Even though a state law ending ground-rent ejectments takes effect today, Baltimore residents will for years face the prospect of having their homes seized by investors or being hit with large fees over small unpaid land debts. About 775 cases - some dating to 2003 - are pending in Baltimore Circuit Court, including more than 300 new ones filed in June as ground-rent owners rushed to get cases logged in under the old law. There were 154 lawsuits filed on Friday alone.

Miscommunication, address confusion caused error, officials say

 The Baltimore housing department recently tried to give away some money — $1,105 to be exact.

That was the amount of a check sent to retired lawyer Constance Putzel in June, with a notation that the city was paying her for ground rent she held on several city-owned parcels at Old Town Mall.

Except Putzel hasn't been entitled to any such payments since 2011. That year, the city paid her a lump sum of nearly $14,000 to extinguish Putzel's claim on the land under its property."

State can't take away ability to seize and sell homes over unpaid ground rents, court rules



Maryland's highest court tossed out Wednesday the heart of an ambitious legislative effort to stop homeowners from losing their property over unpaid rent on the ground beneath their houses.

The Court of Appeals ruled that the law violated the rights of "ground-rent" owners by taking away their ability to seize and sell the homes of tenants who don't pay, then keep the proceeds. Allowing owners to bring foreclosure proceedings instead was not a reasonable substitute, the court said.

The decision throws into doubt sweeping 2007 changes to a Colonial-era system under which many homes in Baltimore and around the state sit on ground that is owned by a leaseholder. Homeowners on those properties are legally required to pay rent, usually twice a year, to the holder of the ground rent.

"ROCK HILL — An off-duty S.C. Highway Patrol trooper who tried intervening in a domestic assault at a Rock Hill gas station Sunday was briefly dragged by a car after his hand became stuck in the driver’s side door. He pulled himself free after he hopped onto one of the vehicle’s running boards, police say. 

 Authorities are searching for the two suspects who jumped into the sport utility vehicle and took off while the trooper tried calling for police backup. 

 At about 4:30 p.m., Lance Cpl. Michael Shank, 39, was at the Murphy Express gas station off S.C. 161 when he witnessed a fight between a man, possibly in his early 20s and about 165 pounds, and a woman, possibly in her late 30s or early 40s with long blond hair, according to a Rock Hill Police report. The man, police reported, was hitting the woman."

News from The Hill Oldest congressman forced into primary runoff

Rep. Ralph Hall (R-Texas), the oldest member of Congress, has been forced into a potentially perilous runoff in his primary against former U.S. Attorney John Ratcliffe (R).

The Associated Press called that the race will head to a May runoff, with Hall leading Ratcliffe by 45 percent to 30 percent with 27 percent of precincts reporting.

A runoff could be treacherous for the 90-year-old congressman. Ratcliffe has already given his campaign close to a half-million dollars and is promising to donate more, while Hall, caught by surprise in the race, has very little money in the bank.

Many residents today may not recall the crazy-quilt "dog leg" intersection of John, Bond and Main streets, or the equally mismatched collision of Main and Liberty streets, Railroad Avenue, and the train tracks in Westminster.

Years ago, these intersections did not look anything like they do now. Today, they form a perfect "cross."

But years ago, a motorist traveling south on John Street or Railroad Avenue had to make a 90-degree right turn onto Main Street, then hang a quick left to get on either Liberty or Bond Street and get through the intersection.

It may have worked well enough in the horse and buggy days. But by the 1970s, it was nuts.

Finally, sanity ruled and the two intersections and the bridge over the railroad tracks on East Green Street were rebuilt in the mid-1970s.

Many years ago, the area that we now know as John and Carroll streets in Westminster was known as the "space between."

"Stephen Colbert's satire usually springs forth from his desk at Comedy Central. But he was on location for the RSA conference last week even though some of his fans had asked him to boycott. It seemed like the makings of some solid drama.

But Colbert defused the situation by using his right-wing persona to poke fun at cryptographers, the NSA, and RSA itself. Last year RSA was accused of being paid $10 million by the NSA to intentionally weaken one of its encryption algorithms. And Colbert brought it up. He said, “The elephant in the room is that I was asked not to come speak here. That came as something of a shock to me. Normally I'm asked not to be somewhere only after I've spoken.”"

According to Carroll County Public Schools, Heather Dewees has been inducted into Mount Saint Mary’s Athletic Hall of Fame

A recent press release reported, “Heather Dewees, a social studies teacher at North Carroll High School and the girls’ basketball coach at Manchester Valley High School, has been inducted into the Mount Saint Mary’s University Athletic Hall of Fame.

“Dewees was inducted for her performance on and off the court as a student athlete. She played women’s basketball and graduated eighth in her class, Summa Cum Laude, with a double major in History and Spanish and a minor in Theology. As a member of the Mount Saint Mary’s basketball team, Dewees scored over 1,000 points and helped lead the Mountaineers to some of the most successful seasons in the program’s Division I history.

“In her final two seasons, Dewees helped the Mount win two conference championships and secure the NEC’s first-ever automatic bid to the NCAA Tournament in 1994. She started in both of the Mount’s NCAA tournament games in 1994 and 1995.


“She was named to the NEC All-Newcomer Team, First Team All-NEC and All-NEC Tournament Team.”
