1. Top Story: Arrest Over Software Illuminates Wall St. Secret

Flying home to New Jersey from Chicago after the first two days at his
new job, Sergey Aleynikov was prepared for the usual inconveniences of
air travel. He was not expecting to be arrested by an F.B.I. agent upon
landing and accused with stealing software code from Goldman Sachs, his
old employee.

At a bail hearing last month, a federal prosecutor asked that Mr.
Aleynikov be held without bond because the code could be used to
"unfairly manipulate" stock prices.

This case is still in its earliest stages, and some lawyers question
whether Mr. Aleynikov should be prosecuted criminally, or whether a
civil suit may be more appropriate. But the charges, along with civil
cases in Chicago and New York involving other Wall Street firms, offer
a glimpse into the turbulent world of ultrafast computerized stock
trading, The New York Times writes.

Little understood outside the securities industry, the business has
suddenly become one of the most competitive and controversial on Wall
Street. At its heart are computer programs that take years to develop
and are treated as closely guarded secrets.

Recently I have had the opportunity to travel several times to the western reaches of our fare county and one of my favorite destinations, Union Bridge.

It's a great drive through the beautiful Carroll countryside, and once you arrive in Union Bridge you find yourself in a community steeped in tradition and history. It's always fun to take a walk on its historic Main Street, lined with older homes, and eat at the Buttersburg Inn.

Of course, truth be told, history is only one reason for my love of Union Bridge. Eating is another.

Rep. Henry Waxman is making America's health insurance companies an offer they can't refuse.

Like a mafia underboss trying to face down a rival crime family, the powerful California Democratic chairman of the House Energy and Commerce Committee has resorted to ugly intimidation tactics with opponents of government-run health care.

In the spirit of Joe McCarthy, earlier this week, Waxman and House Oversight and Investigations Subcommittee Chairman Bart Stupak, D-MI, sent a letter to 52 of the nation's largest health insurance companies that contained a not-so-veiled threat.

Waxman and Stupak's letter demanded detailed information from health insurance companies about executive pay, corporate conferences and retreats, and other business practices.

For any employees or officers making more than $500,000 a year in the past six years, the congressmen are demanding details on salaries, bonuses, pensions and other compensation.

They're asking for a list of conferences and retreats that are paid for by insurance companies. They're also insisting that insurance companies disclose the identity of all board members and their compensation.

According to the letter, all this information must be provided by Sept. 14 as part of an investigation of "executive compensation and other business practices in the health insurance industry."

Imagine that. An investigation of health insurance compensation launched by two powerful Democratic House Committee Chairmen in the midst of a coordinated campaign to vilify health insurance companies.

As far as intimidation tactics go, this latest move by Waxman and Stupak makes the White House's effort to "flag" online political opponents look small time.

Judge Donald M. Smith, 78, of Silver Run, died Wednesday evening, Aug. 19, 2009, at his home.

Born May 21, 1931, in York, Pa., he was the son of the late David and Mabel Miller Smith. He was the husband of Marlene "Joyce" Hoffman Smith, his wife of 51 years.

He was a Taneytown High School graduate and a 1952 graduate of Western Maryland College, now McDaniel College, with a Bachelor of Arts degree. He also graduated from George Washington University Law School with a degree of Juris Doctor with honors in 1957.

He worked as a partner for Dulaney, Davis and Smith Law Office from 1967 until 1971, prior to his appointment as the first district court judge in Carroll County. He retired in 1995. He served in the Army during the Korean Conflict as a 2nd lieutenant.

He was a member of St. Mary's Lutheran Church of Silver Run, Taneytown American Legion Post 120 and Veterans of Foreign Wars, Taneytown Rotary and Lion's Club, Taneytown Drum & Bugle Corp, American Bar Association and the Carroll County Bar Association.

Surviving, in addition to his wife, are sons- and daughters-in-law Matthew and Kimberly Smith, of Clearville, Pa., and Martin Sr. and Roberta Smith, of Baltimore; grandchildren Martin Jr., Andrew, Kathryn, Emily, Meaghan and Benjamin Smith; two nieces; and five nephews.

He was predeceased by a brother, Glen Smith; and sisters, Letitia Dayhoff and Phyllis Smith.

The family will receive friends from 5 to 8 p.m. Sunday at Little's Funeral Home, 34 Maple Ave., Littlestown , Pa.

A funeral service will be held at 11 a.m. Monday at St. Mary's Lutheran Church, 3978 Littlestown Pike, Silver Run, with the Rev. H. Lee Brumback II officiating. Interment will be in St. Mary's Cemetery in Silver Run.

Memorial contributions may be sent to Carroll Lutheran Village Health Care Center, 207 St. Mark Way, Westminster , MD 21157.

Sophia Litrenta raised $2,000 for the city's Mounted Police Patrol.


A tight city budget is threatening the historic Baltimore Police Mounted Patrol Unit, which needs $150,000 to stay open.

At the crack of dawn Thursday morning, Mike Schuh met with Police Commissioner Frederick Bealefeld to give an exclusive look at how a 9-year-old girl stepped up to help.

Thursday will be a day third grader Sophia Litrenta will always remember. But it's what she's done that will be remembered by many.

Sophia set up a lemonade stand to raise money for Baltimore City's Mounted Police.

Sophia took in more than $2,000 in just two hours at her lemonade stand.

The Mounted Patrol Unit is the longest continuously-running unit in the entire country. It has been in action since 1888.

Sophia's parents say they will continue to collect money and turn all the donations over to police.
