At the January 26th, 2017 meeting of the Carroll County NAACP, Pam Zappardino reported that a grass roots organization has formed in Carroll to advocate for positive changes in the community.

According to recent information on the Carroll Can listserve:

“…Come to the Carroll CAN meeting at Westminster library at 2pm today! -AND/OR- If you are able to do so, please sign up to help with a committee that you may have an interest in or maybe even start your own if there is a need. We'd love to have some more people offer their knowledge on specific topics as well to add content to our website and keep the group informed.

“Some examples of the volunteer needs are: Writer of Weekly/Monthly newsletter and Representatives’ Calendars Liaison - report to communications/social media chairs when representatives will have town halls”


We began with a meeting in November 2016 at a Denny’s in Westminster. We used the time to feel empowered and encouraged that a group had formed (we were only 300 members on a Facebook group site at the time, but just that was so exciting at the time!). We shared our stories about why we had come, and there was a common theme of “I thought I was the only one.” The overwhelming feeling was one of relief to have found fellow Carroll County residents who shared the same values and concerns.

And then we hit the ground running!

We developed an organizational and leadership structure, which continues to grow as we find our groove.

We organized a bus to attend the Women’s March on Washington.  That wound up becoming 3 buses, with 136 passengers!  For many, it was their first march and their first moment of activism!  We had a volunteer design our green “March On” buttons that we now wear proudly.  After the march, a group of marchers went to a local restaurant for dinner, still in their pink hats, and they received applause and invited others to join our group!  

We programmed our representatives’ numbers into our phones, and faced our nervousness and discomfort by making calls to their offices.  We have now become comfortable with something that most of us had never done before 2017!

We met for monthly meetings, and the rooms were packed with energy and ideas.

We developed a list of local businesses to support due to our common values and interests.

We built a website, and received donations to host the site for the next year!

Some awesome stats: Our website has had 3,952 views in the last 30 days (as of 2/8/17).  

We made a public Carroll CAN Facebook page so people can find us and see our calls to action.

Some more awesome stats: In just the first eight days of February, we have had 696 visits! Our Carroll CAN public Facebook page grew at 14.5% last week, which is better than the Together We Will USA page and Pantsuit District page.  We engage more users than Indivisible, TWW-MD, and Pantsuit District!

We have a Call to Action team that verifies and disseminates an action item that we can do every day!  They post these calls to action on the websitefacebook page and twitter.

We increased communication by having an email liaison send the content of the facebook page to those who are not on facebook.

We developed a logo that signifies our awareness that we are stronger as a united team.   We once felt alone because of our values, and now we have both comfort and unified action because of our togetherness.

We had members who went to BWI to show support to refugees and immigrants on the day the bad went into effect.  We have members who gather on Main Street in Westminster on Saturdays with signs that have messages of inclusion, kindness, and support.
We have organized a Town Hall Meeting on 3/2/17 focused on the Affordable Care Act!  We have invited our representatives to attend, and we are hopeful they will.  

We organized small groups that meet at local restaurants for support and brainstorming.

We have amazing passion and motivation! People who have never been engaged in anything like this before have stepped up to lead a subcommittee!  People who made a suggestion wound up being willing to make that suggestion happen!  All it takes is that first thought of “Can I do ___?” and you will get a resounding and supportive, “Yes you CAN!”

We have managed to add activism and volunteering to our already full plates.  We have given our talents without expectation of recognition nor reimbursement.  We have learned new skills and been willing to go outside our comfort zones.


We are Carroll CAN—an action-focused, action-packed community network of kind, compassionate, and dedicated Carroll County residents. Together, we have, we will, and we CAN.

Numerous reports indicate that Joseph F. Steffen, died unexpectedly this morning.


Very sad to learn that my colleague at the keyboard, political operative and author, Joseph F. Steffen, died unexpectedly this morning.

Our thoughts and prayers are with the Steffen family at this very difficult time.

What a legend. Joe earned the nickname, the Prince of Darkness, while doing oppositional political research during the administration of Maryland Governor Robert L. Ehrlich. Before and after his tenure with Representative – and then, Gov. Ehrlich, he ran a number of political campaigns. I enjoyed many conversations with Joe when I was a statehouse reporter. We did not always agree, but he was always a perfect gentleman and I always felt he was always straight with me. A screening of the film "13th" will be offered on Sunday February 19th from 4 - 7 p.m. at the Carroll County Art Center.

The screening is being sponsored by the Cedarhurst Unitarian Universalist congregation and will be free.

The congregation is considering hosting a panel discussion immediately following the film.

Almost 18 years ago I moved to Carroll County. My husband and I were looking for a home within commuting distance to Baltimore and a place with a small town feel to raise our family. We found a home in Hampstead. Almost immediately family members warned us of moving to the area. We are originally from Prince George's County and our family had heard rumors about Klan activity in Carroll County. I waved this off. Maybe they didn't really believe the Klan was still active but perhaps they believed that some of the bigotry of the past persisted. They were worried about the values our children would learn. I assured our loved ones that our family was strong, and our belief in equality and diversity would be instilled in our children. I'm happy to say we found like-minded people in the community to help us succeed.

Westminster Md. Police investigating Sexual Assault

This makes me really sad. I have run and walked this trail for years and years and always thought it to be safe. Our heart and prayers for the crime victim. The Westminster Police Department is looking for a male suspected of sexually assaulting a woman walking her dog Wednesday afternoon, Jan. 25, 2017, on the trail near Tahoma Farm Road.

On Wednesday January 25, 2017 at approximately 2:00 p.m., the Westminster Police were called to the area of Tahoma Farm Rd and Md Rte 31 for the report of a sexual assault that had just occurred in the immediate area.

Arriving officers contacted the victim, an adult female who reported she was accosted by a lone male while she and her dog were walking on a footpath between Tahoma Farm Rd and Long Valley Rd in Westminster, MD.

The unknown assailant sexually assaulted the woman and fled the area on foot. Police established a perimeter in the area and a search for the suspect was initiated but failed to locate the suspect.

The suspect was described as a young male, age 1620, 58 to 510, no facial hair, slender, thin build wearing all dark clothing and a hooded sweatshirt. The suspect was described as having a dark skin completion.

There were no weapons involved. The victim is currently being interviewed by investigators. The victim has been taken to Carroll Hospital Center for a checkup. Citizens are reminded to remain vigilant of their surroundings. The police will increase patrols of the area.

The father of George Mann has died. George is our classmate from the Westminster High School Class of 1971. Our heart, prayers and hugs go out to George and his family.

Roland Harvey Mann, Sr., 86, of Finksburg, died Friday, January 20, 2017, at Carroll Hospital.  Born March 31, 1930 in Patapsco, he was the son of the late Elizabeth (Flynn) Mann and Harvey C. Mann.  Survived by his wife of 66 years, Katherine “Kitty” Elizabeth Mann, whom he married on December 2, 1950.

He worked 27 years at Koontz Creamery in Westminster and retired from Howard Johnson making ice cream after 15 years.  He was a life-long member of Sandy Mount United Methodist Church and enjoyed his flower gardens and traveling with his wife.  He enjoyed spending time with his family, grandchildren and great-grandchildren.

Besides his wife, he is survived by children and spouses Roland H. Mann, Jr. and wife Joy of Westminster, George H. Mann and wife Diane of Hanover, PA, K. LuAnn Hively and husband Wayne of Mt. Airy, Eric C. Mann and wife Tanja of Westminster and Kirk Z. Mann and wife Debbie of Hampstead.  Also survived by 18 grandchildren, 24 great-grandchildren and 6 great-great grandchildren.

He was predeceased by sisters May White, Margie Bading and Marie Fisher, grandchildren Christopher Mann, Mary Beth Mann and Jayme Hively.

The family will receive friends on Monday, January 23, 2017 from 2 to 4 and 6 to 8 p.m. at the Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster.

Funeral services will be held on Tuesday, January 24, 2017 at 11 a.m. at the funeral home.  Interment will follow at Sandy Mount Cemetery.


Memorial contributions may be made to the American Heart Association at www.heart.org.

She was the mom of our Westminster High School class of 1971 classmate, Dana Gonder. Our heart, prayers, and hugs go out to Dana, and his family.

Ollyne Gonder, 92, of Taneytown, MD, died peacefully on Saturday, January 21, 2017 at her home. Born July 2, 1924 in Taneytown, she was the daughter of the late Luther and Bessie (Reinamin) Eckard. She was the wife of Elmer William “Bill” Gonder, to whom she was married for nearly 75 years.

Ollyne was a seamstress.  She was employed over the years by Joe Caparolla Clothing Company in Union Bridge, H.L. Hartz and Son in Frederick, and English American Clothiers in Westminster.  She was a member of Bethel Assembly of God in Littlestown, PA for more than 40 years.  She enjoyed baking, quilting, collecting cancelled stamps for mission projects, assembling note pads for use in Bibles and collecting red Fenton glassware and angel figurines.  In her younger years, Ollyne enjoyed watching dirt track races.  Most of all, she loved spending time with her family and friends.

Surviving, in addition to her husband, are sons, Dana Gonder and wife Trisha of Phoenix, AZ, and Larry Gonder and wife Brenda of Thurmont, MD; grandchildren, Brian Ebaugh of York, PA, Laura Rigsby of Frederick, MD, Rebecca Gonder of Thurmont, MD, and Abigail Holzer and Tristen Gonder of Phoenix, AZ; great-grandson, Austin Rigsby; and many nieces and nephews.  She was predeceased by sisters, Helen Walker, Flossie Fogle, and Grace Ehrman; and brothers, Donald, William, and Raymond Eckard. 

A funeral service will be held at 11 a.m. on Friday, January 27, 2017 at Bethel Assembly of God, 1125 Frederick Pike, Littlestown, PA, with the Rev. Garry Sheaffer officiating.  Burial will follow at Grace United Church of Christ Cemetery in Taneytown.  The family will receive friends 6-8 p.m. on Thursday at MYERS-DURBORAW FUNERAL HOME, 136 E. Baltimore St., Taneytown, MD.
