Calvin W. Brothers

Age 79 of Finksburg

Calvin Warren Brothers, 79 of Finksburg, died Wednesday, December 28, 2011, at Carroll Hospital Center in Westminster.

Born February 2, 1932 in Finksburg, he was the son of the late Ernest Claude and Amelia I. Ward Brothers. He was the husband of the late Carol Ann Baumes Brothers, who died in 2010.

He was a veteran of the U.S. Army, having served in Korea.

He had been Chief Building Inspector for Carroll County for many years and had also worked many years for Luther L. Brothers Builders.

He was a lifetime member of Gamber and Community Fire Department where he served twice as Chief and twice as President.

He was a member and Past President of Carroll County Fireman’s Association.

He volunteered with Carroll County 4H and FFA and served as Past Chairman of the Board for the Carroll County 4H and FFA Fair.

He was also a member of the Westminster VFW, Westminster Moose and Westminster American Legion.

Surviving are daughter and son-in-law Jen and Chad Dean of Odenton, sons and daughter-in-law Rick Bartels of Glen Burnie, and John and Alisha Bartels of Gamber, brothers and sisters-in-law Robert Brothers of Gamber, Luther L. and Eva M. Brothers of Gamber, and Carl Melvin and Bonnie Brothers of Traverse City, MI, sister Joan Gist of Gamber, and grandchildren Kera Jefcoat, Kaitlyn Crabtree, Tyler Bartels and Olivia Hope Bartels, and great grandson Layton Jefcoat.

He was predeceased by his sisters Grace Shipley, Jeanette Robertson, Marietta Clark, and Amelia Sue Green, his brother-in-law Richard Gist, and his grandson John Eric Bartels.

Funeral services will be held on Monday at 10:00 am at Haight Funeral Home & Chapel, 6416 Sykesville Rd., Sykesville with Deacon Charles Barnhart officiating. Interment will be in Providence Cemetery, Gamber.

Friends may call at the funeral home on Sunday from 2-5pm and 6-8pm where the Gamber and Community Fire Department will hold a memorial service at 7:45pm.

In lieu of flowers, donations may be made to the Gamber and Community Fire Department, 3939 Niner Rd., Finksburg, MD 21048.

Release: Order gets utilities back on track to hit EmPOWER goals

Baltimore-The Maryland Public Service Commission toughened last week when they issued an order reaffirming Maryland’s commitment to meeting statewide energy efficiency goals. 

The commission’s order takes decisive action to get utilities back on track to reach EmPOWER Maryland goals in the next three-year phase of EmPOWER programs.

The General Assembly passed the EmPOWER Maryland Energy Efficiency Act in 2008, setting a statewide goal of reducing per capita electricity consumption 15% by 2015. Two-thirds of those savings must come from utility companies, which are regulated by the Public Service Commission. 

To date, the utilities are falling behind on this goal- if they continue at their current pace they will only achieve 46% of their goals for electricity savings according to a 2011 Maryland PIRG report.

Since 2008, Maryland PIRG has worked to hold utility companies accountable to the EmPOWER Maryland goals. 

We have submitted testimony and released a series of reports on progress to date toward the EmPOWER goals and the steps the PSC needs to take to get back on track. 

The recent Public Service Commission order draws on many of these recommendations to make up the shortfall in the current trajectory and how they plan to hold utilities accountable. Key recommendations include:

·         Re-assessment of the cost-effectiveness measurement, to possibly include programs that provide wider societal and economic benefits

·         Increased standardization of programs and benefits across service areas, to better facilitate implementation

·         Transitioning low-income energy efficiency programs to the Department of Housing and Community Development, consolidating and standardizing execution

“Maryland PIRG has been pushing for many of these recommendations for years, and it’s great to see the PSC taking the bull by the horns to deliver the electricity savings that Maryland consumers desperately need,” said Carly Mercer, an Associate with Maryland PIRG.

According to the PSC, “an estimated 235,000 Marylanders and businesses have participated in the first wave of EmPOWER programs, which have saved consumers $91 million annually and 702,000 annual MWh as of September 1, 2011.”

But utilities need to seriously expand participation if Maryland is to hit its goals, and the PSC order is a step in the right direction, reaffirming our commitment to making Maryland a leader in energy efficiency.

"Governor Martin O'Malley says lawmakers in 2012 will have to have the "courage" to consider tax hikes as well as spending cuts, and that includes an increase in the state's gasoline tax.

At a briefing for reporters in Annapolis today, O'Malley said lawmakers have already cut $6.8-billion in spending over the last four years.

He says more money is needed for road and bridge projects.

"You can't build a $100-million bridge for $10-million," O'Malley said.

He notes that the state's 23.5-cent-a-gallon gasoline tax was set in 1992 when gasoline was selling for more than $1.10 a gallon. Regular now sells for more than $3 a gallon. He notes that gas tax revenue has not kept up with rising costs of infrastructure projects.

He says the road and bridge projects will help create construction jobs.

Earlier this year, a commission recommended a 15-cent-a-gallon increase in the gas tax over three years.

As New Year's approaches, here are a baker's dozen predictions for 2012.
• Republicans will keep the U.S. House, albeit with their 25-seat majority slightly reduced. In the 10 presidential re-elections since 1936, the party in control of the White House has added House seats in seven contests and lost them in three. The average gain has been 12 seats. Users of domain registrar Namecheap who've been trying to transfer domains in from GoDaddy in the wake of its SOPA revolt in the past couple days have been running into a bit of a speed bump: Namecheap alleges in customer service emails that GoDaddy is blocking its WHOIS requests, which means it needs to "manually insert WHOIS details into the form." In a follow-up blog post today, Namecheap also says that GoDaddy "appears to be returning incomplete WHOIS information" in violation of ICANN rules, taking the opportunity to sling a little mud in GoDaddy's direction:
It's a shame that GoDaddy feels they have to block their (former) customers from voting with their dollars. We can only guess that at GoDaddy, desperate times call for desperate measures.
It turns out that GoDaddy's move isn't new, though — it's been happening for a long time, long before SOPA entered the vernacular. Without knowing of the registrar in question (Namecheap), GoDaddy had this to say: ...

I don’t have madcap, hilarious scrapes the way The Bloggess does. I wish i did.

Instead, I have days like Friday.
The day began in Lexington, Ky., a perfectly lovely part of the planet. (Nothing I say here is a slur against Kentucky, because I don’t think airports reflect the community unless your community happens to be Hell.) My pals Carl and Charlie and I left for the airport at 7. At the airport, I slogged through security, bought a racehorse snowglobe as a souvenir and made my way to the gate. Plenty of time!

Finally I made it to security where the thing I thought might happen happened. The TSA confiscated my snowglobe.
“Really?” I said. “I bought it at the Lexington airport. I didn’t expect to be here. I’m just going to walk down that hall and buy another. Exactly how are you making the world safer by taking my snowglobe?” And, dear reader, that is when I — not a crier — began to cry.
They took my snowglobe. “Maybe this is the low point of your day and everything gets better from here,” said the chirpy TSA woman. I hate chirpy.
