John P. Murtha, the Democrat congressman from Pennsylvania, died at Virginia Hospital Center Monday at the age of 77 after complications from gall-bladder surgery.

For some, Congressman Murtha burst upon the scene to become a household name and patriot, who spoke ‘truth to power’ against the Iraq war during the administration of President George W. Bush.

For others, Congressman Murtha was a complicated and complex, hypocritical, knee-jerk opportunistic lefty whose ‘principled’ objections to the war on terrorism quickly became irresponsible in tenor and tone.

Exacerbating the criticisms of Congressman Murtha was the perception that he mysteriously lost his voice of opposition to the war efforts once President Barack Obama was sworn into office.

Funny how that happens.

Even The Washington Post, not overwhelmingly known for going out of its way to say anything particularly unkind about Democrats, identified him in its lede as the “master of pork-barrel politics … considered one of the most influential on Capitol Hill,” and “a Vietnam veteran who staunchly supported military spending…”

Mr. Murtha held the seat in Congress from the 12th Congressional District in southwestern Pennsylvania for 19 terms. He first won the seat in a special election in 1974 after Republican Congressman John P. Saylor died in office.

Even a cursory review of his life and accomplishments reveals that Mr. Murtha was a gentleman for whom there is much to be admired and respected.

Certainly not to be overlooked is the fact that Mr. Murtha continued his service to our country by being the first Vietnam veteran to take a seat in Congress.

The road to Vietnam and Congress actually began as far back as the early 1950s.

Carroll County MD government: Major winter storm

February 9, 2010, 3:10 p.m. – Carroll County’s Emergency Operations Center will activate today at 3 p.m. to coordinate response efforts during the latest winter storm. While not expected to produce quite as much snow as the most recent blizzard, the latest storm will bring stronger winds, increasing the chance of power outages.

A major concern for emergency managers is the weight of another foot of snow on top of earlier accumulation. Carroll County’s building code requires all structures to be able to manage 35 pounds per square foot on low-sloped (flat) roofs, and 30 pounds per square foot on pitched roofs.

Even with some melting on Monday, existing loads on most roofs in the region are estimated at 11 to 14 pounds per square foot. Indications that structural damage has occurred include ceilings that have cracked or dropped; problems with doors and windows not operating properly; new roof leaks; and unusual sounds. Do not go out onto a roof to investigate.

Because power outages are expected, people should be prepared to get by at least 72 hours without power. An emergency kit should include

Water – a gallon per person per day. Have more on hand if you have pets. Households with wells should also store additional water in case power is lost to their pumps.

Flashlight with batteries. High winds increase the likelihood for power outages.

Battery-operated radio. Monitor local media for updated weather conditions and emergency announcements.

Food – Keep enough non-perishable food on hand to last three days. Make sure you have a manual can opener.

Medications – Fill any prescriptions now that you may need through Monday.

LIBRARY MAKING AN APPEAL - The Westminster Public Library is again making its annual appeal to the citizens of Westminster.

February is known as Library Month and it is hoped that many generous contributions will be received.

Present members of the Library are urged to renew their memberships, and now members are welcome to join, at any time. The fee is $1.00 per year and may be sent to the Librarian. Mrs. Martha Shaw, or to the treasurer, Mr. C. Ray Fogle.

The Library is open on Mondays, Thursdays and Saturday evenings from 6:30 to 8, also Thursday morning from 10 to 12.

Many new and interesting books have been added during the past year, especially in the juvenile section. Parents are urged to come and bring the children as there is something for all ages.

DISABLED VEHICLES BIGGEST CHALLENGE FOR TROOPERS DURING STORM

(Pikesville, MD) – Maryland state troopers answered thousands of calls for service during the weekend storm, but most of those calls involved disabled or unattended vehicles caught in the snow.

From noon Friday, February 5th, through 11:00 p.m. yesterday, February 7th, troopers across Maryland responded to more than 2,900 calls for service.

Of those, more than 1,300 involved vehicles that had become disabled or were found unattended along an interstate or state highway.

Troopers at the Frederick Barracks dealt with 140 disabled/unattended vehicles, the most of all 22 barracks. They were followed by Waterloo Barracks in Howard County (131), Glen Burnie Barracks in Anne Arundel County (130), and Golden Ring Barracks in Baltimore County where troopers handled 112 disabled or unattended vehicles.

Troopers responded to 389 traffic crashes. Most of those crashes (232) involved minor property damage and no personal injury. Troopers handled 157 crashes that involved either personal injury and/or damage significant enough to require the vehicle to be towed. Troopers at the Forestville and College Park barracks in Prince George’s County handled a combined 56 crashes, while troopers at the Rockville Barracks in Montgomery County handled 55 crashes.

Troopers made 685 requests for tow trucks during the period. More than 100 requests were made by troopers from the Glen Burnie Barracks, who patrol Anne Arundel County.

Colonel Terrence B. Sheridan, Superintendent of the Maryland State Police is today reminding motorists that travel is still hazardous in many locations around the state. While most of the interstates are incredibly clear, there are still areas of some that are snow and ice covered, which can create a serious hazard for the unsuspecting driver. Travel is even less predictable on secondary roads.

Vehicles that are still abandoned on state roads and interstates continued to be towed and stored by Maryland State Police in order to facilitate snow removal by the State Highway Administration. No parking is permitted on state roads or interstates when the snow emergency plans are in effect. The most vehicles stored by troopers were in Prince George’s County, where 33 vehicles were towed away and in Montgomery County, where troopers stored 28 automobiles.

Drivers whose vehicles were towed from state routes by State Police should contact the barracks nearest to where the vehicle was left. A list of barracks and locations is available at www.mdsp.org.

For vehicles towed in Prince George’s County, owners can call the Forestville Barracks at 301-568-8101, or the College Park Barracks at 301-345-3101. Owners of vehicles towed by State Police in Montgomery County should call the Rockville Barracks at 301-424-2101.

Additional troopers remain on patrol as cleanup from the weekend snow continues and preparations are made for the predicted mid-week storm. Troopers assigned to the Commercial Vehicle Enforcement Division, Automotive Safety Enforcement Division, and the Special Operations Division, have been reassigned to road patrol duties to supplement the regular patrol force across Maryland.

Rep. John P. Murtha (D-Pa.), 77, a Vietnam veteran who staunchly supported military spending and became a master of pork-barrel politics, died Monday at Virginia Hospital Center. The 19-term lawmaker died from complications of gallbladder surgery.

Elected to Congress in 1974 from a southwestern Pennsylvania district that has been economically devastated by the decline of America's coal-mining and steel industries, the gruff and jowly Murtha was beloved by his constituents for tapping billions of dollars in federal funds to seed new industries there.

He was revered among Democrats -- and even some Republicans -- for his skill in using the power of the federal purse to make kings and deals. A right-hand man of House Speaker Nancy Pelosi (Calif.), he was considered one of the most influential lawmakers on Capitol Hill and credited with her ascension.

Critics dubbed Murtha, the chairman of the powerful subcommittee that controls Pentagon spending, the "King of Pork" for the volume of taxpayer money he could direct to the area around his home town of Johnstown. Most of the largess came in defense and military research contracts he steered to companies based in his district or with small offices there.

The former Marine became a mentor to lawmakers trying to learn how to work Washington's power levers but also a symbol of the controversial congressional practice of "earmarking." In that process, lawmakers can add federal funds to the budget to give no-bid contracts to pet projects and companies of their choosing. Murtha faced a drumbeat of questions about possible ethical conflicts in his earmarks, as executives and lobbyists for the firms receiving the earmarks were among his most generous campaign contributors.

Murtha was firmly unapologetic, saying it was his duty to help his district create jobs and U.S. soldiers gain new research and tools to help them in battle. To a television crew following him in a House office building with questions about potential conflicts, he held up his miniature red, page-worn copy of the Constitution.

"What it says is the Congress of the United States appropriates the money," he said. "Got that?"

On our way to Key West on Saturday, February 6, 2010, we waited until we were on our way on the Route 1, known as “The Overseas Highway,” before we looked for a local place to eat.

The Overseas Highway connect 29 of the 200 islands we know as the archipelago, the Florida Keys.

The route was originally established as a railroad built by Henry Flagler. A horrific hurricane struck the Keys on September 2, 1935 and irreparably wrecked the railroad.

The railroad was replaced with the Overseas Highway for automobile traffic, which opened in 1938.

We found the Green Turtle Inn after traveling about 20 miles and thoroughly enjoyed our lunch.

"Ubuntu" is of South African philosophy of community spirit that can best be summed up as "I in You and You in Me."

Ubuntu will feature a variety of talented artists who grew up in other nations and now make their home in Maryland. Their art is reflective of traditional styles and worldviews from their birth nations combined with the Western aesthetic they encountered here. Home, family, love, nature, war and loss, collective themes of humanness are expressed realistically, abstractly and in mixed media.

All aboard for a mini-trip to the countryside of Italy without the hassles of airport security! Film Lovers in Carroll County (FLICC) has chosen the lavishly romantic film “Enchanted April” to be screened at the Carroll Arts Center on Friday, April 2 at 8 pm.

Since this Academy Award winning film is such a favorite with the ladies, it was scheduled to coincide with the annual Purse Auction sponsored by Seniors Keep in Touch (SKIT) that is also held at the Carroll Arts Center.

Set during post World War I, this gorgeously filmed story follows four women who rent a chateau on a remote Italian island to try to come to grips with their lives and relationships.

They explore the differences in their personalities, reassess their goals, and reexamine their relationships in a sisterly fashion. Together they find romance, hope and ultimately liberation during their month-long holiday.

It is described as a sumptuous “mini-trip” through the breathtaking countryside of Italy.

The 1992 film runs 95 minutes and is rated PG.

It stars Joan Plowright and Miranda Richardson.

Audience members are encouraged to arrive early to enjoy a glass of wine and shop at the Purse Auction.

Tickets are $6 for adults/$5 for Arts Council members, seniors 60+ and students 18 & Under.

The Carroll Arts Center is located at 91 West Main Street in downtown Westminster.

Today would be President Ronald Reagan's 99th birthday. In honor of this occasion, we post a reading list about Reaganomics with the hope that Democrat leaders in state government will discover tax cuts as an avenue to spur economic growth in Maryland and lead the state out of the recession.

Unfortunately, Maryland has pursued the opposite course. As the state was entering a severe economic recession, General Assembly Democrats allowed Governor Martin O'Malley to foist the most historic, massive tax increase on our citizens.

Businesses already hammered by the recession were crushed by O'Malley's anti-business pursuit of higher sales taxes, personal income taxes, corporate taxes and motor vehicle excise taxes. At the same time, O'Malley was adopting more stringent regulations that have added to the cost of doing business in Maryland.

In three short years, Maryland's ranking as a state favorable for economic development has plummeted from 24th to 45th.

This was the biggest one-year drop ever in the history of the rankings and was based upon the tax hikes initiated by O'Malley: "Maryland's drop from 24th to 45th out of 50 states on the Index is attributable to an increase in most of the state's major taxes for FY 2009.

They raised the corporate income tax rate to 8.25% from 7%, the sales tax rate to 6% from 5%, and the
cigarette excise tax to $2.00 from $1.00 per pack. Maryland also created four new income tax brackets, raising taxes on filers earning more than $150,000 per year. The state's top personal income tax rate is now 6.25% (up from 4.75%); that's on top of a weighted average local option rate of 2.98%. Maryland now has by far the worst personal income tax in the country, with a significantly lower score than second-place California."

With these kinds of rankings, it is obvious that Maryland needs a turn-around artist with the talents of President Reagan. In a 1996 study titled "Supply-Side Tax Cuts and the Truth About the Reagan Economic Record" by William A. Niskanen and Stephen Moore, the Reagan economic plan is described as having four key points:

"In 1981 Ronald Reagan entered the White House and immediately implemented a dramatic new economic policy agenda for the country that was dubbed "Reaganomics." Reaganomics consisted of four key elements to reverse the high-inflation, slow-growth economic record of the 1970s: (1) a restrictive monetary policy designed to stabilize the value of the dollar and end runaway inflation; (2) a 25 percent across-the-board tax cut enacted (The Economic Recovery Tax Act of 1981) designed to spur savings, investment, work, and economic efficiency; (3) a promise to balance the budget through domestic spending restraint; and (4) an agenda to roll back government regulation."

According to an economic analysis by the Joint Economic Committee of the House of Representatives: "The Reagan tax cuts, like similar measures enacted in the 1920s and 1960s, showed that reducing excessive tax rates stimulates growth, reduces tax avoidance, and can increase the amount and share of tax payments generated by the rich. High top tax rates can induce counterproductive behavior and suppress revenues, factors that are usually missed or understated in government static revenue analysis. Furthermore, the key assumption of static revenue analysis that economic growth is not affected by tax changes is disproved by the experience of previous tax reduction programs."

An economic program for Maryland's future must include a rollback of taxes and government regulations combined with true restraint on government spending in the FY11 budget.
