The snow finally vanished from my patio. It took seemingly weeks and weeks to be gone. For much of the past winter, as I remember now, Pushkin could not get enough purchase with a foot to bound into the usual area, in the farther corner, where he did his “business.” It felt like forever since the paving blocks and asphalt had last appeared in plain sight.

It started the way these things usually do. While working on a vehicle in an alley, a resident noted heat and smoke coming from a garage behind their home. A small fire quickly consumed the combustible material that had been collected over many decades and spread throughout the old buildings. The fire engulfed three separate garages initially, but very quickly spread to all six garage buildings in the row.

I sat next to my friend Jay Geiser, the owner of Doc Geiser’s Carryout and Catering. The room was packed, and I understand that there were even more people in an overflow room, watching the ceremony on television monitors.

Frederick, Maryland – The planning committee of An Evening on the Riviera is proud to announce that our October 2009 event raised over $93,000 in cash and in-kind donations and services. The event’s sponsors came from over 20 corporations and local businesses, and dozens more companies and individuals gave generous gifts for use in the silent auction and raffle.

In addition, the restaurants and caterers that participated in and competed for the coveted top prizes of the evening lent unstintingly of their time, talents and materials. Their contributions are irreplaceable in making the evening the unique experience that it is for our patrons.

An Evening on the Riviera is produced entirely through the efforts of a volunteer committee. The combined dedication of our volunteers and our many sponsors and participants make it the highly entertaining and magical evening that it is, while at the same time allowing us to maximize our charitable contributions to our community. All distributable proceeds from the event go directly to local Frederick County charities. The 2009 beneficiaries include The Women’s Giving Circle and The Boys and Girls Club of Frederick County.

The Boys & Girls Club of Frederick County works with young people from disadvantaged economic, social, and family circumstances. The money received from the 2009 An Evening on the Riviera is being used to support a variety of programs, including SmartGirls, Passport to Manhood, Youth for Unity, LearningPlus, and ReadingPlus.

Rielle Hunter’s revealing interview in the new issue of GQ isn’t the only thing raising concern. The baby mama of disgraced politician John Edwards is apparently not pleased with how several suggestive photographs turned out in the magazine spread.
On “The View” Monday morning, co-host Barbara Walters said she had already spoken to Hunter, who had “cried for two hours” after seeing what she called “repulsive” images.

Republicans have seen the ‘Slaughter solution’ before

Republicans made major hay Tuesday out of the “news” (it was reported by the Washington Post today after several days of reporting by The Daily Caller and other news organizations) that Democrats may use the “Slaughter solution” to pass the health care bill.

The plan to “deem” the Senate bill passed when the reconciliation bill passes does make Democrats look sneaky, but at least one Republican Tuesday said the use of a “self-executing rule” was not actually lawful.
Rep. Mike Pence, Indiana Republican, said the Democrats’ plan “tramples on the Constitution.”
“I’ve understood this ever since I saw School House Rock,” Pence said, according to Politico.
But Pence voted in favor of a “self-executing rule,” the same procedure that will make the “Slaughter solution” possible, three times when Republicans controlled the House, according to a list of the votes provided by House Democrats to The Daily Caller. Anthony Troy Soligny, 33, of New Windsor, Carroll County, Maryland, is accused of attacking his wife with a hammer on March 2, 2010

Maryland State Police say Soligny allegedly assaulted his wife with a steel and rubber hammer, which police said they have taken into evidence.

At about 11:30 p.m. March 2, 2010, State Police at the Westminster Barracks received a 911 call from the victim, who had gone to a neighbor’s home to call police.

Troopers found the victim had sustained what appeared to be severe blunt force trauma injuries to her head. She was transported by ambulance to the Carroll Hospital Center, then later to Shock Trauma Center.

After the alleged assault on March 2, 2010, Soligny fled the state. He was arrested the next day, March 3, 2010, while traveling on I-85 just outside of Lavonia Georgia. He was subsequently locked up in Franklin County Detention Center in Carnesville, Ga., until Maryland State Police returned him to Carroll County.

On Tuesday, March 9, 2010, Maryland State Police spokesman Greg Shipley said Soligny arrived at the Carroll County Detention Center at 5:45 p.m. He was flown back to Maryland by troopers on a State Police plane. “There were no problems reported during transport.”

On March 11, 2010, a judge ordered the defendant held without bail. It was further ordered that Soligny have no contact with the alleged victim, (his wife) or “the minor children,” and that Soligny be given a psychiatric evaluation.

Captain faces court-martial in 2 Iraqi deaths

A Colorado soldier faces a court-martial March 1 on charges that he ordered Iraqi officers to kill Iraqi civilians.
Capt. Carl Bjork of Evergreen, Colo., is charged with one count of reckless endangerment and two counts of premeditated murder.
Prosecutors say the incident happened in December 2006.

Bjork’s father, Peter, said he was upset that it took more than three years for the case to reach this point.
“I see it as a slap in the face,” Peter Bjork said.
Bjork is not in custody and currently is serving as a guard for USO entertainers. He has received the Bronze Star.

During this 2007 special session, Republican Senators opposed these tax increases and forewarned that the net result would be revenue losses as this mobile segment of the population relocated their primary residences.
Wall Street Journal editorial writers agreed in a May 2009 opinion entitled “Soak the Rich – Lose the Rich” that described how the misguided budget policy of the O’Malley Administration would lead to outward migration of the very segment of the population that a state wants to keep for a healthy, progressive economy. In response, Democrats in Annapolis produced their own analysis attributing the loss of high income tax filers to the normal slack-off of annual returns.

After just ten months in office, Governor Martin O’Malley orchestrated the largest tax increase in Maryland history. His Executive Order issued in October 2007 to convene the General Assembly of Maryland into a special session stated the following goal: “for the purpose of passing legislation to address Maryland’s structural deficit.” The deficit was estimated to reach $1.7 billion by FY09.

Misguidedly, O’Malley also increased state spending during the special session and his lofty plan to tax-and-spend out of future deficits failed. His current budget contains out-year structural deficits in excess of the one he attempted to cure three years ago: $1.75 billion in FY12; $2.14 billion in FY13 and $2.13 billion in FY14.

The Brinkley-Pipkin budget reduction act (Senate Bill 1004) had a hearing before the Senate Budget and Tax Committee today. By taking significant steps to further reduce spending in this year’s budget process, the Brinkley-Pipkin plan buys additional time to constrain spending to the existing available revenues without the need to raise taxes.

A key feature of the plan is the elimination of built-in statutory increases in state programs. This feature and an additional $75 million in spending constraint over the next three years would allow current revenues to “catch-up” with spending, thereby bringing ongoing spending and revenues into balance.

Many lobbyists and county officials testified today against additional cuts to state spending. Representatives of unions also opposed the Brinkley-Pipkin plan of additional cutbacks including the removal prevailing wage from state projects. The majority of citizens and taxpayers who testified supported all efforts to cut back government overspending.

If adopted, the Brinkley-Pipkin plan would have fund balances instead of deficits over the next four years as shown by the chart below (O’Malley out-year deficits are shown in red; Brinkley-Pipkin fund reserves with balanced budgets are shown in green).

(Pikesville, MD) State public safety officials are hoping Governor Martin O’Malley’s meeting today with members of Maryland’s Congressional Delegation will result in funding for much needed projects that will directly and positively impact law enforcement effectiveness in Maryland.

Governor O’Malley is presenting the public safety priorities today as part of a package of statewide initiatives. The public safety list ranges from funding for first responder interoperability, to a new bomb robot, to updated and additional in-car camera equipment for State Police patrol cars.

“Each of these requests has been carefully reviewed and prioritized in regard to what would be the most effective in helping us reduce violent crime and enhance homeland security in Maryland,” Colonel Terrence B. Sheridan, Superintendent of the Maryland State Police said. “Communication, computerization, consolidation, and cooperation are our goals as we work to do our job better at the state level, while working in coordination with local authorities.”

At the top of the list is first responder radio interoperability. Governor O’Malley has already launched a statewide effort to ensure all state and local law enforcement and emergency response agencies can communicate, especially in times of disaster. The request is for $20 million to achieve interoperability for both routine and emergency communications between all state and local law enforcement agencies in Maryland.

“These projects are important not only to law enforcement, but also the emergency management community,” said Richard Muth, Executive Director of the Maryland Emergency Management Agency. “Funding for radio interoperability is especially needed to help agencies from jurisdiction to jurisdiction and discipline to discipline communicate during major emergencies.”

“Security Integration is a critical element of the O’Malley administration’s public safety strategy,” said Kristen Mahoney, Executive Director of the Governor’s Office of Crime Control and Prevention. “These priorities help achieve it by supporting seamless coordination and consistent information-sharing in law enforcement. The people of Maryland will be the winners.”

A request for $500,000 would fund a Maryland Transportation Authority Police project that would complete the installation of license plate readers at all critical bridge and tunnel highways in the Baltimore area. License plate readers automatically check vehicle registration plates and immediately alert police to stolen cars, wanted fugitives, suspended tags, or other criminal violations.

“The Maryland Transportation Authority (MDTA) Police have found the use of license plate reader technology to be a valuable tool as we accomplish our goals of securing critical transportation infrastructure throughout Maryland.” said MDTA Police Chief Marcus L. Brown.

A funding request for $10 million will permit the implementation of a computer aided dispatch and records management system for state law enforcement agencies in Maryland. This would enable the Maryland State Police, Maryland Transportation Authority Police, Maryland Natural Resources Police, and other critical state public safety agencies to use the same dispatch and records management system. These departments would then have the ability to share resources more effectively, while providing real-time crime statistics and information to each agency. Ultimately, this technology will modernize crime fighting and information sharing, while providing for more effective policing and public safety services.

Working to increase homeland security preparedness includes ensuring the proper deployment of needed resources. A funding request of $1.3 million will provide for the purchase of an additional bomb squad robot and robot response vehicle, along with related bomb disposal equipment. This unit would be assigned in the metropolitan Baltimore area. Acquisition of this new unit would reduce response time and increase the safety of Office of the State Fire Marshal Bomb Squad technicians, other law enforcement personnel, and citizens living near the scene of an incident involving explosives.

In-car cameras have become a valuable component in Maryland State Police patrol cars. They act as a silent, unbiased witness to the interaction between troopers and citizens during traffic stops and often provide the immediate resolution of concerns arising from those contacts. Those recordings also are a valuable resource for State Police supervisors to assess the skills of their troopers and they aid troopers in their court testimony during both traffic and criminal proceedings. A funding request of $2.3 million would be used to expand the current number of in-car cameras and update the video systems currently in use with digital camera systems.

When a person is arrested, police take fingerprints and photographs that are used to record the individual’s identity. Routinely, suspects are encountered who provide a false identity. This issue has become increasingly important as law enforcement deals with issues of terrorism and homeland security.

The Maryland State Police hopes a $1.9 million funding request can be used to obtain “live-scan” fingerprinting and photographing equipment for 12 of its barracks located in counties where there is no central booking system, as well as one for the Licensing Division and one for the Forensic Sciences Division. The live-scan machine eliminates the manual ‘ink-rolled’ fingerprint card and takes a scanned image of a person’s fingerprints. It allows for the immediate transmission of those prints and photographs for identification purposes and will increase the number of warrants being served when a person’s identity is promptly confirmed.

Improving public safety through reducing violent crime and enhancing homeland security continues to be a top priority for the O’Malley-Brown Administration. These and other public safety federal funding priorities are proof that every opportunity is being taken to protect our citizens and make Maryland safer.

Final tax data from 2008 now proves what many predicted but had been strenuously denied by Democrats in Annapolis: Maryland’s high income earners are voting with their feet.

In calling a special session for the purpose of passing an historic tax increase less than a year after his election, Governor Martin O’Malley changed Maryland’s personal income tax from a flat rate to a graduated system with a surcharge on high income earners. During this 2007 special session, Republican Senators opposed these tax increases and forewarned that the net result would be revenue losses as this mobile segment of the population relocated their primary residences.

Wall Street Journal editorial writers agreed in a May 2009 opinion entitled “Soak the Rich – Lose the Rich” that described how the misguided budget policy of the O’Malley Administration would lead to outward migration of the very segment of the population that a state wants to keep for a healthy, progressive economy. In response, Democrats in Annapolis produced their own analysis attributing the loss of high income tax filers to the normal slack-off of annual returns.

Now the late filers have completed their returns and final numbers have been tallied. Instead of $106 million of new revenues predicted by O’Malley’s budget office, Maryland saw a decline of $257 million – for a total gap of $363 million. This is just part of the problem created by O’Malley that results in continuing out-year deficits over $2 billion each year.

In a follow-up editorial printed this week, the WSJ editors conclude: “We reported in May that after passing a millionaire surtax nearly one-third of Maryland's millionaires had gone missing, thus contributing to a decline in state revenues. The politicians in Annapolis had said they'd collect $106 million by raising its income tax rate on millionaire households to 6.25% from 4.75%. In cities like Baltimore and Bethesda, which apply add-on income taxes, the top tax rate with the surcharge now reaches as high as 9.3%—fifth highest in the nation. Liberals said this was based on incomplete data and that rich Marylanders hadn't fled the state. Well, the state comptroller's office now has the final tax return data for 2008, the first year that the higher tax rates applied. The number of millionaire tax returns fell sharply to 5,529 from 7,898 in 2007, a 30% tumble. The taxes paid by rich filers fell by 22%, and instead of their payments increasing by $106 million, they fell by some $257 million.”

A tragedy as the result of domestic violence has once again struck Carroll County.

In an incident yesterday, an ex-husband is alleged to have shot his way into the home of his ex-wife, killed her fiancé, and then turned gun on himself.

(Hampstead, MD) – The Maryland State Police were called to the scene of an apparent murder-suicide, in the late-morning hours of Tuesday, March 16, 2010, just outside of the town of Hampstead in northern Carroll County, Maryland, which has left two men dead.

According to the Maryland State Police, a 911 call came in to Carroll County Emergency Operations Center shortly after 11:00 a.m. “from a woman in the 1200-block of Allview Drive. She told the dispatcher that her ex-husband had just come into her home and shot her fiancé before shooting himself.”

When police arrived they found two deceased males in a first floor family room at the rear of the house, according to Maryland State Police spokesman Greg Shipley.

A subsequent investigation indicates that one of the males, identified as Michael L. Swift, III, 45 of the 3600-block of Benson Ave., Halethorpe, Baltimore County Md, is alleged to have used a shotgun to shoot his way through a sliding glass door in the back of the house.

At that point, police believe that Swift shot Zaidan S. “Steve” Asid, 51 and then turned the gun on himself. A .12-gauge shotgun was still in the possession of Swift when police arrived.

The police investigation revealed that the woman, (whom Kevin Dayhoff - Soundtrack will not identify because she is the victim of domestic violence,) who had made the 911 call, is apparently the former wife of Swift - and currently the fiancé of Asid, and lived at the home.

Police indicate that she was in the residence at the time of the shooting. She was taken for a medical examination, but found to be apparently unharmed physically. No one else was in the home at the time of the shooting.

The deceased were transported to the Office of the Chief Medical Examiner for autopsies as the Maryland State Police Homicide Unit spent the rest of the afternoon investigating the scene.

The annual “Corbit’s Charge Civil War Ball” Invades the Old Armory in Downtown Westminster on March 27th.

The 3rd Annual Corbit’s Charge Civil War Ball will take place this year on March 27, in the gymnasium of the old Longwell Armory (known today as the Westminster Family Center), 11 Longwell Avenue, in Downtown Westminster, Maryland, from 8:00 pm. until 11:00 p.m.

The annual event is hosted by the Corbit’s Charge Commemoration Committee and the City of Westminster’s Department of Recreation and Parks.

Proceeds will benefit the Corbit’s Charge Commemoration Committee, which is a not-for-profit organization affiliated with the Community Foundation of Carroll County.

The commemoration committee is dedicated to educating the public on Corbit’s Charge, which is also known by some historians as “The Battle of Westminster,” and other Civil War events that occurred in Westminster.

The annual ball particularly helps fund the commemoration committee’s sponsorship of Corbit’s Charge Commemorative Weekend held annually the last weekend of June.

According to a release by the city and the commemoration committee, attending the ball allows a person to “Experience a sense of what life was like more than 145 years ago … for an evening of 1860s period dancing, dance instruction, light refreshments, door prizes, and fun in Historic Downtown Westminster.

“Noted dance instructors and callers Briant and Karin Bohleke of the Gettysburg area will serve as the dance master and mistress. Live period dance music will be performed by Peg Shutes and Bruce Young of Smash the Windows from State College, Pennsylvania.”

“The ball is for the experienced and beginner alike and a partner is not required. Well-behaved children may attend; however, they need to be able to follow the calls to participate in the group formation dances.

“Your best 19th Century period attire is requested but not required; appropriate modern semi-formal attire is acceptable. Shoes with flexible leather soles are recommended for all dancing. Sandals, slides and rubber-soled athletic shoes are not desirable footwear for dancing. Please remember that spurs, swords, heel plates, and firearms are prohibited in the gym and on the building grounds.”

For those who did not attend the original conflict that inspired events such as the ball or the annual weekend in June, Corbit’s Charge took place on June 29, 1863 in Westminster.

At that time, according to the release, “90 men of Companies C & D of the Union First Delaware Cavalry engaged the vanguard of Major General J.E.B. Stuart’s 5,000-man cavalry division of the Confederate Army of Northern Virginia.”

“The brisk cavalry fight at the corner of Main Street and Washington Road became known as Corbit’s Charge, named after the commander, Capt. Charles Corbit, of the brave union troops. While it was a confederate victory, the battle helped to impede Stuart’s ability to link up with Confederate infantry in Pennsylvania and was a contributing factor in the defeat of Lee at Gettysburg.”

Tickets for the ball are $20 per person. Free parking is available in the Longwell parking deck or on the Longwell surface lot. If you are arriving by horse and buggy, please bring your own hay and horse feed.

Dr. Robert Lee Gossweiler, 76,

Dr. Robert Lee Gossweiler, 76, of Stewartstown, Pa., died Thursday, March 11, 2010, at Carroll Hospital Center in Westminster.

Born May 24, 1933, in Flushing, N.Y., he was the son of the late John Wesley and Corinne Stern Gossweiler.

He was the husband of Carol Gossweiler, his wife of 53 years, whom he married June 9, 1956. He served in the Army medical corps from 1962 to 1964, and was also a civilian physician at Ft. Dietrich during Jimmy Carter's presidency.

He was an emergency room physician and board certified pediatrician employed with both Carroll Hospital Center and Washington County Hospital in Hagerstown retiring in 1995.

Surviving, in addition to his wife, are children Dr. Robert L. Gossweiler, of Frederick, Katharine L. Prebula, of York, Pa., James C. and Christopher D. Gossweiler, both of Baltimore, and Elizabeth Anne Hollis, of Houston, Texas; and 11 grandchildren. He was predeceased by a daughter, Suzanne Regina Gossweiler.

There will be no visitation.

A graveside service will be held at 1 p.m. Wednesday in Flushing Cemetery in Flushing, N.Y. Memorial contributions may be sent to Carroll Hospital Center, 200 Memorial Ave., Westminster, MD 21157.
