Liberty Reservoir Day celebrates local watershed on Saturday July 26, 2014. Baltimore’s Mayor Stephanie Rawlings-Blake, co-chair of of the US Conference of Mayors Water Council, will be in attendance and is looking forward to seeing all of you.

There will be lots of entertainment and big trucks for the kids to climb aboard…

Baltimore Public Works Director Rudolph S. Chow said that with events like Liberty Reservoir Day, “It is important that we provide our water customers the opportunity to learn about our watershed lands through educational, yet also fun, events like Liberty Reservoir Day.”

On July 26, the Baltimore City Department of Public Works
will again celebrate Liberty Reservoir Day in the recreation area right above
the reservoir dam on the North Branch of the Patapsco River.

Last year's Liberty Reservoir Day event was well attended and according to Kurt Kocher, the department's spokesman, the department would like to build upon last year's success.

"Baltimore and Westminster have a long standing partnership that goes back decades," said Westminster public works director Jeff Glass. "Maintaining a sustainable water supply for all our
customers is a constant focus."

The free event will be held from 9 a.m. to 1 p.m. at the dam on Liberty Dam Road off Wards Chapel Road. Parking is free. For information, call 410-545-6541 or go to http://www.baltimorecity.gov.

This year marks the 60th anniversary of the dedication of Liberty Dam, which is

located in eastern Carroll County at the border with Baltimore County.

According to a history of Liberty reservoir written for the Historical Society of Carroll County by historian Mary Ann Ashcraft several years ago in the Carroll County Times, "Baltimore Mayor Thomas D'Alesandro, Jr. dedicated Liberty Dam on September 21, 1954 …."

"The NFL sent a message with its latest disciplinary move, suspending
Baltimore Ravens running back Ray Rice because of a domestic incident that it
deems to be a violation of its personal conduct policy. Unfortunately, the
recipients of Commissioner Roger Goodell’s message are women. Rice was
suspended the first two games of the season after a February incident in which
he allegedly knocked his then-fiancée unconscious in the elevator of an
Atlantic City casino.

The suspension sparked an instant and heated debate over how

the league dishes out punishment, given that drug violations typically draw
longer suspensions.

It particularly resonated poorly with women, sending the
wrong message just as NFL viewership among them is at a high and when the
league is, once again, openly courting the audience of women and their
financial clout.

They’re also dangerous, with Scarborough Research finding
that women represent approximately 45 percent of the NFL’s fans and almost 33
percent of the its viewing audience, based on Nielsen data reported by Sports
Business Daily last fall. Women, Ann Bastianelli of Indiana University’s Kelley
School of Business told ESPNW, make 70 percent of “important family decisions.”

When a customer service call is described as "Kafkaesque" and "hellish," you pretty much know how it's going to go down before even taking a listen. But in case you haven't heard the condescending, tedious call that's lit up the Internet, here it is:

The recording starts after the call has already been in progress for about 10 minutes, according to the caption on SoundCloud by Ryan Block, who was trying to cancel his Comcast Internet service. Block writes:

The Black Panther Party (BPP) is a growing topic of interest for scholars with numerous dissertations being produced on various party programs and local activities, but in Black Against Empire, Joshua Bloom, a Fellow at the Ralph J. Bunche Center at UCLA, and Waldo E. Martin, Jr., Professor of History at the University of California Berkeley, seek to provide a synthesis of Panther political history—focusing upon the meteoric rise and fall of the BPP between 1967 and 1972.

This is a well written narrative and analytical history that does not overwhelm the reader with theoretical references, but it is also a book that may antagonize some readers with its sympathetic portrayal of the BPP and its revolutionary ideology.

Essentially, Bloom and Martin write their history from the perspective of the BPP, relying upon oral histories of the party as well as a close reading of the party newspaper, The Black Panther. There is a new word in the French language: La mannschaft. It's the term used to define everything that is enviable on the opposite bank of the Rhine River -- in other words, Germany's success. It's a success that is the product of the collective and is free of any of the egocentrics, self-deluded, bling-bling divas and "general director presidents," as the heads of French companies are called, that can make France so stuffy.

A week ago Monday, on Bastille Day, newspapers across France sighed that it wouldn't hurt if the country were a bit more like la mannschaft. Instead, unemployment is twice as high as it is in Germany, growth and investments have fallen far and former President Nicolas Sarkozy was recently detained for questioning by police at dawn. La mannschaft is the polar opposite of the other word currently in fashion in France: le malaise. A deep gloom appears to have taken hold in France. A recent survey showed that two-thirds of the French are "pessimistic" about their country's future.

"Viewed from the outside, France under François Hollande is like Cuba, only without the sun but with the extreme right," the newsweekly Le Point recently wrote. The country is "impoverished, over-indebted, divided, humbled and humiliated and finds itself in a pre-revolutionary situation in which anything seems possible."

The City of Westminster and Carroll County's Department of Recreation and Parks have joined the National Recreation and Parks Association in celebrating National Recreation and Parks Month.

According to NRPA.org, the theme for this year's month-long celebration is "OUT is IN."

On April 7, 1922, the Democratic Advocate published an editorial about "Westminster and the recreation problem."

"Our fathers did not have recreational centers. Why should we have them now? Our fathers did not have telephones, automobiles, electric lights, rural free delivery of mails, and many other conveniences which we now enjoy. Shall we dispense with them because they were unknown to the previous generation?

"We cannot do business as our fathers did. Can we take our recreation as they did? In the early days work and play were combined. The men of a community would gather for 'clearing the new ground,' 'log rollings,' 'barn raisings.' 'harvesting parties' 'husking bees,' and the like.

"At the same time the women had their 'quilting parties' and did the cooking for the community feast. In the evening there were the community plays. Those days are gone never to return." ....

Medical bills that wind up in collections hurt your credit scores more than they should.

That was the conclusion the Consumer Financial Protection Bureau reached after studying 5 million credit reports. The federal regulator tracked how well credit scores predicted people's future creditworthiness after medical bills showed up on their reports.

The answer: Not that well. The CFPB says people with medical collections generally paid their other obligations on par with those whose credit scores were 10 points higher. And those who paid off their medical collections should have received scores 16 to 22 points higher on average."

Every other year, the circus tents have plunked into a union-friendly state (Michigan was until fairly recently) and been flavored by the local progressive movement. I think that adds to the thick aura of populism. After listening to Rep. Elizabeth Warren, Rep. Gary Peters, and Mark Ruffalo (an anti-fracking campaigner, if you didn't know), anyone who was so moved could join the National Nurses United in a protest of the city shutting off water for people who hadn't paid their water bills. JERUSALEM — Even as the Israeli public offers strong support for airstrikes on Hamas fighters and their weapons stocks in Gaza, there is a good deal of reflection over the coldblooded killing of a Palestinian teenager that helped lead to the latest increase in violence.

Brutality against innocents is not new on either side of the Israeli-Palestinian conflict. But, despite a court order that bans the disclosure of information in the case, Israelis have been discussing links between the suspects arrested in the killing of the teenager, Muhammad Abu Khdeir, and Israeli right-wing extremist groups that have at times operated with impunity.

Very little about the six suspects has been confirmed, because of the court order. But several Israeli media outlets have linked them to extremist groups, describing them as “shababnikkim,” pejorative Hebrew slang for right-wing extremist youth from ultra-Orthodox homes on the fringes of Orthodox society...

Thousands of Maryland drivers get only days' notice to renew registration

Agency says high-capacity mailer failed, delaying reminders

When Jim Maguire returned to his Pikesville home recently after a week out of town, he found a reminder from the Maryland Motor Vehicle Administration to renew the registration on his car waiting in the pile of mail.

"I was just going to set it aside and look at it in another month," the longtime Marylander said. "I just assumed it didn't apply to me immediately."

Luckily he didn't, because it did.

Maguire, 53, was one of thousands of Marylanders who were sent notices to renew their vehicle registrations days before their tags were due to expire. Ordinarily, the Motor Vehicle Administration sends such notices between 45 and 60 days before expiration.

NEW STATE POLICE FORENSICS LAB DIRECTOR APPOINTED

(Pikesville, MD) – Maryland State Police Superintendent Colonel Marcus L. Brown today announced a veteran forensic scientist with a broad range of expertise including DNA technology has been appointed as the new crime laboratory director.

Daniel E. Katz has been appointed director of the Maryland State Police Forensic Sciences Division. Katz has worked in the Forensic Sciences Division since May 2007. Since January 2014, he has served as Acting Director of the Forensic Sciences Division, following the retirement of former Director Teresa Long.

“Dan Katz is an outstanding leader with significant credentials and experience who has already had an integral role in helping develop our lab into the preeminent scientific facility it is today,” Colonel Brown said. “The Maryland State Police Forensic Sciences Division is vital to the state’s crime fight because of the evidence analysis support the dedicated scientists there provide to any requesting police department. Dan will continue to build on the foundation of scientific excellence already established there and will work to expand the lab’s capabilities and services to Maryland’s law enforcement community.”

The Maryland State Police Forensic Sciences Division currently consists of 92 employees who include scientists with specialties in a variety of forensic fields, crime scene technicians, police photographers, inventory control officers, and related support staff. Facilities include the 68,000 square feet crime laboratory in Pikesville and two satellite labs in Berlin and Hagerstown. The State Police lab is nationally accredited through the American Society of Crime Laboratory Directors/Laboratory Accreditation Board.

The State Police Forensic Science Laboratory conducts a full-range of scientific and forensic analyses. The lab not only analyzes evidence from Maryland State Police cases, but provides services for any requesting police department in the State. Last year, more than 70 percent of the evidence the State Police lab analyzed was from allied law enforcement agencies in Maryland.

Katz joined the Maryland State Police Forensic Sciences Division in May 2007 as a forensic sciences manager, overseeing employees in the Forensic Biology Section, including those responsible for Maryland’s DNA database. During his tenure, with the support of the O’Malley-Brown Administration, an inherited backlog of 24,000 convicted offender DNA samples were analyzed and uploaded to Maryland’s DNA database. Since that time, the DNA database has operated at peak efficiency and, just last month, made its 3,500th positive DNA comparison.

In March 2009, Katz was appointed deputy director of the Forensic Sciences Division. He was responsible for the operation of the Scientific Analysis Branch of the Division and coordinated all grants and information technology activities.

Prior to joining the Maryland State Police, Katz oversaw the DNA Unit in the Delaware Office of the Chief Medical Examiner for seven years. Before that, he worked as a nuclear and mitochondrial DNA analyst for the Armed Forces DNA Laboratory.

Katz holds an undergraduate degree in biotechnology from the University of Delaware and a graduate degree in forensic science from the George Washington University. He earned a certificate in forensic laboratory management from the University of California at Davis.

Katz is currently a commissioner on the Forensic Science Education Programs Accreditation Commission. He is a past president of the Mid-Atlantic Association of Forensic Scientists, a fellow in the American Academy of Forensic Sciences, and a member of the American Society of Crime Laboratory Directors. He has given dozens of scientific presentations and authored three journal articles dealing with DNA.
