An Insurer Wants to Raise Its Obamacare Premiums by 85 Percent. Don't Sweat It. by Jordan Weissmann

Under Obamacare, health insurance companies that want to jack up their premiums by more than 10 percent in a year are required to submit their requests to state and federal regulators for review.

Yesterday, the U.S. Department of Health and Human Services posted all of those petitions online in an easily searchable database, which revealed that a number of insurers are, in fact, asking for double-digit rate hikes.

As Politico notes, some large plans could theoretically get 20 or even 30 percent more expensive.

The New York Times found one insurer in Georgia looking to up its premiums by as much as 85 percent. The Wall Street Journal, which reported on the news earlier after states began making the filings public, thinks it is "setting the stage for an intense debate this summer over the law’s impact."

Caroline and I were recently on the Yangtze River in China where the cruise ship sank #Yangtzeshipsinks

I was recently on the Yangtze where the cruise ship sank last Mon eve June 1, 2015. http://kevindayhoff.blogspot.com/2015/06/caroline-and-i-were-on-yangtze-river-in.html Prayers for #Yangtzeshipsinks

Recently, Caroline and I were on Damazhou waterway section of the Yangtze River in China on Sunday evening, April 26, 2015; where the ferry boat sank last Monday evening, June 1, 2015.

It is widely reported that the ferry went down in a storm just after 9 p.m. about three-quarters of the way between the Three Gorges Dam, just west of Yichang, and Wuhan – at a spot in the river very near Jianli, in Jianli County in Hubei Province.

Our hearts and prayers go out to the victims of this disaster; their families and to the Chinese authorities, military and emergency responders. Hopefully many more passengers will be saved and the loss of life be kept to a minimum.

Hopefully, no-one gets hurt responding to the disaster. We pray for the safety of the emergency responders.

Caroline and I were sailing on the Yangtze River at that very spot at that very time of the evening, on Sunday evening, April 26, 2015. According to multiple accounts, “The Yangtze is the third-longest river in the world, stretching 3,915 miles from Tibet all the way to the East China Sea…”

I am looking forward to going through our pictures to see if we have a few photos of the Damazhou waterway section of the Yangtze River just east of Jianli.

On Wednesday, April 22, 2015, we flew from Xi’an to Chongqing. We had landed in Chongqing, China late that mourning to board a Viking river ship, “Emerald.” From Chongqing, we traveled on the Yangtze River for the next five days – through Sunday, April 26, 2015.

Our trip had begun in Beijing on Thursday, April 16, 2015, after about a day of travel. After a few days in Beijing, we flew to Xi’an on Monday, April 20, 2015.

We then flew to Chongqing and get on the Viking cruise ship, “Emerald.” We spent five days on the Yangtze. We arrived in Wuhan on Monday, April 26, 2015. From Wuhan we flew to Shanghai.

As an aside, for a story for another day, we flew in China three times. Flying in China is an adventure. We flew from Beijing to Xi’an; Xi’an to Chongqing; and from Wuhan to Shanghai.

The three flights inside of China are also in addition to the two flights it took to get to China and the two flights home from Shanghai, where we spent two-and-a-half hours on the tarmac before the 14 hour flight even began. That said, I was good-to-go – I watched Bollywood for most of the trip.

On Saturday, April 25, 2015, we visited the Three Gorges Dam to the west of Yichang on the Yangtse River. From the Three Georges Dam, we sailed east to Jingzhou, where we visited an elementary school on Sunday, April 26, 2015.

The balance of Sunday we continued to travel east on the Yangtze, by Jianli, towards our destination in Wuhan. Jianli is about three-quarters of the way from Jingzhou to Yueyang. Yueyang is halfway between Yichang and Wuhan.

At Jianli, the river does a wide but relatively tight turn. The river is very deep – around 50-feet deep, a little over three-quarters of a mile wide and the current is very strong. Just south and east of Jianli, where the ferry sank, the Yangtze River crosses wide expanses of rural and agricultural land.

“The captain and chief engineer, who were reportedly among at least a dozen passengers rescued, told Xinhua that the ship sank within one or two minutes after being caught in a cyclone around 9:30 p.m. Monday. Another five people are confirmed dead.

“The four-tier Dongfangzhixing or “Eastern Star,” was carrying five travel agency workers, 47 crew members and 406 Chinese passengers. Most of the passengers were between 50 and 80 years old and were traveling as part of a tour arranged by the state-owned Shanghai Xiehe Travel Agency. The youngest was only three, according to Xinhua…” http://www.washingtonpost.com/news/morning-mix/wp/2015/06/02/chinese-ship-carrying-more-than-400-tourists-sinks-on-yangtze-river/

According to the Washington Post, “The boat was [in-route] from the eastern city of Nanjing to the southwestern city of Chongqing, more than 850 miles away. It capsized in Jianli County in Hubei Province, about 600 miles west of Shanghai…”

[…]

“The Eastern Star is considered one of the best passenger ships in China, according to CCTV. It’s owned by the Chongqing Eastern Shipping Corporation (also translated as Chongqing Oriental Ferry Company), which runs ships along tourist routes in the popular Three Gorges area, a scenic river region framed by mountains and lush landscapes. About 250 feet long and four stories high, the Eastern Star can hold up to 540 passengers — nearly 100 more than were on board Monday. And initial investigations found that the ship was equipped with enough life vests for everyone on board, Reuters reported.

The Yangtze, China’s longest river and the world’s third longest, is a popular waterway for shipping and travel. It’s also the site of the Three Gorges Dam, a massive hydroelectric project about 200 miles upriver from Jianli…”

Likeable and talented, former Liberal Democrat Party leader Charles Kennedy dead far too young at 55. Sad and great loss for UK.  http://kevindayhoff.blogspot.com/2015/06/charles-kennedy-former-uk-liberal.html

He died suddenly and unexpectedly at his home in Fort William. He was the leader of the Liberal Democrat Party from 1999 to 2006

“Chat Show Charlie,” as he was known for his frequent popular appearances on talk shows; was an affable and friendly Member of Parliament for about 31 years. He was first elected at age 23 in 1983 as a member of what was known then as the Social Democrats. He lost his seat last month in the SNP landslide in the general elections.

Leaders from throughout the political spectrum in the UK have heaped praise and honors on the life an accomplishments of Mr. Kennedy.

The Economist: Greece - The sorry saga of Syriza

The Economist: Greece - The sorry saga of Syriza

In its first hundred days Greece’s government has failed dismally. A crunch looms

[…]

Perhaps it was naive to expect anything else. A few years ago many of the men now in charge spent their time discussing the contradictions of capitalism over coffee and cigarettes. Few had ever run anything, let alone a government. Their European contacts were limited. Syriza, their party, typically won only 3-4% of the vote. But Greece’s economic calamity transformed its prospects. In 2012 it came within a whisker of power. And after January’s election it went one better, forming a governing coalition.

Syriza, under the leadership of the new prime minister, Alexis Tsipras, offered an attractive promise to a country battered by recession and humiliated by years of tutelage at the hands of foreign bureaucrats. Mr Tsipras promised to tear up the bail-outs, restore Greek dignity and keep the euro (as the vast majority of Greeks want). Greece might also, ministers mused, change the rules of euro-zone governance, to the benefit of all Europeans.

Three months on, the first two of these pledges are in tatters, the third looks shaky and the fourth is a bad joke. Less than a month after the election, Greece agreed to extend its second bail-out until the end of June, in the hope of securing the €7.2 billion ($8.1 billion) left in the kitty. The abrasive approach of Mr Tsipras and Mr Varoufakis since then may have played well at home, but abroad it has won Greece nothing but mistrust and scorn.

Mikulski, Cardin Lead Maryland Delegation in Requesting Major Disaster Declaration for Baltimore

Mikulski, Cardin Lead Maryland Delegation in Requesting Major Disaster Declaration for Baltimore

May 27, 2015

Delegation asks President Obama to support Governor Hogan’s request for a major disaster declaration as Baltimore recovers from recent unrest

WASHINGTON – U.S. Senators Barbara A. Mikulski and Ben Cardin (both D-Md.) were joined by members of Maryland’s Congressional Delegation today in sending a letter to President Barack Obama supporting Governor Hogan’s request for a declaration of a major disaster for Baltimore following recent unrest in the city. If awarded, Maryland will become eligible for federal disaster recovery dollars through the Federal Emergency Management Agency (FEMA), ensuring the state’s already strained budget is not stretched any thinner. The letter was signed by Senators Mikulski and Cardin, as well as U.S. Representatives Steny H. Hoyer (D-Md.), Elijah E. Cummings (D-Md.), Chris Van Hollen (D-Md.), C.A. Dutch Ruppersberger (D-Md.), John P. Sarbanes (D-Md.), Donna F. Edwards (D-Md.) and John Delaney (D-Md.).

“Following the tragic death of Freddie Gray, citizens of Baltimore reacted with outrage in their demands for truth and their demands for justice,” the Members wrote. “For seven days, from April 25, 2015 through May 1, 2015, the City of Baltimore experienced civil unrest... Maryland and its local jurisdictions have contributed a vast amount of resources, which will continue to have economic impacts around our state. A Major Disaster declaration is necessary to help provide the resources needed by all.”

The full text of the delegation’s letter of support is as follows:

May 26, 2015

The President
The White House
1600 Pennsylvania Avenue, NW
Washington, D.C. 20500

Dear Mr. President:

We are writing to express our strong support for Governor Hogan’s May 21, 2015 request for a Major Disaster declaration for the City of Baltimore. Given the massive impact that the situation in Baltimore is having on the state’s resources, we respectfully request that you urgently approve Federal assistance.

Following the tragic death of Freddie Gray, citizens of Baltimore reacted with outrage in their demands for truth and their demands for justice. For seven days, from April 25, 2015 through May 1, 2015, the City of Baltimore experienced civil unrest. The boiling emotions of a small fraction of Baltimoreans turned into violence and vandalism to homes and businesses that the vast majority of Baltimore’s citizens have been working to rebuild and restore.

Governor Hogan took appropriate action under State law and directed the execution of the State Response Operations Plan in accordance with Section 401 of the Stafford Act. In addition, the Governor issued an Executive Order declaring that a State of Emergency existed and activated the Maryland National Guard to State service. The Governor has certified that additional Federal assistance is needed. The Governor has provided the Federal Emergency Management Agency (FEMA) with a preliminary damage assessment of over $19 million in expenditures for local jurisdiction law enforcement, security, firefighting, and emergency management costs as well as out-of-state resources required to supplement local and state resources. This Major Disaster declaration is necessary to address emergency protective measures and public buildings and contents per Category B & E of Public Assistance under the Stafford Act. This situation has the potential to negatively impact services in other areas, given an already strained state budget environment.

Maryland and its local jurisdictions have contributed a vast amount of resources, which will continue to have economic impacts around our state. A Major Disaster declaration is necessary to help provide the resources needed by all.  We appreciate your consideration of Maryland’s request, and look forward to continue working with you in this recovery.

Obama asserts power over small waterways

By Timothy Cama

The Obama administration asserted its authority Wednesday over the nation's small waterways like streams and wetlands, moving forward on one of the most controversial pollution rules of recent years.

The Environmental Protection Agency (EPA) and the Army Corps of Engineers said they are making final their proposed waters of the United States rule, which Republicans and many businesses have long panned as a massive federal overreach that would put the EPA in charge of ditches, puddles and wet areas.

Maryland is the tenth most expensive state to be a poor driver in. The state is in the top third of most expensive base premiums compared to all 50 states and the District of Columbia. And being a bad driver will really pile on the cost. For instance, getting into two accidents in two years in Maryland adds $2,015 to annual premiums. Getting a DUI conviction adds $827 per year, according to WalletHub.

Contracts Don’t Make a Family Any Less Natural by Martha Ertman

Contracts Don’t Make a Family Any Less Natural by Martha Ertman
Oscar Wilde famously quipped that the only thing worse than being talked about isnot being talked about. Paradoxically, much of the testimony in his 1895 trial for “gross indecency”—which was reported in papers throughout the world—concerned his relationship with Lord Alfred Douglas, the very person who coined the phrase“the love that dare not speak its name.”
A little more than a century later, that love is on everybody’s lips.
In the United States we’re waiting to see how the Supreme Court decides the marriage cases it’s reviewing, and Wilde’s home country just became the first in the world to extend marriage equality to same-sex couples by popular vote. Freakishly smart and always happy to grab the spotlight, Wilde would likely have been one of the many Irish expats who traveled home to vote “yes” on the marriage referendum and probably would have taken delight in eviscerating the arguments put forth by nay-sayers, like Michael Brendan Dougherty, who claim that same-sex marriage is “unnatural.” Wilde would be right. It’s clear that when defenders of what they call “traditional marriage” have to justify their position, none of their arguments stand up to scrutiny.
Marriage opponents’ first error is historic. Dougherty imagines a past where genetic parenthood determined legal and social parenthood. But that past does not exist. To the contrary, both law and society have long recognized that love comes in different packages. Some are more common—heterosexuality, marriage, parents raising kids conceived with the fun, free stuff lying around the house—but that hardly makes them “natural.”

Cleveland agrees to strict new rules on its police department

By Sari Horwitz

The city of Cleveland has agreed to have its police department overseen by an independent monitor and subject its officers to strict and explicit new rules on the use of force under an agreement with the Justice Department that was announced Tuesday.

[...]

The settlement, set against the growing debate over policing tactics in the United States, comes just days after a judge acquitted a white Cleveland police officer in the fatal shooting of two unarmed African Americans in 2012. The agreement is an outgrowth of a scathing report the Justice Department, issued in December, accusing Cleveland police of illegally using deadly force against citizens.
