State Sen. J.B. Jennings hasn't missed a floor vote for eight years.

But that streak will come to an end on Jan. 30 when Jennings, an airman first class in the Maryland Air National Guard, is sent to Robins Air Force Base in Georgia.

Jennings, a Republican who served two terms in the House of Delegates before being elected to the state Senate in November, enlisted in the Air National Guard three years ago. His streak of not missing a floor vote dates back to his freshman year in the House.

Jennings will miss most of the session as he spends 13 weeks in load master training.

"I'll be keeping up with session and committee meetings by watching them over the internet on my laptop and I'll be offering amendments on bills through my colleagues," said Jennings, who represents the 7th District, which includes Middle River, Kingsville and part of Cockeysville.

The training will not be similar to when Jennings went to basic training. During that time, he was not allowed to have a cell phone and had limited contact with family and friends. This time around, the training "will be more like a college class," he said. Smigiel’s Regulated Firearms Reciprocity Bill Introduced Again

Delegate Mike Smigiel has re-filed a reciprocity bill for concealed carry permits from contiguous states. “In reflecting on the recent tragedy in Tuscon it is important to realize that one of the men who helped to disarm the gunman possesses a concealed carry permit. Joe Zamudio helped to restrain the gunman while others took his gun and ammunition. Mr. Zamudio was carrying a concealed weapon at the time he ran towards the gunman and you have to ask yourself, would he have felt as comfortable helping to restrain the gunman if he was not armed himself?”

HB 9 would allow for citizens from Delaware, Virginia, Pennsylvania and West Virginia to travel to Maryland and contribute to the economy with the freedom to carry the the weapons they were issued permits for in their home state. Neighboring states currently recognize firearm and concealed carry permits from other states. Delegate Smigiel has received numerous letters and testimony in support of the reciprocity law from Maryland citizens as well as citizens from neighboring states. “Maryland recognizes out of state driver’s licenses and even though Maryland does not issue marriage licenses to same sex couples, the Attorney General has opined that Maryland would have to recognize same sex marriages performed in other states. So if we recognize out of state drivers licenses and may have to recognize same sex marriage licenses from other states, then why wouldn’t we recognize a license to carry a concealed weapon or firearm from another state as well?” asked Delegate Smigiel.

Delegate Smigiel is very optimistic about House Bill 9 this session, “HB 52 was a victory in that it was the first time a pro concealed carry bill was able to get out of the Committee Chairman’s drawer for a vote even though it eventually lost in an 11-10 vote in the Judiciary committee. I was proud of the widespread support which this legislation gained last year and expect HB 9 will continue to gain momentum during this session,”said Delegate Smigiel.

One of the first hearings in Judiciary Committee this session will be on HB 9 which is scheduled to be heard on January 25th at 1PM. Republican state Sen. Allan Kittleman (Dist. 9) of West Friendship announced Tuesday that he is resigning from his position as Senate minority leader.

“It was apparent that the majority of the (Senate Republican) caucus members do not want a fiscally conservative who is also a social moderate as the leader of the caucus,” he wrote in a letter to Senate Minority Whip David Brinkley (Dist. 4) of New Market. “Therefore, while it has been a privilege to lead the Republican Senate Caucus for the past two years, I feel it would not be in the best interest of the caucus for me to continue as their leader.”

Kittleman, who represents western Howard County and part of Carroll County as the senator from District 9, has served as the minority leader since 2008. Congratulations to the Carroll County Chapter of the NAACP for their excellent tribute to Rev. Dr. Martin Luther King, Jr., this past Saturday morning. I attended the eighth annual breakfast organized by Jean Lewis, President of Branch No. 7014, and other members of the local chapter.

An uplifting message was delivered by Ambassador Blango Ross, pastor of the Strawbridge United Methodist Church, New Windsor. While quoting scripture, Dr. King and text messages from his children, Pastor Ross offered an extraordinary commentary about the relevance of Dr. King's teachings in our modern world of technology.

As he referred to quotations from Dr. King's early speeches ("Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that. Hate multiplies hate, violence multiplies violence, and toughness multiplies toughness in a descending spiral of destruction"), Pastor Ross repeatedly returned to the role of love, family and a Christian lifestyle to counter the corrupting forces in modern society.

Another highlight of the morning was a presentation by Carroll County students Jordan Costley, Janae Henson, Troy Henson, Jasmine Rock and Tyrice Rock who read "Letters to Dr. King" from a book published to show how today's students feel about the legacy of Dr. King.

The entire program was admirably coordinated by master of ceremonies Doug Metz. A presentation of artwork for the NAACP headquarters was made by former Westminster Mayor Kevin Dayhoff and Caroline Babylon.

While much of state government is closed today in honor of Dr. King, the Maryland General Assembly will convene at 8:00 p.m. this evening. I plan to attend the annual wreath-laying ceremony in front of the State House and then attend the traditional MLK speech in the Senate Chamber which this year will be given by my Baltimore County colleague, Senator Delores G. Kelley.

Dear Kevin,

I want to thank all of my friends and supporters for their contributions and efforts during the 2010 election campaign.  As a direct result of your support, I was sworn in last Wednesday as a Maryland State Senator representing Legislative District 5.
It was a great experience for my wife and children to attend the Opening Day session. Each Senator was only allowed two guests on the floor because of the space restrictions in the Senate Chamber.  I fudged and got a two-children-for-one-adult deal so that Susie and my two youngest children, Madison and Samuel, could accompany me on the floor.
My son Justus, daughter-in-law Sarah and daughter Laura were able to get seats in the gallery behind us. There was an additional Getty in the gallery (since Sarah is eight-and-three-quarters-months pregnant) whom we hope to meet in the near future.  Unable to attend were my son Nathan (who is on a deployment with the U.S. Navy) and my daughter Emma (who had to return to UNC-Wilmington earlier in the week).
The Carroll County Times covered the opening of the 2011 Legislative Session with a focus on the two "freshman" members of the Carroll County delegation - namely Delegate Justin Ready & me. The articles by Christian Alexandersen about Justin (click here) and by Ryan Marshall about me (click here) accurately captured the august ceremonies and family pride displayed for the occasion.
Times photographers Dylan Slagle and Dave Munch produced a photo gallery (click here) that illustrates the wide-ranging emotions of the day including the solemnity of the ceremony, the time spent with family and the joy and enthusiasm as we begin our jobs.
Senator David Brinkley offered the best perspective on the day: "The pomp and circumstance inspires you by serving as a reminder of what you've been entrusted with."

It's official. Following a weekend of speculation surrounding his decision to withdraw from his re-election bid, Del. Joseph R. Bartlett announced Tuesday that he is out.

Bartlett (R-Dist. 4A) of Middletown said in a statement that his decision had been forthcoming for months, and had nothing to do with "recent political turbulence or a fear of not being re-elected." He also stated that he will be unavailable for comment or interviews for several days.

Talk about Bartlett's withdrawal began after The Gazette published a story last week that he was reconsidering running for a fourth term. A state delegate from Frederick County is considering not running for a fourth term, following fallout from a story published in The Gazette about a housing rental arrangement with his girlfriend at taxpayers' expense.

A state delegate from Frederick County said he is rethinking a housing rental arrangement in which the state paid his girlfriend $30,000 over three years while the General Assembly was in session.

Del. Joseph R. Bartlett (R-Dist. 4) of Middletown acknowledged this week that he has stayed with his girlfriend in her Annapolis home at taxpayers' expense during the 2008, 2009 and 2010 sessions of the General Assembly.

Legally and ethically, Bartlett's actions comply with state law, but he admits he did not think the situation through and likely will discontinue the practice if he is re-elected this year...

Our hearts and prayers go out to Del. LeRoy E. Myers Jr., and his family upon learning the terrible news that his 23 year-old son has died in a motorcycle accident.

The Hagerstown Herald-Mail has more: Myers’ son killed in motorcycle crash

The son of Del. LeRoy E. Myers of Clear Spring was killed Thursday night in a motorcycle accident on Md. 63, according to Maryland State Police.

Ryan Andrew Myers, 23, was northbound on Williamsport Pike when his motorcycle entered the path of a tractor-trailer at 5:37 p.m., according to police.

Myers, R-Allegany/Washington, learned of his son’s death while in Annapolis and was escorted to Washington County by Maryland State Police. For the latest information, go to Herald-Mail.com

Senator Nancy Jacobs: Important Update on Death Penalty Legislation

Maryland Senator Nancy Jacobs R-Dist. 34 Cecil and Harford Counties, e-mailed earlier today about the latest news on the death penalty legislation on the Maryland General Assembly.

She also partially answered a question that I have had in the back of my head; and that is if the Maryland Judicial Proceedings Committee voted 6 to 5 against SB 279 to repeal the death, then how did it make it to the Senate floor…?

Here’s what Senator Jacobs reported at 3:03 pm:

Dear Friend:

On Friday, the Maryland Senate's Judicial Proceedings Committee voted 5 FOR to 6 AGAINST S.B. 279--repeal of the death penalty. As a member of the Senate Judicial Proceedings I can say with authority that our committee feels that Maryland should keep the death penalty on our legal books. We killed it in our committee.

But in a rare procedural move, the full Maryland Senate considered changing our committee's unfavorable report to a favorable report. According to Senate President Mike Miller, this procedure has been used once before in 30 years. The Maryland Senate voted 25-22 to change the report and 24-23 to send the bill to second reader. Second reader is where amendments may be added to a bill. If the bill passes 2nd reader it moves to 3rd reader where open floor debates, and yes, the possibility of filibusters loom large.

The close votes indicate some senators are hemming and hawing over their support or opposition to the death penalty.
