Westminster, Friday, September 18, 2015 – The Board of County Commissioners today named longtime Community Services Supervisor, Ms. Patricia Whitson, as Acting Director of Citizen Services.

She will be taking on the responsibilities and duties previously performed by Ms. Madeline Morey.

Ms. Whitson has served the county for 14 years. She is familiar with the various programs Citizen Services works with every day and will fill the role of Acting Director very well. She can be contacted by phone at 410-386-3800 or by email pwhitson@ccg.carr.org.

"Liberty ship" was the name given to the EC2 type ship designed for "Emergency" construction by the United States Maritime Commission in World War II. Liberty ships were nicknamed "ugly ducklings" by President Franklin Delano Roosevelt.

The first of the 2,711 Liberty ships was the SS Patrick Henry, launched on Sept. 27, 1941, and built to a standardized, mass produced design. (2,710 ships were completed, as one burned at the dock.) The 250,000 parts were pre-fabricated throughout the country in 250-ton sections and welded together in about 70 days. One Liberty ship, the SS Robert E. Peary was built in four and a half days. A Liberty cost under $2,000,000.

The Liberty was 441 feet long and 56 feet wide. Her three-cylinder, reciprocating steam engine, fed by two oil-burning boilers produced 2,500 hp and a speed of 11 knots. Her 5 holds could carry over 9,000 tons of cargo, plus airplanes, tanks, and locomotives lashed to its deck. A Liberty could carry 2,840 jeeps, 440 tanks, or 230 million rounds of rifle ammunition.

Liberty ships were named after prominent (deceased) Americans, starting with Patrick Henry and the signers of the Declaration of Independence. 18 that were named for outstanding African-Americans.

Any group which raised $2 million dollars in War Bonds could suggest a name for a Liberty ship, thus, one is named for the founder of the 4-H movement in Kansas, the first Ukrainian immigrant to America, an organizer for the International Ladies Garment Union, and the woman who suggested the poppy as a symbol of American soldiers who died in World War I. The Francis J. O'Gara was named after a mariner who was presumed dead, but who in fact, was a Prisoner of War. He was the only person to visit a Liberty ship named in his honor.

About 200 Libertys were lost to torpedoes, mines, explosions, kamikazes, etc. during WWII. Two Liberty ships, the SS Jeremiah O'Brien in San Francisco and the SS John W. Brown in Baltimore, survive as "museum ships" open to the public for tours and occasional cruises.

It is with deep regret that State Fire Marshal Brian S. Geraci announces the death of “Inez”, she was previously one of the three K-9 accelerant detection teams the Office of the State Fire Marshal operates. She passed away in the late evening hours yesterday, Friday, September 18, 2015 after a sudden illness. Inez passed away peacefully with her partner/handler, Senior Deputy State Fire Marshal Howard Ewing and his wife Michelle at her side. Inez should be remembered for all of her hard work and dedication to the field of arson detection and fire prevention. She has been recognized over the years for her outstanding work including her and Deputy Ewing being awarded 2007 Deputy State Fire Marshal of the Year. As a Bureau of Alcohol, Tobacco and Firearms (ATF) trained dog she also traveled far and wide on a variety of cases. It is estimated Inez worked over 500 cases in her career.

Senior Deputy State Fire Marshal Ewing and K-9 partner Inez were an exceptional tool used against arson in the State of Maryland. She was trained at the Bureau of Alcohol, Tobacco and Firearms (ATF) canine training facility in Front Royal, Virginia. Inez was a member of ATF’s Accelerant Detection Canine (ADC) Class #50. Inez successfully completed six weeks of “imprintation” training, as well as five weeks of “handler and dog” training. Canines have proven to be an invaluable tool in assisting arson investigators determining if flammable liquids were used to start a fire. Inez was trained to find ignitable liquids such as gasoline, kerosene, lighter fluid, etc. She graduated in 2005 and retired April 25, 2014.

Senior Deputy State Fire Marshal Ewing is a fifteen year veteran of the Office of the State Fire Marshal. He has been assigned to the Northeast Region, consisting of Carroll, Harford and Cecil counties for 14 of those years and was previously assigned to the Lower Shore Region.

“During times like this, no words can possibly express the sorrow we all feel in the loss of our beloved friend, partner and co-worker. We ask, however, as a fitting tribute that we recall those fond memories she brought to us and reflect on the many accomplishments she achieved during her life time” stated State Fire Marshal Brian S. It might seem as though America is a less religious nation than in years past, but the numbers have remained remarkably steady over the decades. About four in 10 Americans report attending church weekly, a figure that's changed little from year to year, according to a Gallup poll conducted in 2012.

On the occasion of Pope Francis' upcoming visit to the United States, The Herald-Mail spoke to local clergy and religious leaders about the state of religion in Washington County and found them working to build their congregations amid generational shifts in how people relate to religious institutions.

Washington County is about as religious as the rest of the country, according to a 2010 profile the Association of Religion Data Archives (ARDA), which found about 38 percent of county residents said they attended religious services regularly.



Faith in the future

The Rev. Sarah Dorrance, pastor of Middletown United Methodist Church in Middeltown, Md., noted 20 percent of Americans and 30 percent of people under 30 are "none," or people with no religious or denominational affiliation.

"Those numbers are growing by 20 percent year after year," she said.

Following that trajectory, it will not be too far into the future when America is like Europe, a continent where about 5 percent of the people still regularly attend church, she said.

"I have a heart for Millennials," Dorrance said of this generation of young adults, adding that they are the generation "most absent from all of our churches."

Like Metzner, she said churches have to ask the question, "How can we serve you?" to bring people into the faith life and into church.

"Worship is not necessarily the first point of entry," Dorrance said.

Churches like hers try to build "on-ramps," ways to get people involved in church. Many young people are interested in serving their communities, and churches working alongside them can be one of those on-ramps, she said.

If churches reach out with excitement, rather than despair, they can bring people closer to God, she said.

"The message is still the same, the way the message is delivered does change," Dorrance said. "Jesus is still as relevant in our lives as he was 2,000 years ago."

Meals on Wheels of Central MD 255 Clifton Blvd, Suite 312, Westminster, 410-857-4447 or 1-877-857-4447.  Full fee is $11.94 per day for 2 meals; sliding scale for those who qualify. For homebound persons of any age or economic status who are unable to shop or prepare meals for themselves.  Food Assistance Benefits available through the Independence Card. Mon - Fri, 11:00 - 1:30. Includes two frozen meals two times weekly.   Wellness check in calls also provided. Application over the phone can usually set up service within 2 business days.

ASSISTANCE PROGRAMS

Free and Reduced Meals (FaRM) Available at all Carroll County Public Schools. A government sponsored program that provides free or low-cost meals to children in school. To apply, complete a Household Meal Benefit Application for each school year and return it to your youngest child's school.

Food Supplement   Program Apply at Carroll County Dept. of Social Services, 1232 Tech Ct, Westminster, and 410-386-3300 or online at marylandsail.org. Need proof of identification, address, immigration status if you are not a U.S. citizen, household income, utility and medical bills, canceled checks for child care or bill, rent or mortgage, child support payment. Make less than 200% of the Federal Poverty Level. After submitting the application there will be an interview by a Family Investment Center representative. Thirty day turnaround for approval.

Women, Infant, and Children Program (WIC) Carroll County Health Department, 290 S. Center St, Westminster, 410-876-4898. No fees. Provides nutritious food to pregnant, breast-feeding, or postpartum women and their infants and children up to age five. Income at or below 185% of federal Poverty Level

The Carroll County Public School System has been awarded a $250,000 grant from The Kahlert Foundation for mounted interactive projectors. The goal of the school system is to have a projector in every classroom. This grant will allow the school system to provide a more equitable distribution of this equipment through all of the schools.
