The department's 2008 Civilian of the Year award went to Karen Bullock, a nine-year veteran.

"With each passing year, Karen plays a more pivotal role in nearly every aspect of our operations," Spaulding said as he presented the award. "She is really the oil on the gears that keep me and the rest of the department working efficiently."

Additional 2008 award winners were as follows:

*Hampstead resident Cecilia Dembroski, a retired accountant who logged 176 hours last year while lending a hand with various clerical and administrative duties, earned the Volunteer of the Year Award.

*Communications Specialist Linda Knott and Corp. Radcliffe Darby were recipients of the department's 2008 Community Service Awards.

*Detective First Class Rick Lambert, PFC Will Valentine, Lt. Kenny Carlisle and volunteer Zack Zumwald received Chief's Commendation Awards for exemplary work in various specialties.

*The Chief's Challenge Award for top DUI enforcement went to Cpl. Jesse Clagett.

*The Chief's Challenge Award for top total law enforcement was presented to Officer Michael Beaumont.

There were six additional recipients of Chief's Challenge Awards -- Lt. Douglas Johnston, Sgt. Michael Bible, PFC Michael Beaumont, PFC Ronald Garner, PFC Adam Laser and PFC Steve Launchi.

Top Shooter Award went to PFC Steve Launchi, who turned in the department's top 2008 score on the shooting range ... 100 percent.

The Westminster Police Department is currently investigating a hit and run fatal collision which occurred on Friday, February 6, 2009 at approximately 2300 hours.

A Ford pickup truck was involved in a minor collision as it was backing from a parking space in the Municipal parking lot at the intersection of Railroad Ave and Main St. in downtown Westminster. The witness contacted Westminster Police and indicated the suspect vehicle was last scene proceeding westbound on West Main Street at a high rate of speed.

Approximately one mile west on West Main Street, the driver of the Ford pickup truck struck the rear of a 2003 Chevy Cavalier which had just exited McDaniel College and was proceeding west on West Main Street. After the collision, the driver of the Ford pickup fled the scene and has not been located despite searches by officers on foot utilizing K-9 as well as an aerial search by the MSP helicopter.

The Chevy Cavalier was occupied by five passengers. The left rear passenger was pronounced dead at the scene. The remaining passengers were transported to hospitals for treatment. One passenger was treated and released from Carroll Hospital Center and the three other passengers remain at University of Maryland Shock Trauma with non life threatening injuries. All of the passengers in the Chevy Cavalier are students at McDaniel College.

The investigation is being conducted by Det. J. Schuster from the Criminal Investigation Bureau of the Westminster Police Department with assistance from the Maryland State Police C.R.A.S.H. Team.

The identities of the deceased and injured are as follows:

Deceased: Thomas Rouleau, 19, Gilboa, NY

Injured:

Megan Magee, 19, Belair, Md. Treated and released from Carroll Hospital Center.
Katenna Minadakis, 19, Hampstead, Md. Non life threatening injuries. Currently at Shock Trauma.
PatriciaMellott, 19, Cumberland, Md. Non life threatening injuries. Currently at Shock Trauma.
David Arnold, 19, Catonsville, Md. Non life threatening injuries. Currently at Shock Trauma.

Harry A. Zook, 83, of Westminster

Harry Arthur Zook, 83, of Westminster died Friday, Nov. 14, 2008, at Carroll Hospice Dove House.

Born Nov. 16, 1924, in Hanover, Pa., he was the son of the late Arthur Abraham and Ruth Zincon Zook.

He was a 1943 graduate of Westminster High School and was a World War II Navy veteran. He was a retired police sergeant with the Westminster Police Department, joining the force in December 1954 and retiring in March 1982.

He was a member of Grace Lutheran Church, Fraternal Order of Police Lodge No. 20 and a former member of the Westminster fire company.

Surviving are a daughter, Barbara E. Zook of Westminster; son and daughter-in-law John and Lori Zook of Westminster; and a grandson, Torey Daniel Zook.

He was predeceased by a son, William "Billy" Zook; and a sister, Delores Zook Ecker.

A funeral service will be held at 11 a.m. Wednesday at Pritts Funeral Home & Chapel, 412 Washington Road, Westminster, with his pastor, the Rev. Kevin Clementson, officiating. Interment will be in Westminster Cemetery.

The family will receive friends from 2 to 4 and 6 to 8 p.m. Tuesday at the funeral home.

A Westminster police sergeant honored for his arrest of an armed robbery suspect said he was just doing what he was trained to do.

Sgt. Andy Hundertmark was honored at a Red Cross breakfast Monday in Baltimore for central Maryland residents who show bravery, courage and community service.

The 14-year veteran of the Westminster police force responded to the call of an armed robbery in the College Square shopping center on Feb. 25, 2007, said Capt. Gerry Frischkorn, a spokesman for the Westminster police department.

Springing into action, Hundertmark tackled the man and held him at gunpoint until other officers arrived. Police eventually found a BB gun on the man, Frischkorn said.

Lieutenant Misty Budzinski graduates from Northwestern University’s Center for Public Safety.

The Westminster Police Department is pleased to announce the recent graduation of Lieutenant Misty Budzinski from the School of Police Staff and Command (SPSC) at Northwestern University. Lieutenant Misty Budzinski has successfully completed the ten (10) week Staff and Command program hosted by Maryland Highway Safety Office held in Sykesville, Maryland from February 18 – May 2, 2008. This program, which was implemented by the Center for Public Safety in 1983, has graduated over 8000 students both nationally and internationally. Lieutenant Misty Budzinski was a student in SPSC Class #263 which accommodated a total of 32 students for the ten week period.

The School of Police Staff and Command provides upper-level college instruction in a total of twenty-two core or mandatory blocks of instruction and utilizes nine additional optional blocks of instruction during each session. The major topics of study include: Management and Management Theory, Organizational Behavior, Human Resources for Law Enforcement, Budgeting, Staffing Allocation and Personnel Deployment.

Each student is academically challenged through a total of eighteen written examinations, projects, and quizzes in addition to two research papers that are a required part of the curriculum. Upon successful completion, students may be awarded a total of 8 units of undergraduate credit from Northwestern University in Evanston, Illinois.

The Center for Public Safety was established at Northwestern University in 1936 as the Traffic Institute, with the specific goal of expanding university-based education and training for the Law Enforcement Community. Since its inception, the Center has broadened its original objective and now provides a variety of courses and programs in the area of Police Training, Management Training, and Executive Development.

The Westminster Police Department anticipates a variety of benefits from Lieutenant Misty Budzinski’s attendance at this program. Many of the program’s graduates do go on to achieve a variety of leadership positions within their respective agencies. Currently, over 750 graduates hold the title of Chief of Police and 39 of the 50 Directors of State Police Agencies are also graduates of this program.

Last Saturday, Grammy, Mrs. Owl, and I had dinner at “Legends Café” off Rte 140 in Westminster. We had a great dinner.

On our way out, we noticed that Westminster Police Officer Jim Pullen - who is well known for his “Thurmont Maryland accent,” and which is often mistaken for a special English accent, was on the bulletin board for an eating accomplishment…

Police officer Pullen (he has received a promotion or two since I worked with him in an official capacity… so I am no longer aware of his rank… Professor R1 will need to tell me…) is one of my many favorite officers in the Westminster Police Department – in a department full of common-sense and community oriented police officers that are just wonderful folks with which to work.
