I was in New Windsor recently and was reminded of the firehouse there that was dedicated in September 2005.

Certainly that $4.5 million, 27,000-square-foot facility, which replaced a previous firehouse dedicated in August 1955, came as a result of lots of hard work and followed on a history of that department that now dates more than 100 years.
According to an old newspaper account, "About 200 citizens interested in the organization of a fire department for New Windsor and community gathered in the Carlton Theater Tuesday evening (Jan. 20, 1948.) A new fire pumper will be purchased sometime in the near future."
Marcell Munshaur recounts in his history of the New Windsor Fire Department (available on the New Windsor Fire and Hose Company Facebook page) that fundraising efforts began in earnest as soon as the effort was announced.

Smigiel’s Regulated Firearms Reciprocity Bill Introduced Again

Delegate Mike Smigiel has re-filed  a reciprocity bill for concealed carry permits from contiguous states. “In reflecting on the recent tragedy in Tuscon it is important to realize that one of the men who helped to disarm the gunman possesses a concealed carry permit. Joe Zamudio helped to restrain the gunman while others took his gun and ammunition. Mr. Zamudio was carrying a concealed weapon at the time he ran towards the gunman and you have to ask yourself, would he have felt as comfortable helping to restrain the gunman if he was not armed himself?”

HB 9 would allow for citizens from Delaware, Virginia, Pennsylvania and West Virginia to travel to Maryland and contribute to the economy with the freedom to carry the the weapons they were issued permits for in their home state. Neighboring states currently recognize firearm and concealed carry permits from other states. Delegate Smigiel has received numerous letters and testimony in support of the reciprocity law from Maryland citizens as well as citizens from neighboring states. “Maryland recognizes out of state driver’s licenses and even though Maryland does not issue marriage licenses to same sex couples, the Attorney General has opined that Maryland would have to recognize same sex marriages performed in other states. So if we recognize out of state drivers licenses and may have to recognize same sex marriage licenses from other states, then why wouldn’t we recognize a license to carry a concealed weapon or firearm from another state as well?” asked Delegate Smigiel.

Delegate Smigiel is very optimistic about  House Bill 9 this session, “HB 52 was a victory in that it was the first time a pro concealed carry bill was able to get out of the Committee Chairman’s drawer for a vote even though it eventually lost in an 11-10 vote in the Judiciary committee. I was proud of the widespread support which this legislation gained last year and expect HB 9 will continue to gain momentum during this session,”said Delegate Smigiel.

One of the first hearings in Judiciary Committee this session will be on HB 9 which is scheduled to be heard on January 25th at 1PM. Annapolis, Maryland – Senator Joseph Getty is pleased to announce Westminster resident, Mr. Zeb Rohrback will be honored on the Maryland State Senate floor with a Senate Resolution and a citation from Governor O’Malley on Monday, January 24th, 2011 at 8:00pm for his heroic actions on November 2nd, 2011.

Mr. Rohrback is currently attending the Anne Arundel County Community College Police Academy.  On November 2nd, Mr. Rohrback and two other fellow cadets witnessed a vehicle overturn in a storm water retention pond in Lanham, Maryland.  The cadets were able to stabilize the victim while emergency responders were called.

On my second day in the State Senate, the Senators honored Korean-American Day with a Senate Resolution. In addition, we welcomed representatives of the Maryland Korean-American community on the floor in recognition of this occasion.

By an unusual coincidence, I had received a phone call at 6:30 a.m. that same morning from Busan, South Korea. At the other end of the line (actually it was not a phone line but instead over the internet on Skype) was my son Nathan who is on a deployment with the U.S. Navy.

Nathan had called during his 3-day port visit in Chinhae, South Korea, after being at sea for over 40 days. It was the first time that we had spoken with him since before their departure from San Diego shortly after Thanksgiving.

Since Nathan was not able to attend the opening session on the previous day, I rose on the floor to share with the other Senators that Nathan was on deployment and had called by coincidence from South Korea on Korean-American Day.

Nathan was excited to talk about a community service activity where members of his ship joined with the South Korean Navy for a visit to the Jinhae Jae-Hwal-Wonorphanage and special education facility. The Navy public relations office has posted several photographs from this event on their website (click here).

I concluded my remarks on the Senate floor by asking that we be mindful of our service personnel and keep them in our prayers - especially those who serve overseas separated from their families but are working to protect the freedoms that we enjoy in the United States.

Republican state Sen. Allan Kittleman (Dist. 9) of West Friendship announced Tuesday that he is resigning from his position as Senate minority leader.

“It was apparent that the majority of the (Senate Republican) caucus members do not want a fiscally conservative who is also a social moderate as the leader of the caucus,” he wrote in a letter to Senate Minority Whip David Brinkley (Dist. 4) of New Market.  “Therefore, while it has been a privilege to lead the Republican Senate Caucus for the past two years, I feel it would not be in the best interest of the caucus for me to continue as their leader.”

Kittleman, who represents western Howard County and part of Carroll County as the senator from District 9, has served as the minority leader since 2008. Robert Sargent Shriver, Jr., of Westminster has died.  He was 95 and had suffered from Alzheimer's disease.

Shriver, who was born November 9, 1915, lived several childhood years on Willis Street in Westminster

Shriver was a member of the historic Shriver family in Carroll County, known as community, political and business leaders; whose heritage has been, in part, preserved by the Union Mills Homestead.

He was predeceased by his wife, Eunice Kennedy, President John F. Kennedy’s sister, and the daughter of Joseph P. and Rose F. Kennedy.  They were married on May 23, 1953.  Mrs. Shriver was the founder and chair of Special Olympics International and the Joseph P. Kennedy, Jr. Foundation.

The Shrivers had five children, one of whom, Maria Owings Shriver, is married to another well-known national personality, the former governor of California, Arnold Schwarzenegger.

Throughout the Shriver’s lifetime they received numerous awards for their work with children.  In 1962, when no one spoke in public about the mentally handicapped, the Shrivers broke the ice to highlight the plight of the handicapped. 

It was then that Eunice Shriver “revealed her sister's condition to the nation during her brother's presidency in a 1962 article for the Saturday Evening Post,” according to a number of historical accounts of Shriver’s incredible life of service to our nation.

A year earlier, in 1961, President Kennedy “signed a bill the Shrivers championed to form the first President's Committee on Mental Retardation,” according to news accounts.

It was on November 18, 1988, the community was abuzz in anticipation of one of Carroll County’s most celebrated native sons, Robert Sargent Shriver, Jr. returning to town to help celebrate the “City of Westminster’s 150th Anniversary Dinner”.

The program for the 1988 event listed Shriver’s “unparalleled record of public service at the local, national, and international level: International lawyer … advocate for the poor…  He is a graduate of Yale University and Yale Law School and he served in the U.S. Navy for 5 years.

“He worked briefly as an editorial assistant at Newsweek Magazine before joining the staff of Ambassador Joseph P. Kennedy.”  Later he became one of the guiding forces of programs developed and supported by the Joseph P. Kennedy, Jr. Foundation.

He served under President Kennedy, as the organizer and first Director of the Peace Corps and as the first Director of the Office of Economic Opportunity.

He “created VISTA, Head Start, Community Action, Foster Grandparents, Job Corps, Legal Services, Indian and Migrant Opportunities, and Neighborhood Health Services…”

He also served, as Special Assistant to President Lyndon Johnson and as ambassador to France.  He was nominated as Senator George McGovern's running mate in the presidential election of 1972 and ran for president himself in 1976. 

Known as a devout Catholic, he remains the last - since 1976 - anti-abortion candidate to run for president or vice president for the Democratic Party.

In 1984 he was elected President of Special Olympics International, where he administered the operation and development of sports programs for individuals with mental retardation in every state… and 65 foreign nations.

Shriver also has a special connection with the burial of President John F. Kennedy at Arlington National Cemetery on November 25, 1963.  It was Shriver who suggested that Arlington Cemetery be the fallen president’s final resting place.

A November 30, 1988 newspaper account of the event described that Shriver spoke to “an audience of about 520 gathered at Martin’s Westminster about the Carroll County” in which he was raised.

“We really didn’t have to recite the Pledge of Allegiance every day because we lived it and so did everyone in Westminster…  The things I’ve learned here (in Westminster) are more important than what I’ve learned in all the other places I’ve lived since.”

Sadly, in recent years, Shriver suffered from Alzheimer’s disease.  His daughter, Maria Shriver Schwarzenegger, published a children’s book in 2004, “What's Happening to Grandpa?” to help explain Alzheimer's to children.

Sargent Shriver, who received the Presidential Medal of Freedom on August 8, 1994, once summed it best: “Nearly everybody in their life needs someone to help them.  I don't care whether you're the greatest self-made man; the fact is, somebody has helped you along the way.”

We can all be proud that Sargent Shriver found the roots for his lifetime commitment to public service in Westminster.  Our nation and the world have all greatly benefited from the life, wisdom, and work of this great man - who began his journey on Willis Street.


The funeral for R. Sargent Shriver will be Our Lady of Mercy Parish Catholic Church in Potomac, MD, this Saturday.  Although a time for the funeral has not been publicized, various news reports indicate that attendance for the Mass for Shriver is by invitation only.

No word yet as to where he will be buried.  It has been said over the years that he owns a burial plot in the historic St. John Catholic Church cemetery in the middle of downtown Westminster.  However, it is not known at this time if he will be buried in his beloved hometown.

Tomorrow is Martin Luther King Jr. Day, in honor of one of the world's best-known advocates of non-violent social change strategies.

King was born in Atlanta Jan. 15, 1929. He first burst on the national scene on Dec. 5, 1955, five days after Montgomery, Ala., civil rights activist Rosa Parks refused to obey city rules mandating segregation on buses.

Of course, King is best known for his "I Have a Dream" speech Aug. 28, 1963, in Washington.

In addition to King's birthday, I should also note that this past Wednesday was the first day of the 428th legislative session of the Maryland General Assembly.

What's the connection? Well, in honor of King, it's only fitting to tie the two together obliquely and call attention to the life and times of Mathias de Sousa.

At 2 o'clock on March 23, 1642, in "St. Maries," now known as St. Mary's City, de Sousa took his seat in the Maryland General Assembly along with Gov. Leonard Calvert, the first governor of Maryland, and 37 other gentlemen…

In an effort to decrease costs and increase efficiency, the City of Westminster is battling snow and freezing accumulation with a new liquid salt treatment.

Briefly discussed at Monday’s Common Council Meeting, Department of Public Works Director Jeffrey Glass explained that the liquid treatment is already being used by the state of Maryland and in other states as well.

Glass explained that the the traditional salt granules, spread by salt trucks during storms, often scatter off the roadway, ending up on shoulders and in gutters, which is both wasteful and bad for the environment.

Glass said there are several benefits to the liquid salt solution, one being that the liquid treatment stays on the road. Additionally, the roads can be pre-treated with the liquid solution, up to 48 hours before accumulation begins, which could reduce worker hours once a storm has started.

“If we can treat in advance, it could prevent that initial adhesion to the road surface,” Glass added.
