Almost 120 years ago. Carroll County experienced a rain and sleet storm that the American Sentinel newspaper hailed as “The Great Sleet Storm,” according to a published account written for the Historical Society of Carroll County in Feb. 1994 by local historian and Historical Society executive director, now Judge Joe Getty.

In 1902, Carroll countians were just starting to become dependent on the telephone, telegraph, and electric power. So you can imagine the paralysis which resulted as The Democratic Advocate proclaimed: “The wreck of the system in this city of the Western Maryland Telephone Company was nearly complete. Two-thirds of the poles were down, cross-arms broken off and wires snapped and tangled all over the city, particularly from the railroad east.”

Lately, February in Maryland has been living up to its reputation and turning into an endurance contest. This column goes best with Antonio Vivaldi’s “L’inverno,” the winter movement of “The Four Seasons” violin concerto written in 1723. Who knew Vivaldi invented heavy metal in 1700s?

The next general election will be on May 14, 2019 for three members of the Common Council.

Declarations of Candidacy

Qualifications for Common Council Members:

Must be at least 21 years of age or older; and,

Have resided within the corporate limits of the City for at least one year.

To check the corporate limits, you may visit our map here.

How to become a Candidate:

Each candidate for election shall file a Declaration of Intent.

You may either receive a form from the City Clerk or visit this link.

Each candidate is required to submit payment of $25 at the time of filing with the City Clerk.

All Declaration of Intent forms must be filed no later than 5 p.m. on April 15, 2019.

Announcement of all qualified candidates will be held during the Mayor and Common Council Meeting on April 22, 2019.

Absentee Ballots:

Per City Charter §C-3.1 (d) An absentee resident shall be entitled to be sent an absentee ballot as hereinabove provided only if the application therefore is received by said municipality at least ten days before the date of an election; therefore, the request to submit an absentee ballot will be no later than 5 p.m. on May 6, 2019

Absentee Ballots must be submitted by the close of the voting polls at 8 p.m. on May 14, 2019.

Implicit Tensions: Mapplethorpe Now, which opens this Friday, January 25 at the Guggenheim, presents selections of the artist’s work thirty years after his death. A little while ago, just before the holidays I was mailed my copy of the magazine ‘Creative Expressions’ from Carroll Lutheran Village. I set my copy on the corner of my desk to look at later… Well, I finally got a chance to uncover it. It is wonderful to leaf through the magazine with art from the residents at Carroll Lutheran Village. It just seems like yesterday that we did the judging – but it was a number of months ago, that I was among the three local artists that met on Aug. 2, 2018 to select the artwork at Carroll Lutheran Village

On Sunday, September 2, 2018, [Update: 30Dec2018,] the Carroll County Times ran a copy of the picture we took that day in the section called, “Prime,” news for the 55-forward community. Page C3 Sunday, September 2, 2018. [Update: 30Dec2018] Creative Expressions - Three local artists met on Aug. 2 to select the artwork to appear on the covers of Creative Expressions, the annual Carroll Lutheran Village creative magazine produced by residents [that was just recently released.] The artwork was created by Village residents and staff for the 2018 issue of Creative Expressions.

Caroline and I are taking a recertification class for CPR, AED, and first aid along with the instructors and volunteers with the 4-H Therapeutic Riding Program of Carroll County; in the training room at the Westminster Fire Engine and Hose Co. No. 1.

As a group, we have been taking this class together for about 20-years. We have 15 in the class. Westminster Fire Company firefighter and EMS provider Ed Burrell is the instructor. 

This is the first time we have taken the class at the fire company. The Westminster fire company has recently begun an initiative to provide various emergency response classes. Having a working EMS provider is a great advantage because the instructor can provide real-life experience insights for the class. February 18, 2019 Monday.

Yesterday, 17feb2019, we attended the 7:45 a.m. service at Grace Lutheran Church so that we could also go to the breakfast at the Reese fire hall. We really enjoyed the breakfast and saw lots of neat people, including Commissioner Dick Weaver and his wife, Lila.

Madeline E. Martin, 97, of Westminster

Madeline E. Martin, 97, of Westminster

Madeline E. Martin, 97, of Westminster, died Thursday, February 7, 2019, at the Brethren Home Community in New Oxford, PA. Born on October 2, 1921, in Silver Run, she was the daughter of the late W. Wallace Eckert and Grace Haines Eckert.

She was preceded in death by her husband of 58 years, Russell D. Martin who died on October 14, 2000.

Madeline graduated from Westminster High School. Before retiring she was a Secretary at Union National Bank.

She was a member of Order of the Eastern Star Chapter #94, the Ladies Auxiliary at Carroll Hospital where she volunteered at the gift shop and also at the Brethren Home at Cross Keys.

She is survived by 4 children Robert A. Martin and wife Janet of New Oxford, PA., Joseph B. Martin of Richmond, VA., Patrick A. Martin and Christine Ferraro of Westminster, and Amy S. Martin and husband Scott of Hampstead; daughters-in-law Arlene Topaz Martin and Gail Shaffer Martin.

She is also survived by:

9 grandchildren Scott R. Martin, Michele E. Smith (Donnie), David A. Martin (Allison), Jason A. Martin (Amy), Russell G. Martin (Kathy), R. Daniel Martin (Jennifer), Andrew S. Martin, Noah E. Martin and Julia T. Martin (Ben Plache), 17 great-grandchildren, and extended family Paul and Mary Offutt of Missouri, and David and Penny Warner of Manchester.

She was predeceased by her siblings Leroy Eckert, Virginia Eckert Forsythe, Vera Eckert Hoch, and a granddaughter Lauren A. Martin.

Memorial services will be held at a later date.

Madeline E. Martin, 97, of Westminster

Madeline E. Martin, 97, of Westminster, died Thursday, February 7, 2019, at the Brethren Home Community in New Oxford, PA. Born on October 2, 1921, in Silver Run, she was the daughter of the late W. Wallace Eckert and Grace Haines Eckert.

She was preceded in death by her husband of 58 years, Russell D. Martin who died on October 14, 2000.

Madeline graduated from Westminster High School. Before retiring she was a Secretary at Union National Bank.

She was a member of Order of the Eastern Star Chapter #94, the Ladies Auxiliary at Carroll Hospital where she volunteered at the gift shop and also at the Brethren Home at Cross Keys.

She is survived by 4 children Robert A. Martin and wife Janet of New Oxford, PA., Joseph B. Martin of Richmond, VA., Patrick A. Martin and Christine Ferraro of Westminster, and Amy S. Martin and husband Scott of Hampstead; daughters-in-law Arlene Topaz Martin and Gail Shaffer Martin.

She is also survived by:

9 grandchildren Scott R. Martin, Michele E. Smith (Donnie), David A. Martin (Allison), Jason A. Martin (Amy), Russell G. Martin (Kathy), R. Daniel Martin (Jennifer), Andrew S. Martin, Noah E. Martin and Julia T. Martin (Ben Plache), 17 great-grandchildren, and extended family Paul and Mary Offutt of Missouri, and David and Penny Warner of Manchester.

She was predeceased by her siblings Leroy Eckert, Virginia Eckert Forsythe, Vera Eckert Hoch, and a granddaughter Lauren A. Martin.

Memorial services will be held at a later date.
