According to an article in Maryland Report by veteran political reporter Len Lazarick on Thursday, January 15, 2015, “In filling the three legislative vacancies he has created in building his new administration, Gov.-elect Larry Hogan said he’d like to see a more open nominating process used by the Republican central committees and more candidate names for him to fill the seats…”

“Three Republican sources familiar with what took place behind closed doors in Carroll County said Frazier got five votes and Del. Justin Ready (pronounced REEDY) got four votes.

“Two of those sources also indicated that Hogan has told Getty to “fix” the problem prior to his appointment.

“Getty said given his role in the Hogan transition, “my position is whatever the governor’s position would be” and he would not comment further.

“Ready was recently reelected to the House with 34,789 votes and was the top vote-getter in the Republican primary with 10,567 votes. He was presumed to be the leading candidate for Getty’s seat….”

OPENING DAY: Maryland lawmakers are planning to hear from the state’s incoming Republican governor today and its outgoing Democratic governor on Thursday as the annual 90-day legislative session gets underway in Annapolis. The 435th session of the General Assembly is set to convene at noon today, writes John Wagner for the Post.

Opening day at the State House will be mostly pomp and receptions, with all 141 members of the House of Delegates and 47 members of the Senate being sworn in to new four-year terms, many of them with family members by their side, writes John Wagner in the Post.

NEW KIDS ON THE BLOCK: When the Maryland General Assembly reconvenes today, there will be a sea of new lawmakers taking the oath of office, reports Jenna Johnson for the Post. This crop of freshmen includes a former drug dealer, a liberal blogger and a saloon owner. There are three medical doctors, several military veterans and a guy who has worked for 25 years at a plant that produces construction materials. She reports one interesting fact about each.

Prognosticator Barry Rascovar, in a column at politicalmaryland.com, offers some sage advice for the newcomers to the Maryland General Assembly. “You’ve been through an orientation and culture shock is starting to set in. Operator: "Thank you for calling Pizza Hut. May I have your..."

Customer: "Hi, I'd like to order."

Operator: "May I have your NIDN first, sir?"

Customer: "My National ID Number, yeah, hold on, eh, it's 6102049998-45-54610."

Operator: "Thank you, Mr. Sheehan. I see you live at 1742 Meadowland Drive, and the phone number's 494-2366. Your office number over at Lincoln Insurance is 745-2302 and your cell number's 266-2566. Which number are you calling from, sir?"

Customer: "Huh? I'm at home. Where d'ya get all this information?"

Operator: "We're wired into the system, sir."

Customer: (Sighs) "Oh, well, I'd like to order a couple of your All-Meat Special pizzas..."

Operator: "I don't think that's a good idea, sir."

Customer: "Whaddya mean?"

Operator: "Sir, your medical records indicate that you've got very high blood pressure and extremely high cholesterol. Your National Health Care provider won't allow such an unhealthy choice."

Customer: "Damn. What do you recommend, then?"

Operator: "You might try our low-fat Soybean Yogurt Pizza. I'm sure you'll like it"

Customer: "What makes you think I'd like something like that?"

Operator: "Well, you checked out 'Gourmet Soybean Recipes' from your local library last week, sir. That's why I made the suggestion."

Customer: "All right, all right. Give me two family-sized ones, then.  What's the damage?"

Operator: "That should be plenty for you, your wife and your four kids, sir. The 'damage,' as you put it, heh, heh, comes $49.99."

Customer: "Lemme give you my credit card number."

Operator: "I'm sorry sir, but I'm afraid you'll have to pay in cash.  Your credit card balance is over its limit."

Customer: "I'll run over to the ATM and get some cash before your driver gets here."

Operator: "That won't work either, sir. Your checking account's overdrawn."

Customer: "Never mind. Just send the pizzas. I'll have the cash ready.  How long will it take?"

Operator: "We're running a little behind, sir. It'll be about 45 minutes, sir. If you're in a hurry you might want to pick 'em up while you're out getting the cash, but carrying pizzas on a motorcycle can be a little awkward."

Customer: "How the hell do you know I'm riding a bike?"

Operator: "It says here you're in arrears on your car payments, so your car got repo'ed. But your Harley's paid up, so I just assumed that you'd be using it."

Customer: "@#%/$@&?#!"

Operator: "I'd advise watching your language, sir. You've already got a July 2006 conviction for cussing out a cop."

Customer: (Speechless)

Operator: "Will there be anything else, sir?"

Customer: "No, nothing. oh, yeah, don't forget the two free liters of Coke your ad says I get with the pizzas."

Operator: "I'm sorry sir, but our ad's exclusionary clause prevents us from offering free soda to diabetics."

And I came across this address URL for President George W. Bush, http://www.georgewbush.com/, from December 14, 1999. I tried it – what the heck. And guess what – not only does it still work, but it is a great site for our past president.

It was a link in my files from the days in which I was writing about now-President Bush before he won the presidential election and took office.

January 12, 2015 Monday - - This week the New York Times held up Gov.-elect Larry Hogan as an exemplar of Republicans turning away from the ideologically-driven tea party politics of 2010 and toward pragmatism. The Times identified a new breed of governors in that mold, not just in blue states like Maryland and Illinois but in solidly red ones like Tennessee as well. Mr. Hogan is quoted in the article saying his victory "had nothing to do with partisan politics" and that he did not plan "to push [Maryland] in a conservative direction." At least initially, it seemed like he would have some room to maneuver in a state Republican Party that also saw victories by a trio of socially moderate, fiscally conservative county executives in Anne Arundel, Harford and Howard counties.

But the divisive wing of the state GOP is, apparently, not quite ready to hold its tongue.

And finally, we have the case of Robin Frazier, the former Carroll County commissioner. She lost her re-election bid last year but saw her political career resurrected when the county's Republican Central Committee picked her for the state Senate seat being vacated by Joe Getty, who is taking a post in the Hogan administration. Should Mr. Hogan confirm the committee's choice, as governors almost always do, he will see an even-keeled and articulate spokesman for his agenda in the Senate replaced by someone whose claim to fame is her pledge to go to jail rather than omit the word "Jesus" from a prayer at the start of a commission meeting. What makes the choice all the more inexplicable is that the committee members passed over the well qualified and eminently reasonable Del. Justin Ready. It's almost as if they don't want the governor to succeed.

Mr. Hogan won election by avoiding divisive social issues and focusing on a centrist agenda of fiscal conservatism and economic growth. But apparently that memo hasn't trickled down to all corners of the state GOP just yet. The governor-elect has a golden opportunity to build a competitive Maryland Republican Party, so long as his fellow Republicans don't get in the way.

Del. Justin Ready, R-District 5 is the clear choice for the Carroll County Republican Central Committee to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty

Last Saturday, Jan. 10, 2015, the Carroll County Republican Central Committee chose former Carroll County commissioner Robin Frazier as its recommendation to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty.

As I noted here, http://kevindayhoffwestgov-net.blogspot.com/2015/01/carroll-county-republican-central.html the choice was quite a surprise for me and has not gone-over well among many in Carroll County.

I had only thought that the obvious choice was to promote Md. Delegate Justin Ready R-Carroll County. I mean that is the natural progression according to history and tradition. The past representation by Del Ready has been deliberated among the voters and decided upon by the electorate in the 2014 elections – when he was re-elected …

Carroll County Times staff writer Jacob deNobel http://www.carrollcountytimes.com/news/local/ph-cc-rcc-frazier-20150110,0,151714.story has reported, the seat is currently “held by Sen. Joe Getty who has been tapped by Gov.-elect Larry Hogan to serve as his Policy and Legislative Director, and will have to vacate the senate seat to take the cabinet position…

Writing recently, in an undated post on JustinReady.com, Del. Ready made this statement on District 5 State Senate Vacancy:

“Senator Joe Getty’s appointment to serve on Governor Hogan’s senior staff will mean that the seat he holds will become vacant upon his resignation. After consideration and discussion with my family, I have decided to seek the appointment to move from the State House to the State Senate. Constitutionally, the Republican Central Committee in Carroll County has the responsibility of recommending a name to the Governor in circumstances like these. I look forward to engaging in the process with the committee. If I’m fortunate enough to be appointed, I will continue to fight for real tax relief and spending reform in Maryland as well as standing strong for life and our 2nd Amendment rights. I’ll do my best to keep you updated as we move forward.”

Frazier, according to deNobel, “a Taneytown resident, served two terms as a County Commissioner. She lost in the June primary to Stephen Wantz and ran as a write-in candidate in the November election which she also lost. […]

“Del.-elect Haven Shoemaker, R-District 5, said he was shocked when he heard the nomination of Frazier. Shoemaker and Frazier served together in the Carroll County Board of Commissioners, and if Frazier is approved, the two will serve together in the Maryland State Legislature.

“‘The Republican Central Committee must be nuttier than outhouse rats to select someone who was voted down twice in the last year alone," Shoemaker said. "To make this decision represents a nullification of the will of the people.’”

A petition on change.org says, “Petitioning Maryland Governor-elect Larry Hogan - This petition will be delivered to: Maryland Governor-elect Larry Hogan.

“LETTER TO: Maryland Governor-elect Larry Hogan - We are asking you to listen to the voters that did not elect Ms. Robin Frazier as a government official in 2014 and deny the Republican Central Committee nomination of Robin Frazier to replace Joe Getty in the Senate.”

“The voters spoke in the primary election, and then again in the general election to NOT have Robin Frazier as a commissioner in Carroll County. During her last 4 years in office she has brought a law suit against the county, attempted to drastically reduce funding for public school and impose her religious views on everyone. Ms. Frazier does NOT listen to the majority of the citizens of Carroll County and if she is given a seat on the Senate she will most certainly be a puppet. Please join me in asking Governor-elect Larry Hogan to choose an honorable and dedicated individual to give a credible voice for citizens of Carroll County, NOT Ms. Robin Frazier.”

Petitioner Katie Gerity wrote, “Listen to the voters that did not elect Ms. Robin Frazier as a government official in 2014 and deny the Republican Central Committee nomination of Robin Frazier to replace Joe Getty in the Senate.”

Like many, I have, after a great deal of thoughtful consideration, become a great fan of Justin Ready - Justin Ready for Delegate.

According to deNobel, “Del. Justin Ready, R-District 5 has been open about his candidacy about the position. He said he was disappointed not to be selected, but he is looking forward to serving the taxpayers in the House of Delegates.

“Shoemaker said, to him, Ready was the clear choice for the position.
‘You have to be able to reach across the aisle, which [Frazier has] proven she can't do,’ Shoemaker said.”

I was lobbied-hard to throw my hat in the ring for Senate, but I felt quite strongly that it was deservedly and appropriately Del. Ready's seat and I put all my support behind him, publicly and privately.

Del. Ready earned it in so many ways, Not only has he earned-it at the polls, but especially because of his esteemed and distinguished past service to Carroll County.

I have no interest in criticizing Commissioner Robin Frazier. I have appreciated working with her in the past and applaud her past service to our community.

However there is a time to move aside and let others take a turn. That time is now. I have no interest in the politics of personal destruction. One thing I step away from are positions in which one thing or person is right and another is wrong. I walk away from that. It serves no useful purpose.

The matter is simple. Del. Ready earned the honor and privilege of serving Carroll County meritoriously - with honor and distinction, (as has Del.-elect Shoemaker.)

I am profoundly proud of Messrs. Shoemaker and Ready's representation of Carroll County and our collective interests - - whether you are a conservative or a liberal. I mean, to make a strong point - - have you ever disagreed with Justin Ready - or that matter, Haven Shoemaker - Haven Shoemaker for House of Delegates?

I have. I have been around the block a few times and it was important to me to have an opportunity to discuss some public policy initiatives in which I felt that I had an another point of view.

And upon every disagreement and resulting discussion, I have found both gentlemen to be extremely accessible, friendly, diplomatic, and statesperson-like, Not only do we want these public servants in Annapolis because of their ideology, but because of their demeanor and most importantly they earned it the old fashioned way. Just saying. God bless both of these gentlemen.

The Carroll County Republican Central Committee selected former county commissioner Robin Bartlett Frazier as its recommendation to fill the District 5 State Senate seat Saturday. The seat is held by Sen. Joe Getty who has been tapped by Gov.-elect Larry Hogan to serve as his Policy and Legislative Director, and will have to vacate the senate seat to take the cabinet position.

Frazier still has to be confirmed by Hogan before filling the seat. If Hogan rejects the committee's nomination, he may then appoint any person he wishes.

No, Mr. Hogan, Baltimore is not in decline



We welcome and support Gov.-elect Larry Hogan's view that Baltimore City should be Maryland's economic engine ("Hogan says city should drive state economy," Dec. 30). But his unfortunate use of hyperbole to assert that in Baltimore City, "There's no businesses, there's no jobs," and that state investments have produced no positive outcomes is wrong and doesn't reflect the countless Baltimoreans who work hard every day to make this still imperfect city better.

First the facts. According to the state Department of Labor, Licensing and Regulation, in the first quarter of 2014, there was an average of 324,818 jobs in Baltimore City, reported by 13,700 employers. In fact, Baltimore City has more jobs than all but two counties in Maryland. Downtown Baltimore ranks in the top 10 percent of U.S. cities for its total number of employees and has one of the country's highest employment densities.

The Carroll County Republican Central Committee has chosen former county commissioner Robin Frazier as its recommendation to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty.

Saturday, January 10, 2015 Westminster – The Carroll County Republican Central Committee Friday selected Taneytown resident and two-term Carroll County Commissioner Robin Bartlett Frazier as its recommendation to replace outgoing Senator Joe Getty. Sen. Getty was selected by Governor-elect Larry Hogan to serve as his Policy and Legislative Director.

The Central Committee had a difficult choice to make as there was a strong field of well-qualified applicants who sought the position. The process was confidential to protect the applicants and to keep the process free from outside interference. The Committee looks forward to Hogan appointing Robin Bartlett Frazier as Carroll County’s new Senator and working with her as a valued member of the Delegation.

Robin has a long and distinguished career in both elected office and private business. She served in the Ehrlich Administration for four years as the Intergovernmental Affairs Coordinator for the Governor’s Office on Service and Volunteerism and Community Initiatives. In this position she was the Governor’s liaison between local, state and federal governments and community organizations. She also advised these entities on the impact of proposed legislation.

As a Commissioner Robin’s role was both legislative and executive. During her second term she served as a Board member of the Maryland Association of Counties. In this position she worked closely with legislators and other county leadership to improve, modify or eliminate legislation of concern to the counties and consistently lobbied for smaller government.

Since 2007 Robin has been the Vice-President of Instant Access Networks, a technology company which develops solutions for homeland security issues in communications and data protection. She and her husband, Donald, owned the Frazier Machine Company, and she was involved in the local banking industry for many years.

Robin is currently the President of the Taneytown Republican Women’s Club and the Treasurer of the Tri-District Republican Club. She is also a Board Member of AGORA Ministries and Women for Democracy.

Robin and Don have three grown daughters.

Law Enforcement Appreciation Ceremony

Westminster Md., Friday, Jan. 9, 2015 - Several hundred hardy folks braved 25 degree temperatures to show their appreciation for Carroll County area law enforcement agencies this evening at 7 p.m. between the County Office Building and the Sheriff’s Office located at 225 North Center Street, Westminster

In a prepared remarks, the Carroll County board of commissioners said they wanted to come together “to show our gratitude and appreciation for all that our police personnel do for the citizens of Carroll County each and every day…

“Please join us in showing our support for each of the law enforcement agencies in Carroll County, including the municipal police forces, the Sheriff’s personnel as well as the State Police. Take a tour of the Sheriff’s Office Emergency Command Vehicle and other law enforcement vehicles that will be on hand.

“Every day police officers put their lives in harm’s way to protect law abiding citizens; Friday evening is a time for each of us to thank these brave men and women for their service and for keeping our community safe.”

Also speaking were Carroll County Delegate Justin Ready, Carroll County Sheriff Jim DeWees, Carroll County State’s Attorney Brian DeLeonardo and Delegate-elect and former Hampstead mayor and county commissioner Haven Shoemaker –of whom many ‘blamed’ in a good-natured way, for coming up with the idea for the event – that took place in frigid temperatures and a brisk bone-chilling wind.

Among the many folks also attending were the head of the Westminster Police Department dispatchers Brenda Roper, members of FOP Lodge # 20, including Lodge vice-president Steven E. Rogers, former Westminster Vol. Fire Department president Bob Cumberland, and several allied agencies and organizations, such as Catherine’s Cause; that are a constant source of support and encouragement for law enforcement officer. 

The event concluded with the commissioners being award a ‘Thin Blue Line’ flag. A spokesperson explained that on the ‘Thin Blue Line’ flag, the top line represents the public, the bottom line represents the criminals and the blue line in the center represent the thin blue line that separates the public from the criminals.

The program concluded with a prayer by the Carroll County Detention Center chaplain Bob Kimmel.
