Our thoughts and prayers go out to Phyllis J. Zumbrun, Mark, and Robyn Schaefer; Jason, Laura, and Mattie Tyler of Westminster, and the friends, family, and colleagues of Woody Swam. Woody will be greatly missed. We have all benefited greatly from his service to our country and our community. You have our deepest sympathy. Caroline Babylon and Kevin Dayhoff:

Elwood “Woody” Edward Swam, 80, of Hampstead, died peacefully on Saturday, January 7, 2017. Born September 21, 1936, he was the son of the late John Henry and Iova Walker Swam. Woody is survived by his wife and best friend of forty-five (45) years, Phyllis J. Zumbrun.

Woody lived his entire life in Carroll County, Maryland. Born and raised in Manchester, he graduated from Manchester High School as president of the Class of 1954. After graduation, he enlisted in the U.S. Navy for flight training. Following his honorable discharge from the Navy, he pursued several business positions while attending law school at the University of Baltimore. Upon graduation, he opened his law practice in Hampstead, which he pursued for forty-six (46) successful years.

Woody dedicated his life to his law practice and the clients he served. In his spare time, he enjoyed travel, golf, fine dining, and entertaining. “Pushing the envelope,” he always welcomed challenges and would rise to the occasion with his cleverness and wit. Being quite a rascal himself in his youth, he enjoyed interacting with young people and served as a mentor to many. Investments have always been an intense interest of his, but his investment in others brought him the greatest dividends.

Woody was a member of the Maryland State Bar Association, the Carroll County Bar Association, and the Jaycees. He served on the Maryland Attorney Grievance Commission and the Trial Courts Judicial Nominating Commission – Eighth District. As a behind the scenes advocate, he endorsed and supported the missions and roles of NESAP, Carroll Hospice. Lineboro-Manchester Lions Club, local fire departments, and educational opportunities.

Surviving in addition to his wife are brother, John Swam of Manchester; brother Robert (Bob) Swam and wife, Carol, of Worton; sister, Patricia (Pat) Martak of Abington; numerous nieces and nephews, great-nieces and great-nephews, and great-great nieces and great-great nephews. He was predeceased by sister, Annabell M. Baer.

In addition, he is survived by his extended family, Mark and Robyn Schaefer of Hampstead; Jason, Laura, and Mattie Tyler of Westminster; and Emily Schaefer and Thomas Nelson, of Arlington, VA.

The family will receive friends on Wednesday, January 11, 2017 at the ECKHARDT FUNERAL CHAPEL, P.A. 3296 Charmil Drive, Manchester, MD 21102 from 3-5 and 7-9p.m. and a memorial service will be held on Thursday, January 12, 2017 at 10:00 a.m. Interment is private.

In lieu of flowers, memorial contributions may be made to Mc Daniel College, c/o Lawrence R. Junkin, Two College Hill, Westminster, MD 21157. Online condolences may be offered at www.eckhardtfuneralchapel.com

Towson University Athletics has established the Robert Marchanti Scholarship Endowment. This was created in memory of Towson alum Major Robert Marchanti.

January 13th, 2017 - Command Sgt. Maj. Thomas B. Beyard, the Senior Enlisted Leader of the Maryland National Guard just got in touch about a military appreciation game at Towson State University in honor of a fallen comrade in arms. MAJ Marchanti

My good friend Tom writes, “Hello! My newest project. Very interesting story about MAJ Marchanti, who was a Maryland Guardsman, plus a Towson graduate and wrestler.

“He was deployed from 2011 until his death on Feb 25, 2012. He was mentoring Afghan police officials, and one of them whom he had been mentoring turned on him and murdered him inside the Afghan police building.

"We are now working with Towson Athletics, Peggy Marchanti, his widow and other partners to make this scholarship a reality. It will be kicked off tomorrow at SECU Arena on the campus of Towson University at their men's military appreciation basketball game verses Northeastern. Game is Sat, Jan 14 at 2:00 pm. Have great day. Tom"

On January 9th, 2018, partnering organizations in support of law enforcement officers nationwide will promote National Law Enforcement Appreciation Day (L.E.A.D.). In light of recent negativity directed toward law enforcement nationally, there is a need to show law enforcement officers that our citizens recognize the difficult and sometimes impossible career they have chosen, in public service to us all.

On January 9th of each year, we will call our nation’s citizens to action in support of law enforcement. Those citizens who appreciate law enforcement and are discouraged about the negative attention being given to law enforcement are encouraged to take time on January 9, to show their support.  Our citizens can show their support in a number of ways:

• Change your profile picture on social media to the .jpg image provided at www.facebook.com/nationalcops.
• Wear blue clothing in support of law enforcement.
• Send a card of support to your local police department or state agency.
• Share a story about a positive law enforcement experience on social media.
• Ask children in your community to write letters in support of law enforcement.
• Participate in Project Blue Light - Proudly display your blue light in support of law enforcement.
• Organize an event or a rally in support of your law enforcement officers.
• Advertise your support through local media outlets/billboards.
• Post the public service announcement supplied by C.O.P.S. to your organization’s webpage or social media pages.


Most importantly, if you see a police officer, thank a police officer.

Mr. Preston, a 1977 graduate of Kenwood High, and a 1981 Towson University graduate has had a distinguished writing career that spans over 38 years since he first began writing at the News American as an intern in 1979. He first joined the Baltimore Sun in 1983, after several years at The Essex Times.

“BEYOND BROKEN.” That characterization by then-D.C. Police Chief Cathy L. Lanier of the District’s criminal-justice system was dismissed by some as hyperbole. But the truth of her words has been borne out in excruciating detail over the past year by Post reporters who have chronicled how repeat violent offenders are released back into the community, only to commit new crimes. “Where the hell is the outrage?” asked the departing chief — a question that, more than ever in light of The Post’s revelations, demands to be addressed by the city and federal officials responsible for the system.

The failings of the mix of local and federal agencies that comprise the criminal-justice system in the District have been the subject of examination in The Post’s ongoing “Second-Chance City” series. Lax enforcement by key federal agencies and questionable judgments from the D.C. Superior Court were spotlighted in a case in which the release of an offender resulted in a woman being raped.
