STROKE IDENTIFICATION:

During a BBQ, a woman stumbled and took a little fall - she assured everyone that she was fine (they offered to call paramedics) ......she said she had just tripped over a brick because of her new shoes.

They got her cleaned up and got her a new plate of food. While she appeared a bit shaken up, Jane went about enjoying herself the rest of the evening.

Jane's husband called later telling everyone that his wife had been taken to the hospital - (at 6:00 pm Jane passed away.) She had suffered a stroke at the BBQ. Had they known how to identify the signs of a stroke, perhaps Jane would be with us today.

Some don't die. They end up in a helpless, hopeless condition instead.

It only takes a minute to read this.

A neurologist says that if he can get to a stroke victim within 3 hours he can totally reverse the effects of a stroke...totally. He said the trick was getting a stroke recognized, diagnosed, and then getting the patient medically cared for within 3 hours, which is tough.

Sometimes symptoms of a stroke are difficult to identify... Unfortunately, the lack of awareness spells disaster. The stroke victim may suffer severe brain damage when people nearby fail to recognize the symptoms of a stroke.

Now doctors say a bystander can recognize a stroke by asking three
simple questions:

S *Ask the individual to SMILE.

T *Ask the person to TALK and SPEAK A SIMPLE SENTENCE (Coherently) (i.e. It is sunny out today.)

R *Ask him or her to RAISE BOTH ARMS.

If he or she has trouble with ANY ONE of these tasks, call emergency number immediately and describe the symptoms to the dispatcher.

NOTE: Another 'sign' of a stroke is this: Ask the person to 'stick' out his tongue. If the tongue is 'crooked', if it goes to one side or the other that is also an indication of a stroke.

Five Companies Respond to Westminster Brush Fire By Kym Byrnes Tuesday, April 10, 2012



No structural damage resulted from a brush fire in Westminster Tuesday afternoon.


At approximately 11:26 a.m. Tuesday, Westminster Fire Department dispatched a crew to a brush fire at North Center Street and High Acre Drive in Westminster.

According to Public Information Officer Kevin Dayhoff, the fire was brought under control at 1:26 p.m. He said five Carroll County fire companies responded, including Westminster.

Gov. Martin O'Malley and House Speaker Michael Busch called on the Senate to compromise on a state budget in time for the General Assembly to end its session at midnight.

"The one constitutional obligation we have is to pass a balanced budget," said Busch, adding that House members assigned to the conference committee were prepared to complete negotiations.

"Because one chamber has an obsession with a certain issue, that they do not want to concur on the budget until that issue is resolved does not initiate any responsible stand for us not to deal with the budget that is in front of us," said Busch, speaking of a Senate effort to expand gambling to include table games and a sixth casino location in Prince George's County.

"They have 11 hours to comply and get the bill through the Senate and to the House or we do not meet our constitutional obligation," said Busch.

"This budget should have been passed three days ago," Busch said.

Right now, the House and Senate teams are tied at the top of the 10th with House Speaker Mike Busch pitching to Senate President Mike Miller who's behind, 0 and 2, with two outs and nobody on. Gov. Martin O'Malley is doing TV interviews in the press box where, asked which team he's backing, replies, “Who's playing?”

In this high-profile, high-stakes showdown the smart money says Miller blinks first. Not because he can't take the heat (which has reached the boiling point), but because the only thing more precious to Mike Miller than gambling legislation is protecting his position as president of the Senate.

The heat on Miller has grown merciless: the media, labor unions, the state employees, Busch, O'Malley, Comptroller Peter Franchot, etc., all blame Miller for triggering the so-called doomsday spending cuts by holding an income tax bill hostage until he gets his gambling bill (a new P.G. County gaming casino and table games for all six gambling venues).

Miller loves playing hardball; he started in the State House as a page back in 1966. So attacking Miller is a waste of time. Stocks fell sharply in trading today as investors digested weaker than expected jobs report for the month of March. According to figures released by the Labor Department last Friday, the U.S. economy added only 120,000 jobs last month, well short of economists’ forecast.

The weaker than expected jobs report weighed down investors’ sentiment and has also cast doubts over the U.S. economic recovery. Tens of thousands of Maryland homeowners who haven't already applied for the Homestead Property Tax Credit have until the end of the year to do so or lose the often-valuable break.

The deadline was set so long ago — 2007 — that some residents might not remember if they applied. State assessors, hoping to cut down on anxious calls, launched an online feature Monday that notes whether a property's application is in and processed.

"We get such tremendous volume of calls, and one of the unfortunate things is, when people do call … they sometimes get a busy signal," said Robert E. Young, director of the state Department of Assessments and Taxation. "It's so much easier just to go to the website."

The owners of 807,000 homes in the state are getting a break on their property taxes thanks to the homestead credit, which acts as a limit on annual increases. About 150,000 owners haven't sent in their applications, according to the assessments agency.

The statewide homestead program is only for primary residences. It keeps the amount of assessed value a homeowner is taxed on from increasing more than 10 percent a year, with even lower caps in most jurisdictions… http://www.baltimoresun.com/business/bs-bz-homestead-application-feature-20120402,0,3243613.story

West: The Food Stamp Program Has Expanded Beyond its Intent
(FT. LAUDERDALE)--- Congressman Allen West (R-FL) released this statement today regarding SNAP, the Supplemental Nutrition Assistance Program, otherwise known as the food stamp program:
 
“I happened to drive by a gas station in Pompano Beach, Florida over the weekend,  in the heart of Congressional District 22, the district I represent. 
 
In front of the gas station were large banners proclaiming, 'We accept EBT SNAP cards.'  This is not something we should be proud to promote.
 
EBT refers to Electronic Benefit Transfer, an electronic system that allows state governments to provide food and cash benefits via a plastic debit card. 
 
These food and cash benefits were mandated in 1964, when the United States Congress passed the Food Stamp Act, to create an office in the United States Department of Agriculture to oversee a national food assistance program and require states to provide food benefits. 
 
The original intent of the Food Stamp Act was to provide monetary assistance for low-income families and individuals to buy healthy food, and in so doing, boost the domestic agricultural sector. SNAP determined that important items in a healthy diet are expensive in the United States and through the program, attempted to round out Americans' diets. SNAP was never intended to cover all of the food costs of a given household.
 
This program has expanded well beyond its original intent and expanded to a far greater percentage of Americans. 
 
Now we see a growing number of businesses in this country, including sit-down and fast food restaurants, standalone and gas station convenience markets, and even pharmacies eager to accept SNAP benefits.  
 
The number of businesses certified in the SNAP program have gone from around 156,000 to more than 200,000 in five years, and food stamp benefits have ballooned from $28.5 billion to $64.7 billion.
 
This is a highly disturbing trend. 
 
Food stamps were intended to provide a safety net for the small percentage of Americans who needed assistance. But since President Obama’s inauguration, the number of Americans receiving assistance has increased by 45 percent.
 
Hardworking American taxpayers are carrying the burden of the President’s failed economic policies, and as more and more Americans rely on handouts from the government, we see how the safety net has become a comfortable hammock.
 
Nearly 46 million Americans, more than the entire population of Canada or Italy, receive food stamps in the United States.
 
Every additional American who must rely on a government program is further proof that our economic and fiscal policies are failing, and creates an additional burden on the hardworking taxpayers who must foot the bill.
 
The measure of success for our social safety net programs should be that fewer and fewer Americans must rely on them, not more and more.
 
We must put in place the correct fiscal, tax and economic policies to reverse these trends, lest we continue on the slippery slope to economic dependence on a “nanny state” with astronomical and unsustainable levels of spending.”
