The Orioles will play their first of 16 home spring training games in 2011 at the newly renovated Ed Smith Stadium in Sarasota on Tuesday, March 1 against the Tampa Bay Rays. 2011 marks the second consecutive spring training for the Orioles in Sarasota, and the first in the newly renovated ballpark.

By the time Grapefruit League play begins in Sarasota, Ed Smith Stadium will have undergone extensive improvements which dramatically transforms the ballpark aesthetics and radically expands areas and amenities for fans. Improvements to the player facilities include new dugouts and bullpens; a new half field with AstroTurf; refurbished batting cages; and a practice field with the same dimensions as Oriole Park at Camden Yards.

Stop public financing of political campaigns

Lee Habeeb, OpEd Contributor"If Arab countries like Iraq -- and now Egypt -- can unleash the God-given talents of its people and extract wealth not just from the ground but its citizens as well, watch Arab self- doubt begin to fade. And with it, anti-Semitism and anti-Americanism, too."

So far in 2011, 14 law enforcement officers have been killed, a trend that extends from 2010, which was one of the deadliest years on record, according to statistics released by the National Law Enforcement Memorial Fund on Monday.
The uptick in attacks on officers prompted a police union spokesman to say field officers are concerned about a "war on cops."
Richard Roberts, spokesman for the International Union of Police Associations, told MSNBC, "It's not a fluke. There's a perception among officers in the field that there's a war on cops going on."
On Monday, three officers were shot — two fatally wounded, and one injured — while serving an aggravated battery warrant at a home in St. Petersburg, Fla. On Sunday, four officers were shot at aDetroit Police precinct; two Kitsap County (Wash.) Sheriff's deputies were shot at a Walmart while responding to a call reporting a suspicious person; and police officers in Indianapolis and Lincoln City, Ore., were critically injured in shootings during traffic stops.
As of Jan. 24, officer fatalities have been recorded in eight states, including multiple deaths in Florida (5), Texas (2), and Ohio (2). Florida and Texas were among the top five states leading officer deaths in 2010 (along with California, Illinois, and Georgia).
"The devastating spike in law enforcement officer fatalities in 2010 has tragically continued in the first month of 2011," according to Craig W. Floyd, chairman and CEO of the National Law Enforcement Officers Memorial Fund. "I have never seen anything like it. The violent events of the past 24 hours in Florida, Michigan, Indiana, Oregon and Washington have been detrimental to America's peace officers, taking the lives of two and injuring several others. We must do everything in our power to stop these senseless and heinous crimes against our law enforcement personnel."
According to the National Law Enforcement Officers Memorial Fund's preliminary "2010 End of Year Officer Fatality Report," officer fatalities reached 162, a nearly 40 percent increase from the 117 in 2009. Of the 162 officers killed in the line of duty, 61 were shot — a 24 percent increase from 2009. Tragically, the trend continued with 14 officer deaths in January, 10 of which resulted from shootings accounting for a 40 percent increase compared to the same period in 2010.
"As recent events show us, there is a more brazen criminal prowling the streets of America and our law enforcement officers responsible for protecting our communities are uniformed targets for these criminals," according to Floyd.
The following nine officers are the most recent gunfire-related fatalities:
  • Clark County (Ohio) Sheriff's Deputy Suzanne Hopper was shot and killed while responding to a disturbance call at a mobile home park on New Year's Day.
  • Rainier (Ore.) Police Chief Ralph Painter was killed by a fatal gunshot wound to the head on Jan. 5, while responding to a call reporting a car theft at a strip mall.
  • Baltimore City (Md.) Police Officer William H. Torbit, Jr. was fatally shot during an altercation outside a night club on Jan. 9.
  • Lakewood (N.J.) Patrolman Christopher Matlosz was shot and killed as he approached a suspect while patrolling a residential area on Jan. 14.
  • Livonia (Mich.) Officer Larry Nehasil was fatally wounded by a burglary suspect during a shootout on Jan. 17.
  • Miami-Dade (Fla.) Officers Roger Castillo and Amanda Haworth were fatally shot as they attempted to serve a murder warrant at a Miami, Florida home on Jan. 20.
  • St. Petersburg (Fla.) Sgt. Tom Baitinger and Officer Jeffrey Yaslowitz were gunned down and killed while attempting to serve a warrant on Jan. 24. A U.S. Marshal was also wounded but is in stable condition.

Employee Fairness Act

James Carville, Bill Clinton's political adviser back in 1996, likes to tell the story of how he made sure Clinton's campaign for reelection remained focused was by slapping a sign on the wall of his office, for all to see, that said "It's the economy, stupid!" Clearly I'm not a fan of Carville's, and am even a lesser fan of Clinton's, but they at least had that one thought right; that America is at its best when employers are hiring and people are working and government should constructively do everything possible to make that situation a reality.

In fact, HB 87, the Job Applicant Fairness Act, is another in a long line of Orwellian sounding steps toward employer/employee satisfaction, when in fact it's merely another regulation that will continue to roadblock ending or reducing unemployment.  It's a directive our employers could do without in these trying times.

If passed, this bill would prohibit most employers from using an applicant's or employee's credit report or credit history in determining whether to hire them or not.  In addition, HB 87 allows workers to bring civil actions against their employers if they think their termination was brought about by their poor credit report or other debt.  At first glance, that all sounds well and good for the employee.

But what about what's good for the employer?  Only people who have never worked in the private sector or operated their own business, like some members in the General Assembly, would think that introducing doubt and uncertainty into the hiring process would get more people jobs, resulting in lower unemployment.  Why would a business hire a worker they don't know?  Why would a business hire a worker they are then unable to terminate without the threat of being sued?  Why would an employer allow someone with an unknown past handle money or sensitive information?

In addition to the lost wages and reduced tax revenue resulting from this recession, last year alone Maryland paid out almost $1 billion in unemployment compensation benefits to people without jobs.  And with new federal legislation requiring unemployment benefits to be paid for 99 weeks or more, you can assume this year's unemployment compensation payout statewide will be even higher than $1 billion.

You'd expect Maryland's state legislature to make it as easy, and as encouraging, as possible for businesses to bring as many new workers online. But those expectations would be misplaced.

Instead, the consequences of HB 87 and other misguided "feel good" regulations, coupled with Maryland's high business and income tax rates, including a complete lack of employer incentives, as well as high unemployment insurance premiums, is continued joblessness and loss of prosperity.  This bill is a prime example of why Maryland employers are leaving and companies like Northrup Grumman continue to locate in neighboring states like Virginia.

Make your voice heard!
On Wednesday, February 23rd at 7:00pm, the Howard County Delegation to the Maryland General Assembly will be listening to the views of Howard County Citizens on pending statewide legislation. The hearing will be held at the George Howard County Office Building in Ellicott City.  Please consider participating and letting us know how you feel on important issues.
As always I appreciate the opportunity to represent you and your families in Annapolis!

Sincerely,
Warren
