Neil Seldman is the President of the Institute for Local Self-Reliance (2425 18th Street NW, Washington, DC20009) and a consultant to cities and citizen groups around the country who are looking for sensible solutions to the growing garbage crisis.
Robert:People aren't nearly as aware as they could be about the waste crisis, in spite of all the media coverage it's starting to get.
Neil: That's right. We've all heard of the garbage barge from Islip. But I wonder how many people have heard of the ash barge from Philadelphia? The material on the Islip barge was municipal waste, technically commercial waste. On Philadelphia's barge the material is waste incinerator ash, not from a modern mass burn plant, but from an old time incinerator going back 80 or 90 years, a garbage destructor. The amount of garbage on the Islip barge was 3,000 tons, but the ash on the Philadelphia barge weighed 15,000 tons. And how long were they at sea? The Islip barge four months, the Philadelphia barge twenty-three months and it's still on the high seas. Where did the Islip barge go? It went from Islip down the East coast to the Caribbean and back to Brooklyn, where the gargage was finally burned and its remains sent to Islip. Now, the Philadelphia barge has been down through all of those states, into the Caribbean, out to West Africa, back to Philadelphia, and back out to West Africa again.
Robert:It's very curious that the media hasn't picked up on this.
Neil: It shows how you can't trust the media. You must go very deeply into these issues, because these issues are going to determine your future directly in your city. And your small town. These problems have to be solved within three years. Right now most of the authorities in the United States want to turn what was on the Islip barge into what is on the Philadelphia barge. They want to burn the garbage and dispose of the ash. And the story is, look how much more difficult it is to get rid of the ash than the garbage!
Robert:I understand this is all coming to a head because so many municipal areas are basically running out of landfill.
Neil: Absolutely. And that's actually understating the problem, because 8 years ago you could put garbage in the ground on the East coast for $5 a ton, and now it's a $100 a ton for landfill space. One of the ironies is that throughout the 1970's New Jersey tried to keep Pennsylvania's garbage out of New Jersey. They went all the way to the Supreme Court and were eventually told they couldn't do it because of the Interstate Commerce Clause. Right now, guess where New Jersey's garbage is going. Into Pennsylvania. That's how quickly and profoundly the situation has changed.
And it's not because of a lack of landfill space. It's there theoretically, but politically it's become impossible because of the incredible growth of cities, towns and suburbs. Literally no one's neighborhood is unaffected. And people don't want to see their property devalued tremendously, their kids' health risked, their environment destroyed.
Robert:So the alternatives are recycling - or mass burn.
"Westminster Gets Electric Lighting" Carroll CountyTimes article for 28 November 1999 By Jay A. Graybeal
The 1895 election in Westminster centered on the issue of electric lighting for the city. The "electric arc light" faction won out over the "gas light" supporters and the city was soon illuminated by electricity. J. Leland Jordan wrote about the impact of the new lighting in his September 18, 1942 column in this newspaper:
"In our column Last week we mentioned the fact that through a vote of the citizenry, the use of street lighting by electric arc lamps was preferred. That is, the overwhelming majority of the 'Electric' ticket over the 'Gas' Ticket brought electric lights to our streets. To follow the press and certain actions on the part of our city fathers, it would indicate that Westminster took on new life immediately. There seemed to be a bit of pride popping up here and there, and it was felt that the deplorable condition of our streets and pavements, showed up almost as bad under the new 'arcs' as they did by day. There was actually a general cleaning up all over town.
From the time of the third incorporation of Westminster in 1838, and in up through the years to the turn of the century, the corporation authorities passed on occasions, (too numerous to mention here) acts to compel property holders to clean their sidewalks and curbing of grass and weeds and to lay proper pavements and gutters.
Quite frequently in the early years the town authorities found it necessary to employ laborers to mow the grass along Main street and the side streets. A note in the local press as late as 1888, recorded that the town council was having 'superfluous vegetation removed from our thorough fares.' Then too, it was moved occasionally by the Council, 'that debris should be removed from the sidewalks and gutters.' All these acts and notices would indicate that our thoroughfares were in a deplorable condition.
Paving had received its share of attention throughout the years. One of the first acts following the incorporation of 1838 was a paving and grading ordinance. Either good brick or flagging was preferred. On November 11, 1839, flagging was ordered laid from 'sidewalk to sidewalk across alleys.' In 1882 the city ordered 142 property owners in the town 'to pave, grade, repair or replay their brick pavements.'
Evidently these requests on the part of our city fathers received only scant attention, for as late as 1910 similar requests were being made.
Many of our readers will remember these conditions—they will recall cinder walks, board and plank walks and in some places no side walks at all. Most all the curbing was of limestone, but some of the more prominent homes sported brick gutters and there were a few curbs of planking.
As has been said, the town seemed to take on new life after the coming of the arc lamps, and many of these breakneck side walks were relaid and a majority of those who had not walks at all, complied with the town ordinances. Walking actually became safer.
Many of us remember the hours we have spent cleaning grass from our sidewalks and gutters—but can you remember the hundreds of black bugs then buzzed about those arc lamps at night? We took great joy in tramping on them, just to hear them crack."
It is interesting to see how the residents responded to the improved lighting. Some residents fixed their sidewalks, others installed them, and local kids like Jordan found a new way to have fun at the expense of the bug population.

The great interest attending the election of Mayor and Common Councilmen of this city, on Monday last, brought out the largest vote ever polled at a municipal contest here, 589 ballots having been cast, nearly 40 more than the number at the election in 1890, when the issue was the bonding of the city for $25,000 for street improvements.
In the present instance the contest was in relation to the method of lighting the streets, and the ticket in favor of the use of "arc lights, all night, every night in the year," obtained a majority so decided as to leave no doubt that the preponderance of the public sentiment is largely favorable to that method.
The vote was as follows: ELECTRIC LIGHT TICKET - For Mayor - Mayor Schaeffer, 397. For Common Council - Emanuel Mackley, 376; Abraham C. Strasburger, 336; Martin Leahy, 369; John B. Saylor, 404; Charles Hesson, 390.

The Republican Party met to nominate a presidential and vice-presidential candidate in Detroit in 1980 and chose Governor Ronald Reagan and Amb. George H.W. Bush as their nominees. This is Governor Reagan's acceptance of the presidential nomination.
Mr. Chairman, Mr. Vice President to be, this convention, my fellow citizens of this great nation:
With a deep awareness of the responsibility conferred by your trust, I accept your nomination for the presidency of the United States. I do so with deep gratitude, and I think also I might interject on behalf of all of us, our thanks to Detroit and the people of Michigan and to this city for the warm hospitality they have shown. And I thank you for your wholehearted response to my recommendation in regard to George Bush as a candidate for vice president.
I am very proud of our party tonight. This convention has shown to all America a party united, with positive programs for solving the nation's problems; a party ready to build a new consensus with all those across the land who share a community of values embodied in these words: family, work, neighborhood, peace and freedom.
I know we have had a quarrel or two, but only as to the method of attaining a goal. There was no argument about the goal. As president, I will establish a liaison with the 50 governors to encourage them to eliminate, where it exists, discrimination against women. I will monitor federal laws to insure their implementation and to add statutes if they are needed.
More than anything else, I want my candidacy to unify our country; to renew the American spirit and sense of purpose. I want to carry our message to every American, regardless of party affiliation, who is a member of this community of shared values.
Never before in our history have Americans been called upon to face three grave threats to our very existence, any one of which could destroy us. We face a disintegrating economy, a weakened defense and an energy policy based on the sharing of scarcity.
The major issue of this campaign is the direct political, personal and moral responsibility of Democratic Party leadership --i n the White House and in Congress -- for this unprecedented calamity which has befallen us. They tell us they have done the most that humanly could be done. They say that the United States has had its day in the sun; that our nation has passed its zenith. They expect you to tell your children that the American people no longer have the will to cope with their problems; that the future will be one of sacrifice and few opportunities.
My fellow citizens, I utterly reject that view. The American people, the most generous on earth, who created the highest standard of living, are not going to accept the notion that we can only make a better world for others by moving backwards ourselves. Those who believe we can have no business leading the nation.
I will not stand by and watch this great country destroy itself under mediocre leadership that drifts from one crisis to the next, eroding our national will and purpose. We have come together here because the American people deserve better from those to whom they entrust our nation's highest offices, and we stand united in our resolve to do something about it.
We need rebirth of the American tradition of leadership at every level of government and in private life as well. The United States of America is unique in world history because it has a genius for leaders -- many leaders -- on many levels. But, back in 1976, Mr. Carter said, "Trust me." And a lot of people did. Now, many of those people are out of work. Many have seen their savings eaten away by inflation. Many others on fixed incomes, especially the elderly, have watched helplessly as the cruel tax of inflation wasted away their purchasing power. And, today, a great many who trusted Mr. Carter wonder if we can survive the Carter policies of national defense.
"Trust me" government asks that we concentrate our hopes and dreams on one man; that we trust him to do what's best for us. My view of government places trust not in one person or one party, but in those values that transcend persons and parties. The trust is where it belongs--in the people. The responsibility to live up to that trust is where it belongs, in their elected leaders. That kind of relationship, between the people and their elected leaders, is a special kind of compact.
Three hundred and sixty years ago, in 1620, a group of families dared to cross a mighty ocean to build a future for themselves in a new world. When they arrived at Plymouth, Massachusetts, they formed what they called a "compact"; an agreement among themselves to build a community and abide by its laws.
The single act--the voluntary binding together of free people to live under the law--set the pattern for what was to come.
A century and a half later, the descendants of those people pledged their lives, their fortunes and their sacred honor to found this nation. Some forfeited their fortunes and their lives; none sacrificed honor.
Four score and seven years later, Abraham Lincoln called upon the people of all America to renew their dedication and their commitment to a government of, for and by the people.
Isn't it once again time to renew our compact of freedom; to pledge to each other all that is best in our lives; all that gives meaning to them--for the sake of this, our beloved and blessed land?
Together, let us make this a new beginning. Let us make a commitment to care for the needy; to teach our children the values and the virtues handed down to us by our families; to have the courage to defend those values and the willingness to sacrifice for them.
Let us pledge to restore, in our time, the American spirit of voluntary service, of cooperation, of private and community initiative; a spirit that flows like a deep and mighty river through the history of our nation.
As your nominee, I pledge to restore to the federal government the capacity to do the people's work without dominating their lives. I pledge to you a government that will not only work well, but wisely; its ability to act tempered by prudence and its willingness to do good balanced by the knowledge that government is never more dangerous than when our desire to have it help us blinds us to its great power to harm us.
The first Republican president once said, "While the people retain their virtue and their vigilance, no administration by any extreme of wickedness or folly can seriously injure the government in the short space of four years."
If Mr. Lincoln could see what's happened in these last three-and-a-half years, he might hedge a little on that statement. But, with the virtues that our legacy as a free people and with the vigilance that sustains liberty, we still have time to use our renewed compact to overcome the injuries that have been done to America these past three-and-a-half years.
First, we must overcome something the present administration has cooked up: a new and altogether indigestible economic stew, one part inflation, one part high unemployment, one part recession, one part runaway taxes, one party deficit spending and seasoned by an energy crisis. It's an economic stew that has turned the national stomach.
Ours are not problems of abstract economic theory. Those are problems of flesh and blood; problems that cause pain and destroy the moral fiber of real people who should not suffer the further indignity of being told by the government that it is all somehow their fault. We do not have inflation because -- as Mr. Carter says -- we have lived too well.
The head of a government which has utterly refused to live within its means and which has, in the last few days, told us that this year's deficit will be $60 billion, dares to point the finger of blame at business and labor, both of which have been engaged in a losing struggle just trying to stay even.
High taxes, we are told, are somehow good for us, as if, when government spends our money it isn't inflationary, but when we spend it, it is.
Those who preside over the worst energy shortage in our history tell us to use less, so that we will run out of oil, gasoline, and natural gas a little more slowly. Conservation is desirable, of course, for we must not waste energy. But conservation is not the sole answer to our energy needs.
America must get to work producing more energy. The Republican program for solving economic problems is based on growth and productivity.
Large amounts of oil and natural gas lay beneath our land and off our shores, untouched because the present administration seems to believe the American people would rather see more regulation, taxes and controls than more energy.
Coal offers great potential. So does nuclear energy produced under rigorous safety standards. It could supply electricity for thousands of industries and millions of jobs and homes. It must not be thwarted by a tiny minority opposed to economic growth which often finds friendly ears in regulatory agencies for its obstructionist campaigns.
Make no mistake. We will not permit the safety of our people or our environment heritage to be jeopardized, but we are going to reaffirm that the economic prosperity of our people is a fundamental part of our environment.
Our problems are both acute and chronic, yet all we hear from those in positions of leadership are the same tired proposals for more government tinkering, more meddling and more control -- all of which led us to this state in the first place.
Can anyone look at the record of this administration and say, "Well done?" Can anyone compare the state of our economy when the Carter Administration took office with where we are today and say, "Keep up the good work?" Can anyone look at our reduced standing in the world today and say, "Let's have four more years of this?"
I believe the American people are going to answer these questions the first week of November and their answer will be, "No--we've had enough." And, then it will be up to us -- beginning next January 20th -- to offer an administration and congressional leadership of competence and more than a little courage.
We must have the clarity of vision to see the difference between what is essential and what is merely desirable, and then the courage to bring our government back under control and make it acceptable to the people.
It is essential that we maintain both the forward momentum of economic growth and the strength of the safety net beneath those in society who need help. We also believe it is essential that the integrity of all aspects of Social Security are preserved.
Beyond these essentials, I believe it is clear our federal government is overgrown and overweight. Indeed, it is time for our government to go on a diet. Therefore, my first act as chief executive will be to impose an immediate and thorough freeze on federal hiring. Then, we are going to enlist the very best minds from business, labor and whatever quarter to conduct a detailed review of every department, bureau and agency that lives by federal appropriations. We are also going to enlist the help and ideas of many dedicated and hard working government employees at all levels who want a more efficient government as much as the rest of us do. I know that many are demoralized by the confusion and waste they confront in their work as a result of failed and failing policies.
Our instructions to the groups we enlist will be simple and direct. We will remind them that government programs exist at the sufferance of the American taxpayer and are paid for with money earned by working men and women. Any program that represents a waste of their money -- a theft from their pocketbooks--must have that waste eliminated or the program must go -- by executive order where possible; by congressional action where necessary. Everything that can be run more effectively by state and local government we shall turn over to state and local government, along with the funding sources to pay for it. We are going to put an end to the money merry-go-round where our money becomes Washington's money, to be spent by the states and cities exactly the way the federal bureaucrats tell them to.
I will not accept the excuse that the federal government has grown so big and powerful that it is beyond the control of any president, any administration or Congress. We are going to put an end to the notion that the American taxpayer exists to fund the federal government. The federal government exists to serve the American people. On January 20th, we are going to re-establish that truth.
Also on that date we are going to initiate action to get substantial relief for our taxpaying citizens and action to put people back to work. None of this will be based on any new form of monetary tinkering or fiscal sleight-of-hand. We will simply apply to government the common sense we all use in our daily lives.
Work and family are at the center of our lives; the foundation of our dignity as a free people. When we deprive people of what they have earned, or take away their jobs, we destroy their dignity and undermine their families. We cannot support our families unless there are jobs; and we cannot have jobs unless people have both money to invest and the faith to invest it.
There are concepts that stem from an economic system that for more than 200 years has helped us master a continent, create a previously undreamed of prosperity for our people and has fed millions of others around the globe. That system will continue to serve us in the future if our government will stop ignoring the basic values on which it was built and stop betraying the trust and good will of the American workers who keep it going.
The American people are carrying the heaviest peacetime tax burden in our nation's history -- and it will grow even heavier, under present law, next January. We are taxing ourselves into economic exhaustion and stagnation, crushing our ability and incentive to save, invest and produce.
This must stop. We must halt this fiscal self-destruction and restore sanity to our economic system.
I have long advocated a 30 percent reduction in income tax rates over a period of three years. This phased tax reduction would begin with a 10 percent "down payment" tax cut in 1981, which the Republicans and Congress and I have already proposed.
A phased reduction of tax rates would go a long way toward easing the heavy burden on the American people. But, we should not stop here.
Within the context of economic conditions and appropriate budget priorities during each fiscal year of my presidency, I would strive to go further. This would include improvement in business depreciation taxes so we can stimulate investment in order to get plants and equipment replaced, put more Americans back to work and put our nation back on the road to being competitive in world commerce. We will also work to reduce the cost of government as a percentage of our gross national product.
The first task of national leadership is to set honest and realistic priorities in our policies and our budget and I pledge that my administration will do that.
When I talk of tax cuts, I am reminded that every major tax cut in this century has strengthened the economy, generated renewed productivity and ended up yielding new revenues for the government by creating new investment, new jobs and more commerce among our people.
The present administration has been forced by us Republicans to play follow-the-leader with regard to a tax cut. But, in this election year we must take with the proverbial "grain of salt" any tax cut proposed by those who have given us the greatest tax increase in our history. When those in leadership give us tax increases and tell us we must also do with less, have they thought about those who have always had less -- especially the minorities? This is like telling them that just as they step on the first rung of the ladder of opportunity, the ladder is being pulled out from under them. That may be the Democratic leadership's message to the minorities, but it won't be ours. Our message will be: we have to move ahead, but we're not going to leave anyone behind. Thanks to the economic policies of the Democratic Party, millions of Americans find themselves out of work. Millions more have never even had a fair chance to learn new skills, hold a decent job, or secure for themselves and their families a share in the prosperity of this nation.
It is time to put America back to work; to make our cities and towns resound with the confident voices of men and women of all races, nationalities and faiths bringing home to their families a decent paycheck they can cash for honest money.
For those without skills, we'll find a way to help them get skills.
For those without job opportunities, we'll stimulate new opportunities, particularly in the inner cities where they live.
For those who have abandoned hope, we'll restore hope and we'll welcome them into a great national crusade to make America great again!
When we move from domestic affairs and cast our eyes abroad, we see an equally sorry chapter on the record of the present administration.
- As Soviet combat brigade trains in Cuba, just 90 miles from our shores.
- A Soviet army of invasion occupies Afghanistan, further threatening our vital interests in the Middle East.
- America's defense strength is at its lowest ebb in a generation, while the Soviet Union is vastly outspending us in both strategic and conventional arms.
- Our European allies, looking nervously at the growing menace from the East, turn to us for leadership and fail to find it.
- And, incredibly more than 50 of our fellow Americans have been held captive for over eight months by a dictatorial foreign power that holds us up to ridicule before the world.
Adversaries large and small test our will and seek to confound our resolve, but we are given weakness when we need strength; vacillation when the times demand firmness.
The Carter Administration lives in the world of make-believe. Every day, drawing up a response to that day's problems, troubles, regardless of what happened yesterday and what will happen tomorrow.
The rest of us, however, live in the real world. It is here that disasters are overtaking our nation without any real response from Washington.
This is make-believe, self-deceit and -- above all -- transparent hypocrisy.
For example, Mr. Carter says he supports the volunteer army, but he lets military pay and benefits slip so low that many of our enlisted personnel are actually eligible for food stamps. Re-enlistment rates drop and, just recently, after he fought all week against a proposal to increase the pay of our men and women in uniform, he helicoptered to our carrier, the U.S.S. Nimitz, which was returning from long months of duty. He told the crew that he advocated better pay for them and their comrades! Where does he really stand, now that he's back on shore?
I'll tell you where I stand. I do not favor a peacetime draft or registration, but I do favor pay and benefit levels that will attract and keep highly motivated men and women in our volunteer forces and an active reserve trained and ready for an instant call in case of an emergency.
There may be a sailor at the helm of the ship of state, but the ship has no rudder. Critical decisions are made at times almost in comic fashion, but who can laugh? Who was not embarrassed when the administration handed a major propaganda victory in the United Nations to the enemies of Israel, our staunch Middle East ally for three decades, and them claim that the American vote was a "mistake," the result of a "failure of communication" between the president, his secretary of state, and his U.N. ambassador?
Who does not feel a growing sense of unease as our allies, facing repeated instances of an amateurish and confused administration, reluctantly conclude that America is unwilling or unable to fulfill its obligations as the leader of the free world?
Who does not feel rising alarm when the question in any discussion of foreign policy is no longer, "Should we do something?", but "Do we have the capacity to do anything?"
The administration which has brought us to this state is seeking your endorsement for four more years of weakness, indecision, mediocrity and incompetence. No American should vote until he or she has asked, is the United States stronger and more respected now than it was three-and-a-half years ago? Is the world today a safer place in which to live?
It is the responsibility of the president of the United States, in working for peace, to insure that the safety of our people cannot successfully be threatened by a hostile foreign power. As president, fulfilling that responsibility will be my number one priority.
We are not a warlike people. Quite the opposite. We always seek to live in peace. We resort to force infrequently and with great reluctance--and only after we have determined that it is absolutely necessary. We are awed--and rightly so--by the forces of destruction at loose in the world in this nuclear era. But neither can we be naive or foolish. Four times in my lifetime America has gone to war, bleeding the lives of its young men into the sands of beachheads, the fields of Europe and the jungles and rice paddies of Asia. We know only too well that war comes not when the forces of freedom are strong, but when they are weak. It is then that tyrants are tempted.
We simply cannot learn these lessons the hard way again without risking our destruction.
Of all the objectives we seek, first and foremost is the establishment of lasting world peace. We must always stand ready to negotiate in good faith, ready to pursue any reasonable avenue that holds forth the promise of lessening tensions and furthering the prospects of peace. But let our friends and those who may wish us ill take note: the United States has an obligation to its citizens and to the people of the world never to let those who would destroy freedom dictate the future course of human life on this planet. I would regard my election as proof that we have renewed our resolve to preserve world peace and freedom. This nation will once again be strong enough to do that.
This evening marks the last step--save one--of a campaign that has taken Nancy and me from one end of this great land to the other, over many months and thousands of miles. There are those who question the way we choose a president; who say that our process imposes difficult and exhausting burdens on those who seek the office. I have not found it so.
It is impossible to capture in words the splendor of this vast continent which God has granted as our portion of this creation. There are no words to express the extraordinary strength and character of this breed of people we call Americans.
Everywhere we have met thousands of Democrats, Independents, and Republicans from all economic conditions and walks of life bound together in that community of shared values of family, work, neighborhood, peace and freedom. They are concerned, yes, but they are not frightened. They are disturbed, but not dismayed. They are the kind of men and women Tom Paine had in mind when he wrote--during the darkest days of the American Revolution--"We have it in our power to begin the world over again."
Nearly 150 years after Tom Paine wrote those words, an American president told the generation of the Great Depression that it had a "rendezvous with destiny." I believe that this generation of Americans today has a rendezvous with destiny.
Tonight, let us dedicate ourselves to renewing the American compact. I ask you not simply to "Trust me," but to trust your values--our values--and to hold me responsible for living up to them. I ask you to trust that American spirit which knows no ethnic, religious, social, political, regional, or economic boundaries; the spirit that burned with zeal in the hearts of millions of immigrants from every corner of the Earth who came here in search of freedom.
Some say that spirit no longer exists. But I have seen it -- I have felt it -- all across the land; in the big cities, the small towns and in rural America. The American spirit is still there, ready to blaze into life if you and I are willing to do what has to be done; the practical, down-to-earth things that will stimulate our economy, increase productivity and put America back to work. The time is now to resolve that the basis of a firm and principled foreign policy is one that takes the world as it is and seeks to change it by leadership and example; not by harangue, harassment or wishful thinking.
The time is now to say that while we shall seek new friendships and expand and improve others, we shall not do so by breaking our word or casting aside old friends and allies.
And, the time is now to redeem promises once made to the American people by another candidate, in another time and another place. He said, "For three long years I have been going up and down this country preaching that government--federal, state, and local--costs too much. I shall not stop that preaching. As an immediate program of action, we must abolish useless offices. We must eliminate unnecessary functions of government...we must consolidate subdivisions of government and, like the private citizen, give up luxuries which we can no longer afford."
"I propose to you, my friends, and through you that government of all kinds, big and little be made solvent and that the example be set by the president of the UnitedState and his Cabinet."
So said Franklin Delano Roosevelt in his acceptance speech to the Democratic National Convention in July 1932.
The time is now, my fellow Americans, to recapture our destiny, to take it into our own hands. But, to do this will take many of us, working together. I ask you tonight to volunteer your help in this cause so we can carry our message throughout the land.
Yes, isn't now the time that we, the people, carried out these unkempt promises? Let us pledge to each other and to all Americaon this July day 48 years later, we intend to do just that.
I have thought of something that is not part of my speech and I'm worried over whether I should do it.
Can we doubt that only a Divine Providence placed this land, this island of freedom, here as a refuge for all those people in the world who yearn to breathe freely: Jews and Christians enduring persecution behind the Iron Curtain, the boat people of Southeast Asia, of Cuba and Haiti, the victims of drought and famine in Africa, the freedom fighters of Afghanistan and our own countrymen held in savage captivity.
I'll confess that I've been a little afraid to suggest what I'm going to suggest -- I'm more afraid not to -- that we begin our crusade joined together in a moment of silent prayer. God bless America.
Tonight I want to talk to you on a subject of deep concern to all Americans and to many people in all parts of the world--the war in Vietnam.
I believe that one of the reasons for the deep division about Vietnam is that many Americans have lost confidence in what their Government has told them about our policy. The American people cannot and should not be asked to support a policy which involves the overriding issues of war and peace unless they know the truth about that policy.
Tonight, therefore, I would like to answer some of the questions that I know are on the minds of many of you listening to me.
How and why did America get involved in Vietnam in the first place?
How has this administration changed the policy of the previous administration?
What has really happened in the negotiations in Paris and on the battlefront in Vietnam?
What choices do we have if we are to end the war?
What are the prospects for peace?
Now, let me begin by describing the situation I found when I was inaugurated on January 20:
The war had been going on for 4 years; 31,000 Americans had been killed in action; The training program for the South Vietnamese was behind schedule; 540,000 Americans were in Vietnam with no plans to reduce the number; No progress had been made at the negotiations in Paris and the United States had not put forth a comprehensive peace proposal; The war was causing deep division at home and criticism from many of our friends as well as our enemies abroad.
In view of these circumstances there were some who urged that I end the war at once by ordering the immediate withdrawal of all American forces.
From a political standpoint this would have been a popular and easy course to follow. After all, we became involved in the war while my predecessor was in office. I could blame the defeat which would be the result of my action on him and come out as the Peacemaker. Some put it to me quite bluntly: This was the only way to avoid allowing Johnsons war to become Nixon's war.
But I had a greater obligation than to think only of the years of my administration and of the next election. I had to think of the effect of my decision on the next generation and on the future of peace and freedom in America and in the world.
Let us all understand that the question before us is not whether some Americans are for peace and some Americans are against peace. The question at issue is not whether Johnson's war becomes Nixon's war.
The great question is: How can we win America's peace?
Well, let us turn now to the fundamental issue. Why and how did the United States become involved in Vietnam in the first place?
Fifteen years ago North Vietnam, with the logistical support of Communist China and the Soviet Union, launched a campaign to impose a Communist government on South Vietnam by instigating and supporting a revolution.
In response to the request of the Government of South Vietnam, President Eisenhower sent economic aid and military equipment to assist the people of South Vietnam in their efforts to prevent a Communist takeover. Seven years ago, President Kennedy sent 16,000 military personnel to Vietnam as combat advisers. Four years ago, President Johnson sent American combat forces to South Vietnam.
Now, many believe that President Johnsons decision to send American combat forces to South Vietnam was wrong. And many others-I among them-have been strongly critical of the way the war has been conducted.
But the question facing us today is: Now that we are in the war, what is the best way to end it?
In January I could only conclude that the precipitate withdrawal of American forces from Vietnam would be a disaster not only for South Vietnam but for the United States and for the cause of peace.
For the South Vietnamese, our precipitate withdrawal would inevitably allow the Communists to repeat the massacres which followed their takeover in the North 15 years before.
They then murdered more than 50,000 people and hundreds of thousands more died in slave labor camps.
We saw a prelude of what would happen in South Vietnam when the Communists entered the city of Hue last year. During their brief rule there, there was a bloody reign of terror in which 3,000 civilians were clubbed, shot to death, and buried in mass graves.
With the sudden collapse of our support, these atrocities of Hue would become the nightmare of the entire nation-and particularly for the million and a half Catholic refugees who fled to South Vietnam when the Communists took over in the North.
For the United States, this first defeat in our Nation's history would result in a collapse of confidence in American leadership, not only in Asia but throughout the world.
Three American Presidents have recognized the great stakes involved in Vietnam and understood what had to be done.
In 1963, President Kennedy, with his characteristic eloquence and clarity, said: ". . . we want to see a stable government there, carrying on a struggle to maintain its national independence.
"We believe strongly in that. We are not going to withdraw from that effort. In my opinion, for us to withdraw from that effort would mean a collapse not only of South Viet-Nam, but Southeast Asia. So we are going to stay there."
President Eisenhower and President Johnson expressed the same conclusion during their terms of office.
For the future of peace, precipitate withdrawal would thus be a disaster of immense magnitude.
A nation cannot remain great if it betrays its allies and lets down its friends.
Our defeat and humiliation in South Vietnam without question would promote recklessness in the councils of those great powers who have not yet abandoned their goals of world conquest.
This would spark violence wherever our commitments help maintain the peace-in the Middle East, in Berlin, eventually even in the Western Hemisphere.
Ultimately, this would cost more lives.
It would not bring peace; it would bring more war.
For these reasons, I rejected the recommendation that I should end the war by immediately withdrawing all of our forces. I chose instead to change American policy on both the negotiating front and battlefront.
In order to end a war fought on many fronts, I initiated a pursuit for peace on many fronts.
In a television speech on May 14, in a speech before the United Nations, and on a number of other occasions I set forth our peace proposals in great detail.
We have offered the complete withdrawal of all outside forces within 1 year.
We have proposed a cease-fire under international supervision.
We have offered free elections under international supervision with the Communists participating in the organization and conduct of the elections as an organized political force. And the Saigon Government has pledged to accept the result of the elections.
We have not put forth our proposals on a take-it-or-leave-it basis. We have indicated that we are willing to discuss the proposals that have been put forth by the other side. We have declared that anything is negotiable except the right of the people of South Vietnam to determine their own future. At the Paris peace conference, Ambassador Lodge has demonstrated our flexibility and good faith in 40 public meetings.
Hanoi has refused even to discuss our proposals. They demand our unconditional acceptance of their terms, which are that we withdraw all American forces immediately and unconditionally and that we overthrow the Government of South Vietnam as we leave.
We have not limited our peace initiatives to public forums and public statements. I recognized, in January, that a long and bitter war like this usually cannot be settled in a public forum. That is why in addition to the public statements and negotiations I have explored every possible private avenue that might lead to a settlement.
Tonight I am taking the unprecedented step of disclosing to you some of our other initiatives for peace-initiatives we undertook privately and secretly because we thought we thereby might open a door which publicly would be closed.
I did not wait for my inauguration to begin my quest for peace.
Soon after my election, through an individual who is directly in contact on a personal basis with the leaders of North Vietnam, I made two private offers for a rapid, comprehensive settlement. Hanoi's replies called in effect for our surrender before negotiations.
Since the Soviet Union furnishes most of the military equipment for North Vietnam, Secretary of State Rogers, my Assistant for National Security Affairs, Dr. Kissinger, Ambassador Lodge, and I, personally, have met on a number of occasions with representatives of the Soviet Government to enlist their assistance in getting meaningful negotiations started. In addition, we have had extended discussions directed toward that same end with representatives of other governments which have diplomatic relations with North Vietnam. None of these initiatives have to date produced results.
In mid-July, I became convinced that it was necessary to make a major move to break the deadlock in the Paris talks. I spoke directly in this office, where I am now sitting, with an individual who had known Ho Chi Minh [President, Democratic Republic of Vietnam] on a personal basis for 25 years. Through him I sent a letter to Ho Chi Minh.
I did this outside of the usual diplomatic channels with the hope that with the necessity of making statements for propaganda removed, there might be constructive progress toward bringing the war to an end. Let me read from that letter to you now.
"Dear Mr. President:
"I realize that it is difficult to communicate meaningfully across the gulf of four years of war. But precisely because of this gulf, I wanted to take this opportunity to reaffirm in all solemnity my desire to work for a just peace. I deeply believe that the war in Vietnam has gone on too long and delay in bringing it to an end can benefit no one-least of all the people of Vietnam. . . .
"The time has come to move forward at the conference table toward an early resolution of this tragic war. You will find us forthcoming and open-minded in a common effort to bring the blessings of peace to the brave people of Vietnam. Let history record that at this critical juncture, both sides turned their face toward peace rather than toward conflict and war."
I received Ho Chi Minhs reply on August 30, 3 days before his death. It simply reiterated the public position North Vietnam had taken at Paris and flatly rejected my initiative.
The full text of both letters is being released to the press.
In addition to the public meetings that I have referred to, Ambassador Lodge has met with Vietnam's chief negotiator in Paris in II private sessions.
We have taken other significant initiatives which must remain secret to keep open some channels of communication which may still prove to be productive.
But the effect of all the public, private, and secret negotiations which have been undertaken since the bombing halt a year ago and since this administration came into office on January 20, can be summed up in one sentence: No progress whatever has been made except agreement on the shape of the bargaining table.
Well now, who is at fault?
It has become clear that the obstacle in negotiating an end to the war is not the President of the United States. It is not the South Vietnamese Government.
The obstacle is the other side's absolute refusal to show the least willingness to join us in seeking a just peace. And it will not do so while it is convinced that all it has to do is to wait for our next concession, and our next concession after that one, until it gets everything it wants.
There can now be no longer any question that progress in negotiation depends only on Hanoi's deciding to negotiate, to negotiate seriously.
I realize that this report on our efforts on the diplomatic front is discouraging to the American people, but the American people are entitled to know the truth-the bad news as well as the good news where the lives of our young men are involved.
Now let me turn, however, to a more encouraging report on another front.
At the time we launched our search for peace I recognized we might not succeed in bringing an end to the war through negotiation. I, therefore, put into effect another plan to bring peace-a plan which will bring the war to an end regardless of what happens on the negotiating front.
It is in line with a major shift in U.S. foreign policy which I described in my press conference at Guam on July, 25. Let me briefly explain what has been described as the Nixon Doctrine-a policy which not only will help end the war in Vietnam, but which is an essential element of our program to prevent future Vietnams.
We Americans are a do-it-yourself people. We are an impatient people. Instead of teaching someone else to do a job, we like to do it ourselves. And this trait has been carried over into our foreign policy.
In Korea and again in Vietnam, the United States furnished most of the money, most of the arms, and most of the men to help the people of those countries defend their freedom against Communist aggression.
Before any American troops were committed to Vietnam, a leader of another Asian country expressed this opinion to me when I was traveling in Asia as a private citizen. He said: "When you are trying to assist another nation defend its freedom, U.S. policy should be to help them fight the war but not to fight the war for them."
Well, in accordance with this wise counsel, I laid down in Guam three principles as guidelines for future American policy toward Asia:
First, the United States will keep all of its treaty commitments.
Second, we shall provide a shield if a nuclear power threatens the freedom of a nation allied with us or of a nation whose survival we consider vital to our security.
Third, in cases involving other types of aggression, we shall furnish military and economic assistance when requested in accordance with our treaty commitments. But we shall look to the nation directly threatened to assume the primary responsibility of providing the manpower for its defense.
After I announced this policy, I found that the leaders of the Philippines, Thailand, Vietnam, South Korea, and other nations which might be threatened by Communist aggression, welcomed this new direction in American foreign policy.
The defense of freedom is everybody's business-not just Americas business. And it is particularly the responsibility of the people whose freedom is threatened. In the previous administration, we Americanized the war in Vietnam. In this administration, we are Vietnamizing the search for peace.
The policy of the previous administration not only resulted in our assuming the primary responsibility for fighting the war, but even more significantly did not adequately stress the goal of strengthening the South Vietnamese so that they could defend themselves when we left.
The Vietnamization plan was launched following Secretary Laird's visit to Vietnam in March. Under the plan, I ordered first a substantial increase in the training and equipment of South Vietnamese forces.
In July, on my visit to Vietnam, I changed General Abrams orders so that they were consistent with the objectives of our new policies. Under the new orders, the primary mission of our troops is to enable the South Vietnamese forces to assume the full responsibility for the security of South Vietnam.
Our air operations have been reduced by over 20 percent.
And now we have begun to see the results of this long overdue change in American policy in Vietnam: After 5 years of Americans going into Vietnam, we are finally bringing American men home. By December 15, over 60,000 men will have been withdrawn from South Vietnam-including 20 percent of all of our combat forces. The South Vietnamese have continued to gain in strength. As a result they have been able to take over combat responsibilities from our American troops.
Two other significant developments have occurred since this administration took office: Enemy infiltration, infiltration which is essential if they are to launch a major attack, over the last 3 months is less than 20 percent of what it was over the same period last year. Most important-United States casualties have declined during the last 2 months to the lowest point in 3 years.
Let me now turn to our program for the future.
We have adopted a plan which we have worked out in cooperation with the South Vietnamese for the complete withdrawal of all U.S. combat ground forces, and their replacement by South Vietnamese forces on an orderly scheduled timetable. This withdrawal will be made from strength and not from weakness. As South Vietnamese forces become stronger, the rate of American withdrawal can become greater.
I have not and do not intend to announce the timetable for our program. And there are obvious reasons for this decision which I am sure you will understand. As I have indicated on several occasions, the rate of withdrawal will depend on developments on three fronts.
One of these is the progress which can be or might be made in the Paris talks. An announcement of a fixed timetable for our withdrawal would completely remove any incentive for the enemy to negotiate an agreement. They would simply wait until our forces had withdrawn and then move in.
The other two factors on which we will base our withdrawal decisions are the level of enemy activity and the progress of the training programs of the South Vietnamese forces. And I am glad to be able to report tonight progress on both of these fronts has been greater than we anticipated when we started the program in June for withdrawal. As a result, our timetable for withdrawal is more optimistic now than when we made our first estimates in June. Now, this clearly demonstrates why it is not wise to be frozen in on a fixed timetable.
We must retain the flexibility to base each withdrawal decision on the situation as it is at that time rather than on estimates that are no longer valid.
Along with this optimistic estimate, I must-in all candor-leave one note of caution.
If the level of enemy activity significantly increases we might have to adjust our timetable accordingly.
However, I want the record to be completely clear on one point.
At the time of the bombing halt just a year ago, there was some confusion as to whether there was an understanding on the part of the enemy that if we stopped the bombing of North Vietnam they would stop the shelling of cities in South Vietnam. I want to be sure that there is no misunderstanding on the part of the enemy with regard to our withdrawal Program.
We have noted the reduced level of infiltration, the reduction of our casualties, and are basing our withdrawal decisions partially on those factors.
If the level of infiltration or our casualties increase while we are trying to scale down the fighting, it will be the result of a conscious decision by the enemy.
Hanoi could make no greater mistake than to assume that an increase in violence will be to its advantage. If I conclude that increased enemy action jeopardizes our remaining forces in Vietnam, I shall not hesitate to take strong and effective measures to deal with that situation.
This is not a threat. This is a statement of policy, which as Commander in Chief of our Armed Forces, I am making in meeting my responsibility for the protection of American fighting men wherever they may be.
My fellow Americans, I am sure you can recognize from what I have said that we really only have two choices open to us if we want to end this war: I can order an immediate, precipitate withdrawal of all Americans from Vietnam without regard to the effects of that action. Or we can persist in our search for a just peace through a negotiated settlement if possible, or through continued implementation of our plan for Vietnamization if necessary-a plan in which we will withdraw all of our forces from Vietnam on a schedule in accordance with our program, as the South Vietnamese become strong enough to defend their own freedom.
I have chosen this second course.
It is not the easy way.
It is the right way.
It is a plan which will end the war and serve the cause of peace-not just in Vietnam but in the Pacific and in the world.
In speaking of the consequences of a precipitate withdrawal, I mentioned that our allies would lose confidence in America.
Far more dangerous, we would lose confidence in ourselves. Oh, the immediate reaction would be a sense of relief that our men were coming home. But as we saw the consequences of what we had done, inevitable remorse and divisive recrimination would scar our spirit as a people.
We have faced other crisis in our history and have become stronger by rejecting the easy way out and taking the right way in meeting our challenges. Our greatness as a nation has been our capacity to do what had to be done when we knew our course was right.
I recognize that some of my fellow citizens disagree with the plan for peace I have chosen. Honest and patriotic Americans have reached different conclusions as to how peace should be achieved.
In San Francisco a few weeks ago, I saw demonstrators carrying signs reading: "Lose in Vietnam, bring the boys home."
Well, one of the strengths of our free society is that any American has a right to reach that conclusion and to advocate that point of view. But as President of the United States, I would be untrue to my oath of office if I allowed the policy of this Nation to be dictated by the minority who hold that point of view and who try to impose it on the Nation by mounting demonstrations in the street.
For almost 200 years, the policy of this Nation has been made under our Constitution by those leaders in the Congress and the White House elected by all of the people. If a vocal minority, however fervent its cause, prevails over reason and the will of the majority, this Nation has no future as a free society.
And now I would like to address a word, if I may, to the young people of this Nation who are particularly concerned, and I understand why they are concerned, about this war.
I respect your idealism.
I share your concern for peace.
I want peace as much as you do.
There are powerful personal reasons I want to end this war. This week I will have to sign 83 letters to mothers, fathers, wives, and loved ones of men who have given their lives for America in Vietnam. It is very little satisfaction to me that this is only one-third as many letters as I signed the first week in office. There is nothing I want more than to see the day come when I do not have to write any of those letters.
I want to end the war to save the lives of those brave young men in Vietnam. But I want to end it in a way which will increase the chance that their younger brothers and their sons will not have to fight in some future Vietnam someplace in the world. And I want to end the war for another reason. I want to end it so that the energy and dedication of you, our young people, now too often directed into bitter hatred against those responsible for the war, can be turned to the great challenges of peace, a better life for all Americans, a better life for all people on this earth.
I have chosen a plan for peace. I believe it will succeed.
If it does succeed, what the critics say now won't matter. If it does not succeed, anything I say then won't matter.
I know it may not be fashionable to speak of patriotism or national destiny these days. But I feel it is appropriate to do so on this occasion
Two hundred years ago this Nation was weak and poor. But even then, America was the hope of millions in the world. Today we have become the strongest and richest nation in the world. And the wheel of destiny has turned so that any hope the world has for the survival of peace and freedom will be determined by whether the American people have the moral stamina and the courage to meet the challenge of free world leadership.
Let historians not record that when America was the most powerful nation in the world we passed on the other side of the road and allowed the last hopes for peace and freedom of millions of people to be suffocated by the forces of totalitarianism.
And so tonight-to you, the great silent majority of my fellow Americans. I ask for your support.
I pledged in my campaign for the Presidency to end the war in a way that we could win the peace. I have initiated a plan of action which will enable me to keep that pledge.
The more support I can have from the American people, the sooner that pledge can be redeemed; for the more divided we are at home, the less likely, the enemy is to negotiate at Paris.
Let us be united for peace. Let us also be united against defeat. Because let us understand: North Vietnam cannot defeat or humiliate the United States. Only Americans can do that.
Fifty years ago, in this room and at this very desk, President Woodrow Wilson spoke words which caught the imagination of a war-weary world. He said: "This is the war to end war." His dream for peace after World War I was shattered on the hard realities of great power politics and Woodrow Wilson died a broken man.
Tonight I do not tell you that the war in Vietnam is the war to end wars. But I do say this: I have initiated a plan which Will end this war in a way that will bring us closer to that great goal to which Woodrow Wilson and every American President in our history has been dedicated-the goal of a just and lasting peace.
As President I hold the responsibility for choosing the best path to that goal and then leading the Nation along it.
I pledge to you tonight that I shall meet this responsibility with all of the strength and wisdom I can command in accordance with your hopes, mindful of your concerns, sustained by your prayers.
City Election Monday—Another selection of importance will be held Monday, May 10, from 7 a.m. to 7 p.m. in the Firemen's building in the City of Westminster.
The voters will mark their ballots for Mayor Joseph L. Mathias and his councilmen, Scott Bair and Jesse Royer.
The term is for two years. Our city is one of the best governed in the state. Fine streets, parking ground, playground, comfort station, fine thoroughfares, etc., at the cost of $1.00 tax a year.
Now show your appreciation by voting for these candidates. They have no opposition, but that should not keep any voter home.
