Born October 9, 1948, he was the son of the late Charles A. and Mary R. Byers Barnes. He was the devoted husband of Florence J. Barnes and loving step father of Jenna B. Wilmot and husband, Chris, of Cockeysville. He is also survived by his Aunt, Sandra Cook, cousins, Gregory Hutsell, Jeffrey Hutsell and Jennifer Freeman, all of Westminster.

Mr. Barnes graduated from Westminster High School in 1966, and after working a short period at Bendix Field Engineering, he was drafted into the US Army in 1968. In 1969, he qualified as a Green Beret, after which he served in Vietnam as a member of the 5th Special Forces Group (Airborne). After receiving two Bronze Stars (one for “Heroism in Ground Combat”), the Combat Infantryman Badge (CIB), and being Honorably discharged in 1971, he attended and graduated from the University of Baltimore Law School.

He was thereafter a career prosecutor serving both with Frederick County State's Attorney's Office and Carroll County State's Attorney's Office. He was distinguished as Chief Narcotic's Prosecutor for Frederick County from 1991 through 1994. From 1995 until present, Mr. Barnes served as the elected State's Attorney for Carroll County, Maryland.

Since becoming a prosecutor in 1978, Mr. Barnes personally prosecuted thousands of criminal cases. He also oversaw a busy office comprised of 54 staff members - all responsible for successfully prosecuting criminal, juvenile and traffic cases in Carroll County's three courts. Mr. Barnes devoted his entire working career to helping his community.

Over the decades, he helped others both professionally and personally, many times when they did not even know it. Among some of his initiatives, he spearheaded and implemented the Heroin Action Coalition and established a position specifically designated to prosecute Domestic Violence cases.

Mr. Barnes was a specialist in drug enforcement serving as Chief Narcotics Prosecutor and actively prosecuting numerous drug distribution and other serious drug felony and misdemeanor charges. He attended and graduated from the Drug Enforcement Administration Agent's Course and the Maryland State Police Undercover Drug Course. He was sworn in as Assistant U.S. Attorney for the District of Maryland to prosecute drug cases.

Throughout his legal career, he received a multitude of awards for his hard work, leadership and dedication to the citizens of Carroll County and the State of Maryland. Highlights of the numerous awards and accolades he received include but are not limited to the following:

LOCATION: 1299 NAUGAHYDE RD BOX: 0317, off Gorsuch Road near the railroad tracks and Tannery Road, Westminster, MD 21157

INCIDENT Classification:  FIRE SUPPRESSION - EMS/RESCUE

INCIDENT DESCRIPTION: At 12:46 p.m. Carroll County firefighters and EMS personnel were dispatched to a report of a house fire in the 1200 unit block of Naugahyde Road in Westminster.

INITIAL ON-SCENE UNIT and Initial Findings: Upon arrival of the first unit, WFD E-33, at 12:57, Lt. 3-1 (JE,) found the 1½ story Cape Cod house with attached garage, fully involved. Eight volunteer fire departs responded from Carroll and Baltimore Counties.

ACTIONS TAKEN: Lt. 3-1 Josh Evans assumed incident command. The building had already sustained extensive damage – collapsed roof. Initiated exterior attack. Requested tanker task force at 1:02 p.m. Fire was declared under control at 13:27 p.m.

According to a subsequent Nov. 22, 2014 report by Deputy State Fire Marshall Bruce D. Bouch, “Nearly 40 firefighters from Westminster, Reese, Hampstead, Gamber, Pleasant Valley, Manchester, Taneytown and Arcadia Volunteer Fire Departments brought the fire under control within 45 minutes after arrival.  First arriving crews found the garage and a portion of the home next to the garage, fully engulfed in flames.  No other injuries were reported during the incident. 

Bouch’s Nov. 22 report further indicated, “A team of investigators from the Office of the State Fire Marshal and the Carroll County Sheriff’s Office are actively working to determine the cause for the fire and death of the homeowner at 1299 Naugahyde Road in Westminster. 

“The 12:46 p.m. blaze on Friday, November 21, 2014, was initially called in by the homeowner, Gordon Edwin Fisher, Jr. (75), and the phone was disconnected shortly afterward.  The neighbor, a retired Baltimore County firefighter and a Carroll County Deputy Sheriff arrived first and located the victim in cardiac arrest, at the front door of the 1½ story Cape Cod style dwelling with attached garage. They quickly removed Mr. Fisher to the exterior and initiated CPR.  An EMS crew arrived from Westminster Fire Department and continued treatment; however Paramedics were unsuccessful in their attempts to revive the victim.

“The body of the victim was transported to the Office of the Chief Medical Examiner for determination of cause of death.  The origin and cause for the fire remain under investigation at this time.  Damage to the structure and contents is estimated at nearly $250,000.”

The Honorable Paul G. Zimmermann was elected Register of Wills in 2002. He is currently the Treasurer and Legislative Liaison for the Register of Wills Association.

Paul graduated from Lehigh University with a B.A. in Government and received his J.D. from the University Of Baltimore School Of Law. Prior to becoming Register of Wills, Paul was an Assistant County Attorney in Carroll and Frederick Counties and he was Counsel to the Maryland State Unemployment Board of Appeals. He also was in private practice for a period of time. In between Lehigh and UB he worked as a sales representative for Hall's Motors.

Over the years, Paul has been involved with the Carroll County Arts Council (past President and Board member), Carroll Players (past President and Board member), the Carroll County Chapter of the American Cancer Society and Carroll Hospice, through Camp TR. He is the Director and co-founder of FoolProof Improvisational Theatre, an acting troupe comprised of high school students from throughout Carroll County, performing scenes dealing with drug abuse and other societal issues, before schools and rehabilitation centers.

Paul Zimmermann is the 17th Register of Wills for Carroll County. John Baumgartner was the very first Register, taking office on April 10, 1837. Joseph M. Parke served two separate terms, from 1853 to 1865, and from 1867 to 1873. Reese Starner served the longest, from 1966 until 1995.

It was an eerie juxtaposition in Westminster on the Saturday after Thanksgiving. Participants were making their final preparations for marching in the annual Westminster Christmas parade — "Miracle on Main Street."

But word spread quickly through the tight-knit community of law enforcement, public officials and old main-line Carroll County families that Carroll County State's Attorney Jerry Barnes had died.

Later, as the parade began, Capt. Richard L. Hart Jr., of the Carroll County Sheriff's Office, released a statement: "at approximately 10:30 a.m., Carroll County Sheriff's Deputies responded to … a report of an attempted suicide.

Upon the Deputy's arrival, EMS personnel were providing aid to a male who was suffering from what appeared to be a self-inflicted gunshot wound. The man was transported to the Carroll Hospital Center where he was pronounced dead."

 The man was identified as Jerry Francis Barnes, the Carroll County State's Attorney, a Vietnam veteran, "
