On Saturday January 17, 2015 from 2:00 p.m. - 4:00 p.m. at Grace Hall Grace Lutheran Church 21 Carroll St. in Westminster, Maryland the Historical Society of Carroll County will host birthday party for Carroll County. The event is free.

This year’s speaker is Michael Dixon, who will make a presentation on “The Mason-Dixon Line: The Story Behind the Boundary.”

According to information from the Historical Society, “Born as the result of a bitter territorial dispute over royal land grants, the Mason-Dixon Line was surveyed between 1763 and 1767 to settle the boundaries for Pennsylvania and Maryland.

“After 1820, when the Missouri Compromise created political conditions which made the line important to the history of slavery, it became associated with the division between the free and slave states. Today the line is still seen by many as a symbolic dividing line for regional attitudes and customs. This program explores the story of the line, which runs through our land and our history, along with the perceptions that have developed about the boundary.”

Recently, the Historical Society of Carroll Count announced a new executive director. According to a news release:

Westminster, MD - The Historical Society of Carroll County (HSCC) is pleased to announce Gainor B. Davis, Ph.D., as its new executive director. Davis will fill the vacancy created by Fred Teeter’s retirement in January. Davis brings more than two decades of nonprofit experience to the HSCC, most recently serving as president of the Western Reserve Historical Society in Cleveland, OH, where she moved the institution from a deficit position to four years in the position of profit. Davis will begin her new position at the HSCC on Jan. 20, 2015.

Davis’ background includes over 25 years of executive planning, administration, communications, and marketing experience in the nonprofit sector. Special areas of expertise include strategic planning, finance, operations, fundraising, public affairs, earned income generation, and educational programming development. Davis has served as the president for the York County Heritage Trust, PA, director for the Vermont Historical Society, VE, and the Longue Vue House & Gardens, LA. She also worked as a director for the Historical Society of Pennsylvania, and as a membership coordinator for The Henry Francis Du Pont Winterthur Museum in Delaware.

Davis’ community involvement has included serving on the board for The Vermont Civilian Conservation Corps, Chapter 11; Barre Partnership (National Trust Downtown Program); Executive Committee, University Circle Inc., Cleveland, OH; and 100 Year Club of the Western Reserve.

2015 Board Chair James Lightner commented: "We are delighted to welcome Dr. Davis as the new Executive Director of the Historical Society of Carroll County. Dr. Davis brings a wealth of background in historical society leadership, fundraising, programming, and community development. When I first learned that President Obama had sent James Taylor with Secretary John Kerry to Paris to reassure the France that we mean business in the war against terrorism; I assumed that Mr. Taylor got the assignment because Jane Fonda was not available.

Now we know why the president did not send Ms. Fonda, she was at the Weinberg in Frederick. http://www.weinbergcenter.org/6914/jane-fonda/ Double face palm smack.

Yet, I must confess, I too have heard her speak – at the Kennedy Center a number of years ago. I listened quietly and did not say a word. If I want her to respect my points of view, I must respect hers.

We fought to protect free speech – for everybody. That said, to forgive is divine. To forget is not policy. She was in a North Vietnamese anti-aircraft turret when my friends were coming home in a box.

I really defend the right for folks to disagree. I appreciated those rights in the south doing civil rights work. I respect it when folks write about a disagreement. I would have appreciated it if she had written a thoughtful and cogent essay against the war. For me the optics of her with the North Vietnamese in the gun torrent that shot down and killed American military personnel was just a bit too much to take. Just saying.

Really sad to learn today that Clementines Country Boutique is closing

I learned from Lori Graham today on Facebook that Shelly Seitz and Melissa Seitz are closing Clementines Country Boutique on John Street in Westminster.

This. Makes. Me. So. Sad.

Shelly Seitz and Melissa Seitz have contributed greatly to our community and closing the business is a huge loss for Westminster. They will be greatly missed.

Calls for $11.5 million increase

The Carroll County Board of Education outlined its proposed school system budget for the upcoming fiscal year for the County Board of Commissioners. The proposal requests an increase in county funding by $11.5 million, and also introduced the commissioners to a long-term plan that calls for school funding to increase at the same rate as the county's revenue.

Carroll County Public Schools Superintendent Steve Guthrie said the system is requesting $173.5 million for fiscal year 2016, which is $11.5 million more than what the county had planned for FY16 and what they are currently being funded for FY15.

The Board of Education's proposed budget is $180.4 million in 2017, $189.4 million in 2018, and $198.9 million in 2019."

When Carmen Amedori was appointed to the parole board in 2004, I was chairwoman of the Carroll County Republican Central Committee.

There was a great deal of pressure to conduct the selection process in secret, much like how the current Central Committee did, and by the same person. However, we did not succumb to that pressure.

I have no issues with Robin Frazier. She's a wonderful woman. Still, voters rejected her bid for commissioner twice. In the political world, that means you stay active in the process, but take your marbles and sit down.

The candidates for Senate were: Justin Ready, Richard Rothschild, Robin Frazier, Vince Pacelli, Carmen Amedori, Dave Wallace and Steve Nevin. Jeffery Peters had submitted his name, but was the employee who was fired for doing so. Maybe Del. Susan Krebs didn't want competition from her legislative aide in 2018?

Many have asked about the context of the recent decision of the Carroll County Republican Central Committee’s decision to nominate former-Carroll County Commissioner Robin B. Frazier R-Dist. 2 to fill the seat of

According to the Maryland State Archives, “Maryland has had four consitutions [sic.] At the time of the Revolutionary War, the first constitution was adopted by the Ninth Provincial Convention, meeting at Annapolis, in November 1776. Voters adopted the second constitution in June 1851. During the Civil War, the third constitution was adopted by the voters in October 1864. Voters adopted the fourth and last constitution under which Maryland government now functions in September 1867.

Article lll Sect. 13 may be found below as amended and ratified by the voters through November 6, 2012

CONSTITUTION OF MARYLAND

ARTICLE III

LEGISLATIVE DEPARTMENT.

SEC. 13. (a) (1) In case of death, disqualification, resignation, refusal to act, expulsion, or removal from the county or city for which he shall have been elected, of any person who shall have been chosen as a Delegate or Senator, or in case of a tie between two or more such qualified persons, the Governor shall appoint a person to fill such vacancy from a person whose name shall be submitted to him in writing, within thirty days after the occurrence of the vacancy, by the Central Committee of the political party, if any, with which the Delegate or Senator, so vacating, had been affiliated, at the time of the last election or appointment of the vacating Senator or Delegate, in the County or District from which he or she was appointed or elected, provided that the appointee shall be of the same political party, if any, as was that of the Delegate or Senator, whose office is to be filled, at the time of the last election or appointment of the vacating Delegate or Senator, and it shall be the duty of the Governor to make said appointment within fifteen days after the submission thereof to him.

(2) If a name is not submitted by the Central Committee within thirty days after the occurrence of the vacancy, the Governor within another period of fifteen days shall appoint a person, who shall be affiliated with the same political party, if any as was that of the Delegate or Senator, whose office is to be filled, at the time of the last election or appointment of the vacating Delegate or Senator, and who is otherwise properly qualified to hold the office of Delegate or Senator in the District or County.

(3) In the event there is no Central Committee in the County or District from which said vacancy is to be filled, the Governor shall within fifteen days after the occurrence of such vacancy appoint a person, from the same political party, if any, as that of the vacating Delegate or Senator, at the time of the last election or appointment of the vacating Senator or Delegate, who is otherwise properly qualified to hold the office of Delegate or Senator in such District or County.

(4) In every case when any person is so appointed by the Governor, his appointment shall be deemed to be for the unexpired term of the person whose office has become vacant.

(b) In addition, and in submitting a name to the Governor to fill a vacancy in a legislative or delegate district, as the case may be, in any of the twenty-three counties of Maryland, the Central Committee or committees shall follow these provisions:

(1) If the vacancy occurs in a district having the same boundaries as a county, the Central Committee of the county shall submit the name of a resident of the district.

(2) If the vacancy occurs in a district which has boundaries comprising a portion of one county, the Central Committee of that county shall submit the name of a resident of the district.

(3) If the vacancy occurs in a district which has boundaries comprising a portion or all of two or more counties, the Central Committee of each county involved shall have one vote for submitting the name of a resident of the district; and if there is a tie vote between or among the Central Committees, the list of names there proposed shall be submitted to the Governor, and he shall make the appointment from the list (amended by Chapter 584, Acts of 1935, ratified Nov. 3, 1936; Chapter 162, Acts of 1966, ratified Nov. 8, 1966; Chapter 681, Acts of 1977, ratified Nov. 7, 1978; Chapter 649, Acts of 1986, ratified Nov. 4, 1986).

Since October 1989, the Governor's Commission on Growth in the Chesapeake Bay Region has worked to develop a vision for Maryland's growth over the next 30 years. Answering a charge from Governor William Donald Schaefer, the Commission has made recommendations for reconciling rapid economic growth and development with the conservation of Maryland's natural resources and the preservation of the State's unique quality of life.

The Commission recognized an opportunity to change the way land-use has been managed in the past, and crafted recommendations which carefully consider the challenge of the Visions prepared by the 2020 Panel of Experts.2 Each Vision was considered, and the responses blended into five basic recommendations that are the subject of this report.

1. Designate suitable areas for growth. Sprawl development devours land, harms the environment and the Chesapeake Bay, and uses infrastructure inefficiently. The Commission's proposal would have local governments direct new development to areas they believe can most efficiently accommodate it.

2. Protect sensitive areas. From a list of more than 40 environmentally-sensitive areas, such as den or breeding sites and large contiguous tracts of forest, the Commission focused on four as being most critical to protect from the impact of individual development projects. On steep slopes and in stream buffers, in habitats for endangered species and 100-year floodplains, virtually no development should be permitted.

3. Conserve natural resources. Sprawl development encourages inefficient use of resources. Natural resources such as farmland and forests, once developed, are difficult to restore. Under the Commission's proposal, development will be directed away from farms and forests.

4. Make stewardship of the environment a universal ethic. Mary landers must understand that each individual's actions have a direct effect on the Bay and the environment. The Commission has asked that a statewide Stewardship Council be charged with coordinating existing educational programs and increasing opportunities for individuals to protect the environment.

5. Provide funds to achieve the recommendations. Concentrating development depends on the ability of local governments to fund the planning and infrastructure. Although local

Each year it gives us millions of dollars of seafood, billions of dollars of commerce flow through its major ports, and it is a recreation center for the East Coast. January 15, 2015 update: I noticed today that the Carroll County Commissioners scheduled a meeting today with the Carroll County Mayors: “Thursday ~ January 15, 2015 7:00 p.m. Joint Board of County Commissioners/Mayors Meeting County Office Building ~ Reagan Room Commissioners Howard, Wantz, Weaver, Frazier & Rothschild”

I would have like to have attended but got behind… Anyway it reminded me of this news brief from February 5, 1971…. If I am not mistaken – I attended this meeting… The commissioners were G. Herbert Rice, Norman Graham, and John Meyer.

Commissioners Meet With Town Officials - The County Commissioners of Carroll County during the week of January 18th scheduled a meeting with the Mayors and Representatives of the incorporated towns of Carroll County to discuss several matters pertaining to the two general governmental units within the county.

Included in the discussions were procedures which could be implemented by town and county in establishing coordination between planning and zoning programs, the development and implementation of the county wide water and sewer plan and cooperation in further studies involving the financing of facilities of joint concern within and without the incorporated area.

General agreement was expressed at the meeting that periodic meetings should be scheduled and that the programs proposed would be given further study, and discussion would be continued at such further meetings.
