Screening of the film "13th" scheduled for the Carroll Arts Center Feb 19, 2017

A screening of the film "13th" will be offered on Sunday February 19th from 4 - 7 p.m. at the Carroll County Art Center.

The screening is being sponsored by the Cedarhurst Unitarian Universalist congregation and will be free.

The congregation is considering hosting a panel discussion immediately following the film.

Almost 18 years ago I moved to Carroll County. My husband and I were looking for a home within commuting distance to Baltimore and a place with a small town feel to raise our family. We found a home in Hampstead. Almost immediately family members warned us of moving to the area. We are originally from Prince George's County and our family had heard rumors about Klan activity in Carroll County. I waved this off. Maybe they didn't really believe the Klan was still active but perhaps they believed that some of the bigotry of the past persisted. They were worried about the values our children would learn. I assured our loved ones that our family was strong, and our belief in equality and diversity would be instilled in our children. I'm happy to say we found like-minded people in the community to help us succeed.

This makes me really sad. I have run and walked this trail for years and years and always thought it to be safe. Our heart and prayers for the crime victim. The Westminster Police Department is looking for a male suspected of sexually assaulting a woman walking her dog Wednesday afternoon, Jan. 25, 2017, on the trail near Tahoma Farm Road.

January 25, 2017

On Wednesday January 25, 2017 at approximately 2:00 p.m., the Westminster Police were called to the area of Tahoma Farm Rd and Md Rte 31 for the report of a sexual assault that had just occurred in the immediate area.

Arriving officers contacted the victim, an adult female who reported she was accosted by a lone male while she and her dog were walking on a footpath between Tahoma Farm Rd and Long Valley Rd in Westminster, MD.

The unknown assailant sexually assaulted the woman and fled the area on foot. Police established a perimeter in the area and a search for the suspect was initiated but failed to locate the suspect.

The suspect was described as a young male, age 1620, 58 to 510, no facial hair, slender, thin build wearing all dark clothing and a hooded sweatshirt. The suspect was described as having a dark skin completion.

There were no weapons involved. The victim is currently being interviewed by investigators. The victim has been taken to Carroll Hospital Center for a checkup. Citizens are reminded to remain vigilant of their surroundings. The police will increase patrols of the area.

Roland Harvey Mann, Sr., 86, of Finksburg, died Friday, January 20, 2017, at Carroll Hospital.  Born March 31, 1930 in Patapsco, he was the son of the late Elizabeth (Flynn) Mann and Harvey C. Mann.  Survived by his wife of 66 years, Katherine “Kitty” Elizabeth Mann, whom he married on December 2, 1950.

He worked 27 years at Koontz Creamery in Westminster and retired from Howard Johnson making ice cream after 15 years.  He was a life-long member of Sandy Mount United Methodist Church and enjoyed his flower gardens and traveling with his wife.  He enjoyed spending time with his family, grandchildren and great-grandchildren.

Besides his wife, he is survived by children and spouses Roland H. Mann, Jr. and wife Joy of Westminster, George H. Mann and wife Diane of Hanover, PA, K. LuAnn Hively and husband Wayne of Mt. Airy, Eric C. Mann and wife Tanja of Westminster and Kirk Z. Mann and wife Debbie of Hampstead.  Also survived by 18 grandchildren, 24 great-grandchildren and 6 great-great grandchildren.

He was predeceased by sisters May White, Margie Bading and Marie Fisher, grandchildren Christopher Mann, Mary Beth Mann and Jayme Hively.

The family will receive friends on Monday, January 23, 2017 from 2 to 4 and 6 to 8 p.m. at the Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster.

Funeral services will be held on Tuesday, January 24, 2017 at 11 a.m. at the funeral home.  Interment will follow at Sandy Mount Cemetery.

She was the mom of our Westminster High School class of 1971 classmate, Dana Gonder. Our heart, prayers, and hugs go out to Dana, and his family.

Ollyne Gonder, 92, of Taneytown, MD, died peacefully on Saturday, January 21, 2017 at her home. Born July 2, 1924 in Taneytown, she was the daughter of the late Luther and Bessie (Reinamin) Eckard. She was the wife of Elmer William “Bill” Gonder, to whom she was married for nearly 75 years.

Ollyne was a seamstress.  She was employed over the years by Joe Caparolla Clothing Company in Union Bridge, H.L. Hartz and Son in Frederick, and English American Clothiers in Westminster.  She was a member of Bethel Assembly of God in Littlestown, PA for more than 40 years.  She enjoyed baking, quilting, collecting cancelled stamps for mission projects, assembling note pads for use in Bibles and collecting red Fenton glassware and angel figurines.  In her younger years, Ollyne enjoyed watching dirt track races.  Most of all, she loved spending time with her family and friends.

Surviving, in addition to her husband, are sons, Dana Gonder and wife Trisha of Phoenix, AZ, and Larry Gonder and wife Brenda of Thurmont, MD; grandchildren, Brian Ebaugh of York, PA, Laura Rigsby of Frederick, MD, Rebecca Gonder of Thurmont, MD, and Abigail Holzer and Tristen Gonder of Phoenix, AZ; great-grandson, Austin Rigsby; and many nieces and nephews.  She was predeceased by sisters, Helen Walker, Flossie Fogle, and Grace Ehrman; and brothers, Donald, William, and Raymond Eckard. 

A funeral service will be held at 11 a.m. on Friday, January 27, 2017 at Bethel Assembly of God, 1125 Frederick Pike, Littlestown, PA, with the Rev. Garry Sheaffer officiating.  Burial will follow at Grace United Church of Christ Cemetery in Taneytown.  The family will receive friends 6-8 p.m. on Thursday at MYERS-DURBORAW FUNERAL HOME, 136 E. Baltimore St., Taneytown, MD.

Introduction

In October 1991, the Mayor and Common Council of the City of Westminster adopted an ordinance adding a new Chapter 20, entitled "Fiscal Matters" to the Westminster City Code. The ordinance provides that the fiscal year of the City shall commence July 1 of each year and end on June 30 in the following year. As part of the City's annual budget process, the Mayor in coordination with the Directors of the City's various Departments shall prepare a six-year program for capital improvements, which is to be approved by the Common Council on or about the date of budget approval. Following adoption of the Capital Improvements Program, no capital improvement project may be added to the program, unless a public hearing is held and, thereafter, a revised program is adopted by resolution of the Mayor and Common Council.

Statement of Objectives

The Capital Improvements Program is an important way of putting the City's comprehensive plan into action. It is the City's objective to coordinate the Capital Improvements Program with the City's comprehensive plan and development regulations such as zoning and subdivision ordinances. The type, scale, timing, and location of new development will affect the public costs of providing facilities and services. The Capital Improvements Program can save the City money by coordinating capital projects and through advance acquisition of land for future facilities. Public facilities also play an important role in determining when, where, and how much private sector development will occur.

The Capital Improvements Program can be thought of as the public sector's development plan, which will show

1) What capital projects and facilities will be built, repaired, replaced, or purchased;

2) Where these projects are located; and 3) when the projects are scheduled to take place.

Currently there is a growing awareness of the value of budgeting for public facilities. This is especially true since the end of federal revenue sharing in 1987 and the recent reductions in funding from the State of Maryland. The decline in intergovernmental transfers has placed greater fiscal pressure on the City of Westminster to fund capital improvements with local revenue. To the greatest extent possible, the City has tried to minimize debt financing in favor of pay-as-you-go funding of capital projects. If Westminster must borrow funds for capital improvements, bond-rating agencies have urged the City to adopt a Capital Improvements Program, which may lower finance charges paid by the City.

Capital Improvements Program Schedule

By January 15th of each year, the Mayor shall furnish the Planning and Zoning Commission a copy of the proposed six-year Capital Improvements Program (CIP) and capital budget for its review and recommendation to the Common Council. After affording the public, an opportunity to express views on the proposed CIP, the Planning and Zoning Commission shall submit its recommendations to the Common Council on or before March 1st of each year.

On or before May 1st of each year, the Mayor and Common Council shall hold a public hearing on the proposed capital budget and six-year CIP. The Common Council may increase or decrease any appropriation item in the capital budget. The capital budget, as amended, shall be approved and funds appropriated not later than May 30th of the year in which it is submitted. Prior to June 1st of each year, the Common Council shall make tax levies deemed necessary to finance the capital budget.

General Information

Historical Capital Outlays

Capital outlay appropriations for the last six years are shown in Table 1. The historical data indicate a fairly consistent spending pattern with the exception of the $4.1 million appropriation from the City's sewer fund in FY90-91. A notable increase is also evident in the appropriations for General Government, which increased from $9,000 in FY89-90 to $863,000 in FY91-92, and then nearly doubled again in FY92-93 to $1,693,000. This increase in FY92-93 is attributed towards municipal building renovations, particularly the renovations for the building to be used by the Westminster Police Department. Historical capital expenditures will be used as a guideline in determining the reasonableness of projected capital funding levels.
