Fourth of July weekend is upon us which means parades,
barbecues and of course - fireworks. The legality of fireworks varies from county to county in Maryland. Fireworks with
explosives and projectiles are illegal in the state.
In some local jurisdictions, the sale and use of fireworks —
even sparklers — is prohibited. Only gold-labeled sparklers, novelty items --
such as party poppers, snap pops, and snakes -- and ground-based sparkler
devices are allowed in Maryland, says the state fire marshal’s office.
In Baltimore, Montgomery and Prince George's counties
sparklers are also illegal, with the punishment in Montgomery County
potentially escalating to a $1,000 fine or six months in jail.
Purchasing and transporting fireworks across state lines is
also considered illegal in Maryland. According to the Baltimore County
Government, the use of the following devices are completely forbidden:
Firecrackers, Cherry Bombs, Black Cats, M-80s, Crackling Balls and Smoke Bombs,
Roman Candles and Bottle Rockets. The complete list can be viewed here.

For the past week, June 27 – July 5, 2016, Westminster has hosted two groups of Estonian folk dancers, "Südameke" and "Keerutajad" from Westminster's sister city Paide, thanks, in part, to the hard work of CSM Thomas B. Beyard of the Md National Guard, Audrey Cimino and Jaclyn Mathias-Jones of the Community Foundation of Carroll Co., Aime and Jeff Pringle, and Mari Thalman among many others. Not to be overlooked are members of the Maryland National Guard, Sgt. Matthews Akiba, and Spc. Ronald Maddox for great help with logistics
The visitors include 26 young performers and 10 adults for a total of 36. Among the group are friends of mine, Indrek Kivimäe, a former mayor of Paide, and his wife Tiina, who directs the Paide Girls Choir. Both have visited Westminster before. Most notably Indrek visited us in June 2004 and made a presentation at the Md. Municipal League Convention.
In fact Indrek and Tiina helped host my trip to Estonia in Sept. 2004 when I served as the mayor of Westminster and visited Estonia as part of a diplomatic mission for the Md. National Guard and the U.S. State Department.

Speeders, your grace period is coming to an end.
Speed cameras were installed on the Interstate 695 inner
loop between the exits for US 1/Belair Road and Philadelphia Road earlier in
the month.
The speed limit is 55 mph, according to Safe Zones, which
operates the speed camera program in partnership with Maryland State Police,
the State Highway Administration, and Maryland Transportation Authority.

Stories worth talking about tonight:
Maryland’s interstate highways are clogged, and most
residents in the state are trapped on those busy roads every day, giving us the
dubious honor of second-most congested interstates in the country.
The new report by TRIP, a Washington, DC-based national transportation
organization, says 75 percent of Maryland’s urban Interstate highways are
congested during peak hours, the second-highest rate in the nation.

Gov. Larry Hogan swore in his chief legislative officer, Joe
Getty, to the Court of Appeals at the State House Monday, with a big heaping of
bipartisan praise. Getty brings an unusual range of experience to Maryland's
highest court, having served as a Republican delegate and senator from Carroll
County and chief legislative officer to both Hogan and Gov. Bob Ehrlich, in
addition to his private law practice. He offers "an invaluable and unique
perspective," said Hogan.
GETTY SWORN IN AS JUDGE: Joseph M. Getty, who has
served in two branches of Maryland government, joined the third branch of state government Monday when he was sworn in as a
judge on Maryland's highest court, writes Ovetta Wiggins in the Post.
Gov. Larry Hogan said Getty, 64, is smart, fair, reasoned, logical and has
a great sense of history, writes Heather Cobun for the Daily Record.
"I have the utmost confidence that he will continue to serve the state of
Maryland with great honor and distinction," Hogan said.
Getty, donning his new red robes, gained bipartisan praise, Len Lazarick writes in

Joseph Getty was sworn in Monday morning in the House of
Delegates chamber in the Maryland State House in Annapolis to represent the 3rd
Appellate Judicial Circuit on the state's highest court.
Getty, a Manchester resident and former Republican state
senator representing Carroll County, had most recently served as Republican
Gov. Larry Hogan's chief legislative officer. He was appointed to the Maryland
Court of Appeals on June 1 to fill a vacancy created by the retirement of Judge
Lynne Battaglia.
Friends, family, former and current judges, and members of
the General Assembly filled the legislative chamber to witness Hogan administer
the oath of office for Getty to become the fifth judge from Carroll County to
sit on the Court of Appeals since 1867.
Many speakers at the ceremony mentioned that Getty also made
history by having served in all three branches of Maryland government — the
legislative, executive branches and now the judiciary. It was a point not
missed by local historian, Jay Graybeal, the former executive director of the
Historical Society of Carroll County; a position also held by Getty from 1987
to 1994.

This morning in the House of Delegates Chamber in the historic Md. State House, Manchester resident and Carroll Co. native son Joseph M. Getty, Esq., the chief legislative officer for the office of the Md. Gov. was sworn in to represent the 3rd Appellate Judicial Circuit on the state's highest court, the Md. Court of Appeals.
As Getty's extended family looked-on, his wife, Susan Getty, had to hold the large 1772 family Bible with both hands as the oath was administered. Afterwards she received a big kiss from the newly-minted judge; at which time a member of audience pondered with a stage whisper as to whether the kiss was congratulations for holding the Bible up that long or for her husband ascending to the highest judicial post in the state.

LONDON —Britain was
bracing at dawn Friday for a possible plunge into the unknown — an exit from
the European Union — as results from a bitterly contested referendum showed a
strong surge of votes to leave, against the will of the country’s political
establishment.
As results poured in
through Thursday night and into the early hours of Friday, the “remain” camp
was increasingly despairing, while “leave” advocates expressed a growing
confidence that their side had pulled off a shocking victory.
Results from much of the
country had yet to be counted as of 4 a.m. local time. But areas that had
reported results generally showed stronger-than-expected margins for those
advocating a British exit — popularly known as Brexit.

Prayers for Officer Caesar Goodson, peace, Baltimore and
sanity as we await the outcome of the third trial of the six Baltimore Police
officers as a result of the death in April 2015.
Circuit Judge Barry Williams was expected to announce his
verdict this morning at 10 a.m.
In an article published today by Luke Broadwater, he noted, “If
Mosby's team fails to secure a conviction against Goodson, it's unlikely she
will be successful against any of the other officers, several observers said.”
